City of Quincy City met Council met Feb. 5.
Here are the minutes provided by the council:
The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Michael A. Troup presiding. The following members were physically present: Ald. Fletcher, Entrup, Bergman, Bauer, Hultz, Mays, Farha, Sassen, Rein, Reis, Reed, Uzelac, Holtschlag. 13.
Absent: Ald. Ebbing. 1.
Ald. Entrup moved Ald. Ebbing be excused and allowed the usual compensation for this meeting. Motion carried. The minutes of the regular meeting of the City Council held January 29, 2024, were approved on a motion of Ald. Entrup. Motion carried.
Legal Counsel: Corporation Counsel Lonnie Dunn.
The City Clerk presented and read the following.

No one signed up to speak.
PETITIONS
By the following organizations requesting permission to conduct a raffle and have the bond requirement waived: Quincy Golden K Kiwanis from 2/5/24 through 4/26/24.; Quincy Humane Society from 2/21/24 through 7/31/24; and Quincy Medical Group Foundation Cancer Crush from now until April 5, 2024. The City Clerk recommends approval of the permits.
Ald. Holtschlag moved the prayer of the petitions be granted. Motion carried.
MONTHLY REPORTS
The monthly reports of the City Clerk, the City Treasurer, the City Comptroller, the Forestry Department and the Sign & Paint Division for the month of January, 2024, were ordered received and filed on a motion of Ald. Uzelac. Motion carried.
LIMOUSINE OWNER’S LICENSE
By Chief of Police Adam C. Yates stating that the necessary public hearing was held and Mr. John Frankenhoff, representing his business, Quincy Premium Transportation, 1816 Amber Ave., Quincy, IL, does satisfactorily meet the requirements of a limousine owner and he is therefore recommending approval of the license. Ald. Rein moved to concur on the recommendation. Motion carried.
MAYOR’S APPOINTMENT
By Mayor Michael A. Troup making the appointment of Alderwoman Kelly Mays to the Animal Control Commission, term expiring February 15, 2026.
Ald. Rein moved the appointments be confirmed. Motion carried.
RESOLUTION
WHEREAS, the provision of public transit service is essential to the people of Illinois; and
WHEREAS, 49 U.S.C. § 5311 (“Section 5311”), makes funds available to the State of Illinois to help offset certain operating deficits and administrative expenses of a system providing public transit service in non-urbanized areas; and
WHEREAS, the Downstate Public Transportation Act (30 ILCS 740/2-1 et seq.) (“Act”) authorizes the State of Illinois, acting by and through the Illinois Department of Transportation, to provide grants and make funds available to assist in the development and operation of public transportation systems; and
WHEREAS, grants for said funds will impose certain obligations upon the recipient, including the provision by it of the local share of funds necessary to cover costs not covered by funds provided under Section 5311 or the Act.
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING COUNCIL OF THE CITY OF QUINCY:
Section 1. That an application be made to the Division of Public and Intermodal Transportation, Department of Transportation, State of Illinois, for a financial assistance grant under Section 5311 and the Act for fiscal year 2025, for the purpose of off-setting a portion of the Public Transportation Program operating expenses and deficits of Quincy Transit Lines.
Section 2. That while participating in said operating assistance program the City of Quincy on behalf of Quincy Transit Lines will provide all required local matching funds.
Section 3. That The Mayor of the City of Quincy and/or the Director of Quincy Transit Lines is hereby authorized and directed to execute and file on behalf of the Quincy Transit Lines such application.
Section 4. That The Mayor of the City of Quincy and/or the Director of Quincy Transit Lines is authorized to furnish such additional information as may be required by the Division of Public and Intermodal Transportation and the Federal Transit Administration in connection with the aforesaid application for said grant.
Section 5. That The Mayor of the City of Quincy and/or the Director of Quincy Transit Lines is hereby authorized and directed to execute and file on behalf of the Quincy Transit Lines a Section 5311-Downstate Operating Assistance Grant Agreement (“Agreement”) with the Illinois Department of Transportation and amend such Agreement, if necessary, in order to obtain grant assistance under the provisions of Section 5311 and the Act for fiscal year 2025.
Section 6. That The Mayor of the City and/or the Director of Quincy Transit Lines is hereby authorized to provide such information and to file such documents as may be required to perform the Agreement and to receive the grant for fiscal year 2025.
Ald. Rein moved for the adoption of the resolution, seconded by Ald. Reis, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.
RESOLUTION TO AMEND BLUE CROSS-GALLAGHER AGREEMENT
WHEREAS, the City of Quincy (City) provides health insurance as one of its benefits to employees; and,
WHEREAS, payment to Gallagher for its services was to be included in payments to Blue Cross Blue Shield (BCBS), who would then pay Gallagher on the City’s behalf; and,
WHEREAS, Gallagher and BCBS have notified the City that payments will need to be divided between Gallagher and BCBS and not just one payment to BCBS; and,
WHEREAS, the total amount paid to BCBS and Gallagher does not change;
WHEREAS, there is no increase in cost to the City or the City’s employees;
WHEREAS, the payment of the fee remains unchanged, as both an employee and employer responsibility; and,
WHEREAS, the scope of services provided by Gallagher is also changed to align the services to a fully insured health plan,
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council that the Mayor is authorized to execute an amendment to the current Gallagher Agreement consistent with this Resolution.
Ald. Rein moved for the adoption of the resolution, seconded by Ald. Sassen, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.
ORDINANCE
First presentation of an Ordinance entitled: An Ordinance Granting a Special Use Permit for a Planned Development. (To obtain a liquor license as a means to operate video gaming terminals at 1002 North 24th Street and 1006 North 24th Street.)

MOTION
Ald. Uzelac moved to have the IT Department give a presentation at the City Council meeting in two weeks concerning the Tyler program. Motion carried.
The City Council adjourned at 7:09 p.m. on a motion of Ald. Holtschlag. Motion carried.
