City of Quincy City Council met March 18.

Here are the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Michael A. Troup presiding. The following members were physically present: Ald. Fletcher, Entrup, Bergman, Bauer, Hultz, Mays, Farha, Sassen, Rein, Ebbing, Reis, Reed, Uzelac, Holtschlag. 14.

The minutes of the regular meeting of the City Council held March 11, 2024, were approved on a motion of Ald. Bergman. Motion carried.

Legal Counsel: Assistant Corporation Counsel Bruce Alford.

The Deputy City Clerk presented and read the following.

Presentation Proposed General Fund Expenditures

by Sheri Ray, City Comptroller

Sheri Ray, Comptroller, gave a power point presentation to the City Council concerning General Fund Expenditures for Fiscal year 2025. She answered questions from the City Council.

Presentation Proposed Capital and Infrastructure Expenditures

Steve Bange, City Engineering Manager, gave a power point presentation to the City Council concerning Proposed Capital and Infrastructure Expenditures for Fiscal year 2025. He answered questions from the City Council.

PUBLIC COMMENT

Rocky Murry was against the water increase that is being proposed.

Barb Wiemer explained that she was a grant writer; she listed several grants the City could apply to for funding.

PETITION

By County Clerk Ryan Niekamp requesting to close 5th Street from Vermont to Broadway on March 19th from 6:30 p.m. to 9:30 p.m., with barricades, for election related purposes.

Ald. Uzelac moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

REPORT OF THE POLICE AND FIRE COMMISSION

By The Police and Fire Commission recommending the reappointment of Bernard “Bernie” Vahlkamp as Quincy Fire Chief effective July 12, 2024, for a 3-year term.

Ald. Bergman moved the reappointment be confirmed. Motion carried.

MAYOR’S RE-APPOINTMENTS

By Mayor Michael A. Troup making the reappointments of Chief Adam Yates and Alderman Ben Uzelac to the City of Quincy/Adams County 911 Joint ETSB for three-year terms ending April 30, 2027.

Ald. Uzelac moved the reappointments be confirmed. Motion carried.

RESOLUTION

Aeronautics Committee and Airport Director recommending approval of the purchase of a new truck with snowplow, v-box, and spreader for the amount of $182,100 from Rush Truck Center.

Ald. Bauer moved to table this resolution for one week, seconded by Ald. Entrup. Motion carried. Ald. Bergman left the council chambers at 7:50 p.m.

RESOLUTION

WHEREAS, the Quincy Police Department maintains a fleet of police vehicles and needs to keep them in working order and safe for the officers to drive; and

WHEREAS, the Quincy Police Department works diligently to control the costs associated with the maintenance of the fleet; and

WHEREAS, the Department routinely keeps our vehicles until they have 100,000 miles or more and know that our repair costs increase substantially after 60,000 miles; and

WHEREAS, the Department must use factory authorized parts for some repairs to prevent further damage to the vehicles and ensure the safety of the officer; and

WHEREAS, the Department recently purchased three Ford police utility vehicles; and

WHEREAS, an extended warranty can be purchased that will provide bumper to bumper coverage for five years and up to 100,000 miles; and

WHEREAS, the extended warranty on these vehicles must be purchased while they are low mileage; and WHEREAS, based on the average repair costs of our vehicles, we expect to see significant savings by purchasing an extended warranty; and

WHEREAS, the purchase of an extended warranty is a sole source purchase from our local Ford dealer, Gem City Ford, for $3,085.00 per car, for a total of $9,255.00; now

THEREFORE BE IT RESOLVED, the Chief of Police recommends to the City Council that the normal bid process be waived and the Quincy Police Department be granted authority to purchase three extended warranties from Gem City Ford for a total cost of $9,255.00.

Ald. Rein moved for the adoption of the resolution, seconded by Ald. Sassen, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

Ald. Bergman returned to the council chambers at 7:58 p.m.

ORDINANCE

Adoption of an Ordinance entitled: An Ordinance Amending Chapter 37 (Fire Department) And Chapter 42 (Administrative Provisions Relating To The City) Of The Municipal Code Of The City Of Quincy 2015. Ald. Uzelac moved for the adoption of the ordinance, seconded by Ald. Holtschlag, and on the roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Michael A. Troup, declared the motion carried and the ordinance adopted.

Ald. Uzelac left the council chambers at 8:06 p.m.

Ald. Uzelac returned to the council chambers at 8:08 p.m.

ORDINANCE

Second presentation of an Ordinance entitled: An Ordinance Amending The 2023-2024 Fiscal Year Budget. (Increased PPRT revenue to expend transfers of $185,400 to Quincy Public Library, Police and Fire Pension Funds. Increased Tourism Tax Fund to expend transfer of $95,500 for General Fund and cost shares.)

Ald. Rein moved to amend the ordinance to add the remaining amount of PPRT in the amount of $364,000.00 to fund the Vehicle Replacement Fund, seconded by Ald. Entrup. Motion carried.

ORDINANCE

Second presentation of an Ordinance entitled: An Ordinance Amending The District Map Which Is Made A Part Of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015. (Rezone property located at 329 North 24th Street from single-family residential (R1C) to commercial (C1B) to align the zoning with its current use as a parking lot for a financial institution.)

Ald. Reed left the council chambers at 8:22 p.m.

Ald. Reed returned to the council chambers at 8:24 p.m.

ORDINANCE

Second presentation of an Ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 81 (Traffic Schedules) Of The Municipal Code Of The City Of Quincy of 2015. (4-Way Stop at intersection of 20th & Ohio Streets.) Ald. Farha moved the requirements of Section 32.31 of the City Code of the City of Quincy be waived, seconded by

Ald. Rein. Motion carried.

Ald. Farha moved the ordinance be adopted, seconded by Ald. Rein, and on the roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Michael A. Troup, declared the motion carried and the ordinance adopted. Ald. Farha left the council chambers at 8:34 p.m.

ORDINANCE

Second presentation of an Ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 81 (Traffic Schedules) Of The Municipal Code Of The City Of Quincy of 2015. (Yield sign at the intersection of Ridgecrest Dr. and Drake Drive with eastbound and westbound traffic on Ridgecrest Drive yielding to traffic on Drake Drive.)

Jeffrey Conte, Director of Public Works, gave a power point presentation to the City Council concerning Proposed Water/Sewer Rate Increase. He answered questions from the City Council.

ORDINANCE

Second presentation of an Ordinance entitled: An Ordinance Amending chapter 51 (Plumbing And Sewers) And Chapter 52 (Water) Of The Municipal Code Of The City of Quincy, 2015.) (Increased water rate.)

Fletcher, Entrup, Bauer, Hultz, Mays, Sassen, Rein, Ebbing. Reis, Reed, Uzelac, Holtschlag. 12. Nay: Ald. Bergman. 1. Absent: Farha. 1. Motion carried.

NEW BUSINESS

No new business.

The City Council adjourned at 8:38 p.m. on a motion of Ald. Holtschlag. Motion carried.
