PUBLIC COMMENT

PETITIONS

Ward 4 Barney’s Tavern requesting a Live Entertainment/Public Gathering license for a “Maxwell Wombles Memorial” event on September 21, 2024, from 12:00 p.m. to 12:00 a.m. at 1708 Broadway. The Quincy Police Department recommends approval.

Ward 3 Application for waiver of liquor ordinances by Niemann Foods Inc., County Market #244, 4830 Broadway, to allow for the consumption and possession of liquor on the parking lot at 4830 Broadway for the “Bark and Brew” event October 19, 2024, from 12:00 p.m. to 5:00 p.m. The Quincy Police Department has given their approval to the waiver.

By the following organizations requesting permission to conduct a raffle and have the bond requirement waived: Quincy University Women’s Basketball from now through November 6, 2024 and Veterans of Foreign Wars Post 5129 from now until September 12, 2025. The City Clerk recommends approval of the permit.

RESOLUTIONS

Resolution authorizing demolition – Fix or Flatten Program. (Low bid of $56,000 from H & D Construction, Inc to perform the demolitions of structures at 623 Spring St., 848 South 6th St., and 1516 Van Buren St.)

Public Works Director and Utilities Committee recommending approval of the quote in the amount of $35,377.00 from Air Specialists Heating & Air Conditioning for the furnishing and installation of HVAC equipment at the Waste Water Treatment Plant.

Resolution authorizing submission and support for Illinois Transportation Enhancement Program grant in the amount of $1,000,000 to extend bicycle lanes on both sides of North 18th Street from the bridge north of QU’s north campus to Kochs Lane, extend the sidewalk on the west side of N.

18th Street from the bridge to the entrance to Bob Mays Park and adding a connection from the new sidewalk to the Bill Klingner trail.

Ward 7 An Ordinance Amending Chapter 162 (Zoning) Of The Municipal Code Of The city Of Quincy (2015). (Add: Off Street Parking provisions for the physically handicapped.)

An Ordinance Establishing Chapter 164 (Commercial Solar Energy Facilities) Of The Municipal Code Of The City Of Quincy (2015).

An Ordinance Amending Chapter 162 (Zoning) Of The Municipal Code Of The city Of Quincy (2015). (Add: Special Use Permit use, conditions and districts for Commercial Solar Energy Facilities.)

Second presentation of Ordinances entitled:

Ward 4 An Ordinance Granting a Special Use Permit for A Planned Development. (To allow for a pet sitting/boarding business at 2110 State Street.)

An Ordinance Amending Chapter 40 (Boards And Commissions) Of The Municipal Code Of The City Of Quincy (2015). (Quincy Arts Commission - reduce number of aldermen from 2 to 1 and add an at-large member.)

First presentation of Ordinances entitled:

Ward 3 3An Ordinance Establishing And Designing The 54th Street Business District And Approving The 54th Street Business District Within The City Of Quincy.

An Ordinance Ending The Municipal Aggregation Program By Amending Chapter 54 (Electricity) Of The Municipal Code Of The City Of Quincy (2015).
