PETITIONS

Ward 7 By Adams County Clerk & Recorder requesting that 5th Street between Broadway and Vermont be closed from 7:00 p.m. to 9:00 p.m. on November 5, 2024, for election administration.

Ward 3 By Quincy Humane Society requesting permission to conduct a raffle and have the bond requirement waived from now through October 19, 2024. The City Clerk recommends approval of the permit.

By the Sheridan Swim Team requesting permission to conduct a raffle and have the bond requirement waived from now through December 3, 2024. The City Clerk recommends approval of the permit.

MAYOR’S APPOINTMENT

Jaime Russell to the Quincy Tree Commission for a three-year term

beginning now and expiring October 31, 2027.

RESOLUTIONS

The Finance Committee recommending approval to amend the City of Quincy and County of Adams 1973 agreement regarding the transfer of maintenance responsibilities for 48th Street from south of Broadway to south of State Street by modifying transfer and partial payment, was tabled for one week by Ald. Entrup.

Chief of Police recommending approval to accept the 2024 Law Enforcement Mental Health and Wellness Act Grant award in the amount of $108,588.00.

Insurance Committee and the Personnel Committee recommending approval of the 2025 Employee Health Insurance plan from Blue Cross Blue Shield of Illinois.

Insurance Committee and the Personnel Committee recommending approval of the dental insurance plan proposal from Blue Cross Blue Shield Dental through Gallagher Insurance for 2025.

Insurance Committee and the Personnel Committee recommending approval of the proposal from Voya Financial to be the new provider of 457b Plan beginning in 2025.

Fire Chief and Fire Aldermanic Committee recommending approval to complete the repairs to Engine 2 outrigger box assembly in the amount of $23,735.99 by Kretzer Machine and Welding.

Chairman of the Fire Aldermanic Committee and the Fire Chief recommending approval to pay expenses for three recruits attendance at the Fall 2024 Basic Operations Firefighter Academy in the total amount of $38,721.36.

Fire Aldermanic Committee and the Fire Chief recommending approval of the invoices totaling $34,263.86 from Tri-Township Fire Protection District which is a correction of the resolution passed September 3, 2024 for the 10% grant match for the software and hardware equipment for the upgrade of radio equipment to the P25 digital platform.

Fire Aldermanic Committee and the Fire Chief recommending approval of the bid from Klingner Associates in the amount of $7,500.00 to provide a design and construction document on the widening of two overhead doors.

Information Technology Director and the Technology Committee recommending approval of the invoice from Kroll for a year 3 contract payment for Kroll Responder for Endpoint Management Detection and Response services in the amount of $31,268.25.

Information Technology Director and the Technology Committee recommending approval of the invoice from Kroll in the amount of $15,671.08 for Kroll Responder for Endpoint Management Detection and Response services overage charges for the period of December 2023 through August 2024.
