PRESENTATION OF ELECTRIC AGGREGATION

PETITIONS

Ward 4 By Fireworks Authority Inc. requesting permission to hold fireworks display on October 19, 2024, for the QPS Octoberfest at Flinn Stadium, 4300 Maine, approximately 10:00 p.m. The Quincy Fire Department has given their approval.

Wards 4, 7 Special Event Application requesting to hold the “Quincy Senior High School Homecoming Parade” on Thursday, September 26, 2024 beginning at 6:00 p.m. starting at 14th and Maine Street, then east to Quincy Senior High School, 33rd and Maine Street. Street closures are requested with barricades at all intersecting streets from Maine St., 12th to 33rd Streets and South 14th St., Maine to Jersey Streets at 5:00 p.m. that day. “No Parking” signs are requested on both sides of Maine St., 12th to 33rd Streets by 1:30 p.m. on Thursday, September 26th: Approval is recommended by the Department of Utilities & Engineering.

Wards 4, 7 Special Event Application requesting to hold the Octoberfest Marching Band Parade on Saturday, October 19, 2024 beginning at 1:00 p.m. at 33rd and Maine Street and going west to Quincy Junior High School parking lot, 14th and Maine Street. Closure of Maine Street, 12th to 33rd Streets, 14th Street, Jersey to Maine Streets and Jersey Street, 12th to 16th Streets with barricades is requested. “No Parking” signs are requested to be placed on both sides of Maine Street, 12th to 33rd Streets; 20th Street, Maine to Hampshire Streets; Jersey Street, 14th to 16th Streets and 14th Street, Jersey to Maine Streets (east side of street) by 5:00 p.m. on Friday, October 18th: Approval is recommended by the Department of Utilities & Engineering.

Ward 7 Special Event Application requesting to hold the Quincy Notre Dame’s Homecoming Parade on Thursday, October 17, 2024 beginning at 6:30 p.m. at 9th and Hampshire Street, west to 5th Street, south to Maine Street, and then east to 12th Street. They request the closure of Hampshire Street, 9th to 12th Streets (close at 5:15 p.m.); Hampshire St., 9th to 5th Streets; 5th St., Maine to Hampshire Streets and Maine St., 5th to 12th Streets with barricades. Approval is recommended by the Department of Utilities & Engineering.

Ward 7 By Behold King Jesus requesting a Live Entertainment/Public Gathering license for their city-wide worship night with live music on September 13, 2024 from 3:30 p.m. to 10:00 p.m. in Washington Park. The Quincy Police Department recommends approval.

By Quincy Elks Lodge 100 requesting permission to conduct a raffle and have the bond requirement waived from now through November 2, 2024. The City Clerk recommends approval of the permit.

RESOLUTIONS

The Resolution Authorizing Funding For Quincy Society Of Fine Arts. ($25,000 from the Economic Growth Fund.), was tabled to next meeting and be reconsidered by Ald. Farha.

Resolution Authorizing Funding For Quincy Society Of Fine Arts. (Quincy City Council authorize the disbursement of $25,000 from the Economic Growth Fund (Fund 213) to the Quincy Society of Fine Arts.)

Public Works Director and Utilities Committee recommending approval of the quote in the amount of $7,688.23 from E.J. Equipment of Troy, IL for a one thousand (1,000) foot CCTV camera cable.

Interim Airport Director, Fire Chief, and Aeronautics Committee recommending approval of the quote in the amount of $22,300 from the University of Missouri – Columbia Fire and Rescue Training Institute to conduct training annually to meet Federal Aviation Administration Compliance requirements

Public Works Director and Utilities Committee recommending approval of the quote from Midwest Meter, Inc. of Edinburg, IL in the amount of $34,300.00 for meter couplings and flange bolts for the installation and replacement of one hundred (100) 1½” water meters and one hundred fifty (150) 2” water meters be accepted.

Adoption of an Ordinance entitled:

Ward 4 An Ordinance Amending title VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal Code Of The City Of Quincy Of 2015. (Add “No Parking” on north side of State Street from south 18th Street, west to the alley entrance.)

Ward 5 Ordinance Amending title VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal Code Of The City Of Quincy Of 2015. (Add “No Parking” from the north and south sides of Maine Street beginning at the center of 24th Street and extending east a distance of three hundred ninety (390) feet.)

Ward 5 An Ordinance Amending Title VII (Traffic Code) Of Chapter 81 (Speed Limits) Of The Municipal Code Of The City Of Quincy Of 2015. (Speed limit reduced to 25 miles per hour in the Stone Crest Subdivision, Tuscany Fields Subdivision, and Cadbury Ridge Subdivision.)

Second presentation of an Ordinance entitled:

Ward 7 Ordinance Amending Chapter 162 (Zoning) Of The Municipal Code Of The city Of Quincy (2015). (Add: Off Street Parking provisions for the physically handicapped.)

An Ordinance Establishing Chapter 164 (Commercial Solar Energy Facilities) Of The Municipal Code Of The City Of Quincy (2015).

An Ordinance Amending Chapter 162 (Zoning) Of The Municipal Code Of The city Of Quincy (2015). (Add: Special Use Permit use, conditions and districts for Commercial Solar Energy Facilities.)

First presentation of Ordinances entitled:

Ward 4 An Ordinance Granting a Special Use Permit for A Planned Development. (To allow for a pet sitting/boarding business at 2110 State Street.)

An Ordinance Amending Chapter 40 (Boards And Commissions) Of The Municipal Code Of The City Of Quincy (2015). (Quincy Arts Commission - reduce number of aldermen from 2 to 1 and add an at-large member.)
