City of Quincy Traffic Commission met June 10.

Here are the minutes provided by the commission:

Attending commission members: Chief Adam Yates, Jeffrey Conte, Ald. Greg Fletcher, Ed Holthaus, Justin Boyd, Chief Bernie Vahlkamp, & Jeff Mays

Absent commission members: Steve Bange & Ald. Ben Uzelac

Others attending: Alderperson Hultz, Alderperson Mays, Alderperson Rein, Mayor Troup, et al.

(All motions approved unless noted otherwise)

Chief Yates called the meeting to order @ 5:45 PM & attendance was taken.

1. Approval of Minutes

Motion to approve 5/13/24 Traffic Commission meeting minutes – Mays; 2nd - Holthaus

2. Public Comment

None.

3. Old Business

a. 23rd and Kochs Lane - Streetlights

Ameren is willing to pay for 1 streetlight and 75 ft. of wire. Discussion about the cost of installation of the lights because the distance will be more than 75 ft. between each one.

Motion to table for another month in order to confirm the installation charges with Steve Bange. – Holthaus; 2nd – Mays.

b. South 38th Street and Newcastle Drive.

Chief Yates updated the group on the situation before the meeting. Nothing needs to be discussed/voted on for this topic at this time.

4. New Business

a. 6th and Maple Intersection

Originally referred to the Commission by Ald. Fletcher. No crashes and no issues found Motion to table indefinitely – Ald. Fletcher; 2nd – Holthaus.

b. North 30th and Whewell Street - Crosswalk

Ald. Hultz was contacted by a resident in the Quincy Housing Authority property interested in potentially having a pedestrian crosswalk going across 30th Street so residents can get to CVS pharmacy. Ald. Hultz is going to reach out to the Housing Authority to see exactly what the interest is in the crosswalk. Chief Yates will look into this more as well. It would be appropriate to table this item for one month so more information can be gathered.

Motion to table for one month. – Chief Vahlkamp; 2nd – Holthaus.

c. North 36th Street, Columbus Road to Melodie Lane - Parking on Sidewalks

Chief Yates thought this item was taken care of at the last meeting. Jeff Mays said the minutes said Engineering was working on a project to add sidewalks to the west side of North 36th from Columbus Road to Melonie Lane but had asked for guidance on pursuing a Council resolution. The question was even if more sidewalks are installed, the question is if residents would be allowed to park and block the sidewalks. At the last meeting, it was believed the city did not have the ability to allow that because of ADA requirements. The sidewalks are still being put in, but the issue was with allowing parking and blocking the sidewalks. No formal action needs to be taken at this time.

d. 4th and Cherry Intersection – Additional Signage

Chief Yates reviewed the traffic crashes for the last year for this intersection. There was a total of 7 traffic crashes, and only 1 with an injury. All were primarily stop sign related and none involved pedestrians. QPD has done 45 traffic stops at this location usually for speeding violations. This would need to be referred to IDOT because this is an IDOT highway. Chief Yates does not believe after reviewing the traffic crashes that there is an issue involving pedestrians. Ald. Fletcher was unaware of any concerns with the intersection.

Motion to table indefinitely – Ald. Fletcher; 2nd – Chief Vahlkamp.

5. Late Referrals & Additions

Ald. Fletcher said on North 3rd Street between Cherry and Cedar there is a half alley going east. A resident has requested signage “Do Not Block Alley”. There is a business there and customers block the alley preventing residents getting to their homes. Chief Yates said he will look at the situation and report back to the Commission.

Chief Yates received a request from Ald. Rein about concerns about Harrison Street, east of 24th Street. QPD will conduct a speed study and will put this item on next month’s agenda.

Alderwoman Mays asked about a speed study that was being conducted on North 36th Street. Chief said one piece of equipment was damaged by a motorist and the other one received from the IT Department is not functioning because the battery needs to be charged. Once the equipment is fixed, the speed study will be conducted.

6. Adjournment

Motion to adjourn at 5:54 p.m. – Fletcher; 2nd – Holthaus
