City of Quincy Aeronautics Committee met July 3.

Here are the minutes provided by the committee:

Members Present: Ald. Dave Bauer, Ald. Eric Entrup, Ald Jake Reed, Ron Frillman, Orville Jones, Jerry Dreier, Roger Lipcamon

Others Present: Mike Troup/Mayor, Jeff Mays/ DOB, Steve Bange/Airport, Ryan Schnack/Counsel. Ald. Eric Entrup called the meeting to order at 4:30 p.m.

Public Comment:

• Ms. Bonnie Poling sent an email to the airport administration to present as public comment. She expressed her frustration with her travel experiences from Quincy to Denver, which are often delayed or cancelled. She also mentioned that SAE forcing her to travel through St. Louis and Chicago instead of directly to Chicago as advertised. She highlighted the negative impact on her, and urged that changes be made to address these issues.

Meeting Minutes:

• Frillman moved to approve the May Minutes; Ald. Reed seconded. Motion approved.

Old Business:

• Airport terminal foundation project was completed on the outside perimeters, but the interior work is still awaiting completion.

Engineering Report: None

Airport Director’s Report:

• Southern Airways Express April Enplanements: Passenger 391, Flights 117. Cancellations: 12.

• All the discrepancies from TSA have been resolved.

• Airport Tabletop Contingency Plan exercise was held on June 27 successfully. Expecting a full-scale exercise April 2025.

• The airport has emergency procured a diesel oxidation catalyst for the 2015 John Deere tractor from Martin Tractor, INC. in the amount of $9,834.94.

• Runway 4/22 project updates: Since the modified MALSR system required extra land, Leo Zanger, the landowner who has the MALSR easement with the FAA, would like the airport to pay for a culvert, costing no more than $250, to connect both farm fields that were cut off by the MALSR, to help resolve water problems. Jones moved; Frillman seconded. Motion approved.

New Business:

• Arthur J. Gallagher Risk Management Service, the airport insurance provider, presented three liability insurance quotes. Committee members voted for the quote with the cost of $9,920.00. Ald. Bauer moved, Frillman Seconded. Motion Approved

Late Additions:

Adjournment

• Jones moved; Ald. Reed seconded. Motion approved.

Meeting adjourned at approximately 5:26 p.m.
