City of Quincy City Council met June 3.

Here are the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. at Central Services, 2020 Jennifer Rd, with Mayor Michael A. Troup presiding.

The following members were physically present: Ald. Fletcher, Entrup, Bergman, Bauer, Hultz, Mays, Farha, Sassen, Rein, Ebbing, Reid, Reed, Uzelac, Holtschlag. 14.

The minutes of the regular meeting of the City Council held May 28, 2024, were approved on a motion of Ald. Entrup. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The City Clerk presented and read the following:

PUBLIC COMMENTS

Jerry Gille, Quincy Housing Authority, stated Frederick Ball Development is owned by a private investment group. The Quincy Housing Authority has given up site control.

Rocky Murry, Quincy Housing Authority board chairman, stated that the authority does receive complaints and they forward them on to the management.

PETITIONS

Law Enforcement Torch Run for Special Olympics, June 6th beginning at 10:15 a.m. at St. Dominic School, 4100 Columbus Road, going east to 48th St., then south to Transitions, 631 N. 48th Street.

Ald. Mays moved the prayer of the petition be granted and the proper authorities notified. Motion carried. Applications for Waiver of Liquor Ordinances by the Quincy Axe Co., 625 Maine Street and The Pour Haus, 625 Maine, for June 15th and September 21st from 12:00 p.m. to 7:00 p.m.

Ald. Uzelac moved the prayer of the petition be granted and the proper authorities notified. Motion carried. Fireworks display application by Fireworks Authority Inc. for July 3rd at Quincy Country Club, 2410 State Street, approximately 9:30 p.m.

Ald. Farha moved the prayer of the petition be granted and the proper authorities notified. Motion carried. Special Event Application for the 56th Annual Mississippi Valley Historic Auto Club Car Show at the Quincy Museum, 1601 Maine Street, June 9th from 11:30 a.m. to 3:00 p.m. In case of rain 16th Street, Maine to Hampshire Streets will be closed from 9:00 a.m. through 3:00 p.m. and barricades and “No Parking” signs will be needed. Approval is recommended by the Department of Utilities and Engineering.

Ald. Sassen moved the prayer of the petition be granted and the proper authorities notified. Motion carried. By the following requesting permission to conduct a raffle and have the bond requirement waived: Hanlin Auction Service/Fundraiser for Amber Carmean from now through 4/12/2025; Quincy Elks Lodge 100 BPOE from now until September 3, 2024. The City Clerk recommends approval of the permits.

Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.

MONTHLY REPORTS

The monthly reports of the City Clerk, the City Treasurer, the City Comptroller, the Street Cleaning Department, the Recycling Division, the Forestry Division, and the Sign & Paint Department for the month of May, 2024, were ordered received and filed on a motion of Ald. Uzelac. Motion carried.

QUINCY METROPOLITAN EXPOSITION AUDITORIUM & OFFICE BUILDING AUTHORITY QUARTERLY REPORT

Ald. Reis moved the report be received and filed. Motion carried.

REPORTS OF THE QUINCY PLAN COMMISSION

Recommending APPROVAL of a Special Permit for Planned Development to allow for the demolition of an existing garage at 1420 North 9th Street and to allow for the construction of a new garage that would include a living space for a family member at 1420 North 9th Street.

Ald. Entrup moved the report be received and concurred in and an ordinance drafted. Motion carried. Recommending APPROVAL of a Special Permit for Planned Development to allow for the construction of a multi tenant commercial building at 200-208 North 12th Street/1215 Hampshire Street as requested with three conditions. 1) That a drive-thru lane is allowed per City Code.

2) That the requirements of the City Code be waived to allow for the building to be constructed at a location other than the building line of the adjoining buildings.

3) That the requirements of the City Code be waived to allow parking stalls in the front yard. Ald. Uzelac moved the report be received and concurred in and an ordinance drafted. Motion carried. Recommending APPROVAL of a Special Permit for Planned Development to allow for the operation of 422 Jersey Street as a warehouse/storage for collectable vehicles.

Recommending APPROVAL of the request to subdivide (one lot into two) property located at 700 South 18th Street, SUBJECT TO the Quincy Zoning Board of Appeals approving a setback variance for one of the lots that would be created by the subdivision.

Ald. Reis moved the report be received and concurred in. Motion carried.

MAYOR’S APPOINTMENT

By Mayor Michael A. Troup making the appointment of Ald. Dave Bauer to the City of Quincy/Adams County 911 Joint ETSB committee effective immediately expiring April 30, 2027.

Mayor Troup stated that the expiration year should read 2026.

Ald. Uzelac moved the appointment be confirmed as amended. Motion carried.

