City of Quincy City Council met May 13.

CITY PUBLIC COMMENT

PETITIONS

Special Event Application from Adam Fenton, owner of Threshold of Pain Tattoo Shop, 701 Maine Street, requesting permission to hold the “American Downtown Classic Car and Art Show” on Saturday, May 18th from 8:00 a.m. to 11:00 p.m. in downtown Quincy. He requests the closure of 7th Street, Maine to Hampshire Street and Maine Street, 6th to 8th Streets from 8:00 a.m. through 11:00 p.m. and the City provides barricades. He also requests permission to assemble a stage and approval is recommended pending an inspection by the Quincy Fire Department once the stage is in place and prior to the start of the event. All required documentation has been submitted and approval is recommended pending the approval of the Live Entertainment/Public Gathering License from the Quincy Police Department.

By the Quincy Notre Dame Football committee requesting permission to conduct a raffle and have the bond requirement waived from 5/20/24 through 7/20/24. The City Clerk recommends approval of the permit.

By Kathleen Helsabeck, Director of the Quincy Public Library, requesting to waive Section 111.081, Alcohol delivered in a building belonging to or under the control of the City, for the 50th celebration of the Library building at 526 Jersey Street, Friday, May 17th, from 5:30 p.m. - 7:00 p.m.

Chief of Police recommending approval to purchase ammunition from Ray O’Herron, Danville, IL in the amount of $18,580.

Resolution Authorizing Quincy Legacy Events Grant Program. (LEGUP)

Fire Aldermanic Committee and the Fire Chief recommending approval to purchase thirteen sets of bunker gear for the total amount of $44,720 from Municipal Emergency Services (MES).

Fire Aldermanic Committee and the Fire Chief recommending approval of the proposal from Tournear Roofing Company in the amount of $188,000 for replacement of the Central Fire station roof.

Fire Chief and the Fire Aldermanic Committee recommending approval to enter into a contract with Lexipol LLC in the amount of $40,732.20 for a program to update all policies and procedures with training.

Fire Chief and Fire Aldermanic Committee recommending approval to pay the amount of $7,540 to Sentinel Emergency Solutions, St. Louis MO for annual service and maintenance to the Self Contained Breathing apparatus.

ORDINANCES

Second reading of ordinances entitled:

Ward 5 An Ordinance Granting A Special Use Permit For A Planned Development. (Golf pro shop that includes retail sales, a commercial kitchen, a bar/tavern, and video gaming terminals at 830 South 36th Street and to obtain a liquor license to allow for alcohol sales and to operate video gaming terminals. A condition that the City Council waive the prohibition of alcohol sales within 500’ of any residential home, park, and playground is required.)

An Ordinance To Add Territory To The Quincy Adams Brown County Enterprise Zone And Amend The Quincy Adams Brown County Enterprise Zone Intergovernmental Agreement.

First reading of ordinance entitled:

Ward 4 An Ordinance Amending Section 162.194 (Designation Of Landmarks) Of Chapter 162 (Zoning Regulations) Of Title XV (Land Usage) Of The Municipal Code Of The City Of Quincy Of 2015. (2325 Maine Street)
