U.S. Representative Mary Miller celebrated the passage of a bill that would block what she describes as "Joe Biden's radical Title IX rewrite," calling it "a great day for our daughters and granddaughters, who deserve protection from Biden's radical attempt to force men into their private spaces and athletics." She made the statement in a July 11 Facebook post.
"The House just passed my bill to protect girls' sports by blocking Joe Biden's radical Title IX rewrite," said Miller, U.S. Representative IL-15, according to Facebook. "It's a great day for our daughters and granddaughters, who deserve protection from Biden's radical attempt to force men into their private spaces & athletics."
Miller’s celebration came the day after she spoke in the House encouraging her colleagues to pass her bill. According to Miller, "Fifty-two years ago, this body saw the need for equal opportunity in education, scholarships, and athletics. Title IX was enacted to do just that. But Joe Biden’s new rule will erase those protections and opportunities for our girls. Unfortunately, the Democrats and the radical left don’t know the difference between a man and a woman, so I’m proud to be leading this effort today to overturn Joe Biden’s unlawful and radical destruction of Title IX."

Miller’s bill that passed the U.S. House of Representatives was House Joint Resolution 165. The resolution "nullifies the final rule issued by the Department of Education titled Nondiscrimination on the Basis of Sex in Education Programs or Activities Receiving Federal Financial Assistance and published on April 29, 2024." The final rule addresses Title IX of the Education Amendments of 1972, which prohibits discrimination on the basis of sex in federally funded education programs or activities. Among other elements, it establishes certain definitions related to sex-based harassment and additional requirements for grievance procedures.
According to the U.S. Department of Education (DOE), the final rule protects students, employees, and others from retaliation; supports the right of parents and guardians to act on behalf of their elementary and secondary school children; ensures that schools communicate their nondiscrimination policies and procedures; and prohibits schools from sharing personal information obtained through Title IX compliance without written consent or when disclosure is made to a parent of a minor.
Mary Miller is currently serving in Congress representing Illinois’ 15th district. She replaced former U.S Congress member John Shimkus in 2021. Miller graduated from Eastern Illinois University with a BA.
Born in Oak Park, Illinois in 1959, Miller currently lives in Oakland with her family. She has seven children and twenty grandchildren. Alongside her husband, she continues to run their fourth-generation family farm.