RESOLUTION

WHEREAS, the Quincy Police Department hired two recruit police officers in December of 2023; and 

WHEREAS, basic law enforcement training is vital to ensure recruit police officers get the fundamental training needed to prepare them for a career in law enforcement; and

WHEREAS, the two new officers, Devin Neally and Elijah Kurfman, successfully completed their basic law enforcement training at the Police Training Institute in April 2024; and

WHEREAS, until recently, the cost of tuition for recruit police officers to attend the basic training academy was paid for via direct bill by the Illinois Law Enforcement Training and Standards Board; and

WHEREAS, the Illinois Law Enforcement Training and Standards Board has recently experienced a significant decrease in funding from the state of Illinois; and

WHEREAS, the Illinois Law Enforcement Training and Standards Board now requires all departments pay tuition up front for recruit police officers attending the basic law enforcement training class; and

WHEREAS, the department can then apply for reimbursement from the Illinois Law Enforcement Training and Standards Board to recoup the money used to pay for tuition for the recruit officer to attend the basic law enforcement training academy; and

WHEREAS, departments understand that reimbursements will be subject to the Illinois Law Enforcement Training and Standards Board availability of funds; now

THEREFORE, BE IT RESOLVED, the Chief of Police recommends to the Mayor and City Council that the Quincy Police Department be granted authority to pay $14,868.00 for tuition for Officers Neally and Kurfman who attended the basic law enforcement training academy at the Police Training Institute, Champaign, IL.

RESOLUTION

WHEREAS, The City of Quincy, Quincy Transit Lines, owns, and operates a fleet of 16 buses; and

WHEREAS, the City of Quincy, Quincy Transit Lines receives buses from the State of Illinois at no cost to the City; and

WHEREAS, the Quincy Transit Lines is mandated to maintain and repair these buses by the Illinois Department of Transportation (IDOT); and

WHEREAS, IDOT policy on repairs over $10,000 would require a Procurement Concurrence Package to be submitted to IDOT before the repair could be completed; and

WHEREAS, bus 1608 is a front-line bus and has experienced Engine failure; and

WHEREAS, Springfield Mass Transit District (SMTD) has submitted a quote in the amount of…$18,910.30; and

WHEREAS, SMTD is an IDOT recognized repair facility that does not require multiple quotes, and does not require IDOT Concurrence Package before the repair is completed; now

THEREFORE BE IT RESOLVED, the Transportation Director, the Director of Administration and the Purchasing Director recommend to the Mayor and City Council Springfield Mass Transit District be paid for the replacement of this engine.

RESOLUTION

WHEREAS, Self-Contained Breathing Apparatus (SCBA) is an essential piece of personal protective equipment (PPE) for firefighting; and,

WHEREAS, all SCBA must be inspected and tested annually for proper operation; and,

WHEREAS, Sentinel Emergency Solutions is the manufacturer’s dealer for this area, so this is a sole source service; and

WHEREAS, Sentinel Emergency Solutions provides the scheduled maintenance and air sampling for the two compressors utilized for the refilling of SCBA air bottles; and,

WHEREAS, the fire department includes this annual service and maintenance in its budget; and,

WHEREAS, needed repairs of some SCBA were identified and completed during the testing process; and, 

WHEREAS, the cost of said repairs exceeded the original estimate by $1,620.86; and,

NOW THEREFORE BE IT RESOLVED that the Fire Chief and Fire Aldermanic Committee recommend to the Mayor and City Council that the Fire Chief be authorized to pay the amended invoiced amount of $9,160.86 to Sentinel Emergency Solutions, St. Louis, MO, instead of the amount of $7,540.00 approved by City Council on 5/13/24.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending Section 162.194 (Designation Of Landmarks) Of Chapter 162 (Zoning Regulations) Of Title XV (Land Usage) Of The Municipal Code Of The City Of Quincy Of 2015, was tabled for one week by Ald. Reis. (2325 Maine Street)

Ald. Sassen moved for the adoption of the ordinance, seconded by Ald. Farha and on a roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Michael A. Troup, declared the motion carried and the ordinance adopted.

ORDINANCE

Second reading of an Ordinance entitled: An Ordinance Amending The 2024-2025 Fiscal Year Budget. (Increase budget in the amount of $12,000 for health insurance for a new employee. Increase expenditure budget in the amount of $18,825 to Event Underwriting. Increase Police grant spending by $40,350 for travel, training, mental wellness contract, and capital equipment.)

ORDINANCE

Second reading of an Ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 81 (Traffic Schedules) Of The Municipal Code Of The City Of Quincy Of 2015. (“All Way Stop” at the intersection of South 38th and Newcastle Drive.)

Ald. Rein moved to table the Ordinance for two weeks, seconded by Ald. Ebbing. Motion carried.

ORDINANCE

Second reading of an Ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 81 (Traffic Schedules) Of The Municipal Code Of The City Of Quincy Of 2015. (“30 Minute” Parking on the north side of Maine Street beginning at a point two hundred (200) feet east of the center of North 9th Street and extending east a distance of one-hundred thirty (130) feet.)

Second reading of an Ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 81 (Speed Limits) Of The Municipal Code Of The City Of Quincy Of 2015. (“20 MPH” for all streets in the Lake Ridge and Alexandria Heights subdivisions.)
