Illinois Senate Republicans demand independent audit on DCFS handling abuse cases

Senate Republicans in Illinois have called for an independent audit of the Department of Children and Family Services (DCFS) following allegations of serious abuse at a state-funded children's facility. Senate Republican Leader John Curran and Senate Republican Caucus Whip Jil Tracy filed a resolution urging the Illinois Auditor General to investigate accusations of violence against children at Aunt Martha’s Integrated Care Center in Chicago.

Curran expressed concern over the handling of these cases, stating, "Gov. Pritzker’s administration’s failure to protect abused youth in the state’s care from physical and sexual abuse and their attempts to thwart inquiries into the abuse is extremely alarming." He emphasized the need for transparency and accountability, saying, "we are moving forward in calling for this audit to provide answers for the child victims, their families, and the people of Illinois."

The call for an audit follows a report by Injustice Watch that detailed numerous allegations of sexual and physical abuse at the center. The controversy intensified when it was revealed that Marc Smith, appointed by Governor Pritzker as Director of DCFS in 2019, had previously worked as an executive at Aunt Martha's. Concerns were raised about a no-bid contract signed with A-Alert Security, despite allegations against its conduct.

Despite these issues, payments continued to be made to A-Alert Security. According to public records, over $7.3 million has been paid since 2022, with significant amounts disbursed after initial complaints were reported.

Recent reports highlighted arrests related to incidents at Aunt Martha's. Antonio Hopkins from A-Alert Security faces charges of aggravated sexual assault but remains a fugitive after missing a court appearance. Another employee, Trulon Henry, was charged with multiple counts related to sexual crimes committed while working at the facility.

Tracy remarked on these incidents: “These are just two examples of the horrific crimes that have been reported at this state-funded center that was supposed to be protecting child victims of abuse.” She criticized the state's response: “These children were already victims...and instead of providing them with the help they need, the state made them victims all over again.”

In June, DCFS closed Aunt Martha's amid further allegations involving backdating child protection plans during an investigation by the Office of the Executive Inspector General. A DCFS spokesperson acknowledged attempts at document falsification.

Curran reiterated his call for an audit: “The Governor’s Office has refused to even comment on the horrific findings...we are stepping up and calling for the Auditor General to conduct an audit.” The proposed Senate Resolution 1229 seeks a review beyond executive oversight into various aspects including staff hiring practices and financial management.

Tracy stressed accountability: “These were children who were abused...the people of Illinois deserve to know what happened here.” She believes an independent audit will bring necessary clarity and prevent future occurrences.

The resolution will be introduced during a perfunctory session with continued advocacy expected in upcoming legislative sessions. Curran concluded by emphasizing child welfare as paramount: “If protecting the most vulnerable children in the state’s care isn’t a top priority then serious changes need to be made at the highest levels.”
