John Wood Community College Executive Committee met Nov. 13.

Here are the minutes provided by the committee:

ITEM:    Executive Committee Report

The Executive Committee met on November 13, 2024, at 1:30 p.m. in room C252 Student Administrative Center, president’s area.  Mr. Bob Rhea, and Ms. Paula Hawley, trustees participated via Zoom.  Mr. Andy Sprague, absent. Dr. Bryan Renfro, president, and Ms. Leah Benz, executive assistant, note taker participated in-person.  

November Board packet items were reviewed.  This included the consent agenda items, personnel items, and business items.

The business items included approval to accept and file the audit report, adoption of a resolution and certificate regarding the Truth in Taxation Law (hearing not required), approval of the regular meeting dates of JWCC Board of Trustees for 2025, authorization to enter into a one (1) year lease agreement with Two Rivers Regional Council of Public officials for space at the Mt. Sterling Education Center, authorization to enter into a  five year lease agreement with Parent and Child Together (PACT) for space at JWCC main campus, and consideration and action of an amicable separation submission requested.

Personnel

No personnel items were discussed.

Discussion items

Missouri Waivers – The committee heard data regarding waivers in Missouri did not accomplish the goal intended, therefore, these waivers will be discontinued.   Other waivers are also being reviewed and discussed in length for value.

EV Charging Station agreement – This charging station agreement is a result of a grant. It is between JWCC and Adams Electric Cooperative on the main campus.  Both parties have had their legal counsel review the agreement.  The duration is for 10 years.  

Roundabout – The committee heard the Quincy City Council voted to not fund the proposed roundabout at 48th and State. At this time no action is being taken.  

Sex Offender Board policy - In reviewing policies, it was noted the College needed to act a policy/procedure in regard to sex offenders now that minors will be on campus and at off campus sites.  A policy/procedure was drafted and reviewed by legal counsel. This item will go to the December Board meeting for approval.

Election filing - The first day for candidates to file their petitions to fill the vacant trustee seats in the April 1, 2025, election was Monday, November 12.   The last day is Monday, November 18.

Holiday party - The College holiday party is scheduled for December 12 at Dick’s Brothers Brewery beginning at 5:30 p.m.   On December 5, 2025, a celebration will be held for Jim Rapp, legal counsel, for 50 years of service to the College at the Quincy Country Club beginning at 5:30 p.m.   No Board holiday party will be held.

Transition of legal counsel - Jim Rapp’s last meeting is December 18.  David Penn will serve as his replacement.  Mr. Rapp will continue to assist with legal matters as needed.
