City of Quincy City Council met Oct. 28.

PUBLIC COMMENT

PETITIONS

By the following organizations requesting permission to conduct a raffle and have the bond requirements waived: Gem City Gymnastics & Tumbling, LLC from now through December 18, 2024, and Quincy University Mart Heinen Club from now until February 16, 2025. The City Clerk recommends approval of the permits.

REPORTS OF THE PLAN COMMISSION

Ward 4 Recommending DENIAL of a Special Permit for Planned Development to obtain a liquor license as a means to operate a gaming parlor with video gaming terminals and alcohol sales at 305 North 18th Street/1738 Broadway Street.

Ward 3 Recommending APPROVAL of a zoning change from M3 (planned industrial) to M2 (heavy industrial) for property located at 2007 North 30th Street to allow for the construction of a warehouse facility/facilities at 2007 North 30th Street.

Ward 4 Recommending APPROVAL of a zoning change from C1B (retail commercial) to C2 (general commercial) for property located at 2536 Broadway Street and 2600-2602 Broadway Street to expand the permitted commercial uses at each location.

RESOLUTIONS

Resolution authorizing expenditure of TIF Revenue supporting the Redevelopment of 116 N. 3rd Street. ($336,400 of TIF Funding to Developers to install a fire suppression system.)

Resolution authorizing an Intergovernmental Agreement with Adams County to Rebuild Parking Lot F. (The City will seek reimbursement of $90,000 from the County upon completion of the rebuilding of City parking lot F.)

Resolution authorizing the purchase of 225 N. 5th Street in the amount of $90,000 which will allow for approximately 30 additional parking stalls to be added to City Parking Lot F.

Chief of Police recommending a 2014 Toyota Tundra become part of the Police Department’s fleet of vehicles which was awarded through the Drug Asset Forfeiture Procedure Act.

Resolution authorizing demolition – Fix or Flatten Program. (In amount of $23,500, by H & D Construction, Inc. for 206 Chestnut St., and 606 N. 6th Street.)

Engineering Manager, Public Works Director, and Central Services Committee recommending approval of the proposal from Four Points Engineering and Land Surveying of Hannibal, MO in the amount of $34,840.00 for topographic surveying services.

Engineering Manager and Barge Dock Committee recommending approval to extend the lease agreement with RM Leasing of Quincy, IL for the Quincy Barge Dock for a four (4) year term beginning on January 1, 2025, and ending on December 31, 2028.

Engineering Manager and Central Services Committee recommending approval of the proposal from Weaver Consultant Group North Central, LLC of Chicago, IL for environmental consulting services for a five (5) year contract beginning on January 1, 2025 and ending on December 31, 2029, with an optional two (2) year extension.

Engineering Manager, Public Works Director, and Central Services Committee recommending approval of the bid in the amount of $1,579,136.00 from Diamond Construction for the 2024 Alley and Capital Improvement Project which includes resurfacing 22 alleys and six streets.

Director of Public Works recommending approval of the invoice in the amount of $7,900 from Best Kept Sod Farm, Inc. of Quincy for the restoration of an embankment damaged at 1343 South 12th Street.

Finance Committee recommending approval to amend the City of Quincy and County of Adams 1973 agreement regarding the transfer of maintenance responsibilities for 48th Street from south of Broadway to south of State Street by modifying transfer and partial payment, as amended. Resolution placed back on agenda by a motion from Ald. Bergman at the October 21st City council meeting.

Engineering Manager recommending approval that the City enter into an agreement with the County of Adams for the 48th and State intersection improvements with the City contributing up to $2,600,000.

ORDINANCES

Adoption of Ordinances entitled:

Ward 7 The Ordinance Establishing Salaries For Certain Elected Officials, As Amended. (City Clerk, City Treasurer, Mayor, Aldermen and Liquor Commissioner) was table for one week by Ald Rein.

An Ordinance Amending Section 162.194 (Designation of Landmarks) of Chapter 162 (Zoning Regulations) of Title XV (Land Usage) of The Municipal Code Of The City Of Quincy 2015. (Adding Saint Boniface Catholic Church, 641 Maine Street.)

First presentation of Ordinances entitled:

An Ordinance Creating A River Edge Redevelopment Zone And Establishing Certain Boundaries.

Ward 7 An Ordinance Amending Title VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal code Of The City Of Quincy Of 2015. (Add No Parking Zone on the east side of South 6th Street between State and Kentucky Streets.)
