City of Quincy City Council met Jan. 22.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Michael A. Troup presiding. The following members were physically present: Ald. Fletcher, Entrup, Bergman, Bauer, Hultz, Mays, Sassen, Rein, Reis, Reed, Uzelac, Holtschlag. 12.
Absent: Ald. Farha, Ebbing. 2.
Ald. Rein moved the absent Alderpersons be excused and allowed the usual compensation for this meeting. Motion carried.
Ald. Entrup moved to amend the January 16, 2024, minutes to show that Ald. Uzelac voted nay to go into Executive Session. Motion carried.
The minutes of the regular meeting of the City Council held January 16, 2024, were approved, as amended, on a motion of Ald. Entrup. Motion carried.

MAYOR’S APPOINTMENT
By Mayor Michael A. Troup making the appointment of Dave Rakers as an At Large Member of the Plan Commission. Ald. Uzelac moved the appointments be confirmed. Motion carried.
QUINCY CITY COUNCIL RESOLUTION TO CANCEL EAB TREATMENT CONTRACT AS AMENDED
WHEREAS, the City of Quincy is a Tree City USA Community; and
WHEREAS, in March 2023, the Quincy City Council hired Robert Kinnucan Tree Experts & Landscaping Company (Kinnucan) to treat 223 ash trees located in city right of way; and
WHEREAS, the two-year contract with Kinnucan is not to exceed $21,780; and
WHEREAS, Kinnucan treated 100 trees in May 2023 at a cost of $9,500; and
WHEREAS, Kinnucan is expected to complete the treatment contract in Spring 2024; and
WHEREAS, the Quincy Tree Commission says new research shows a 12-year treatment cycle is no longer sufficient to protect ash trees from the Emerald Ash Borer; and
WHEREAS, the Quincy Tree Commission recommends that instead of extending the treatment of the ash trees in city right of way, the city stop the treatment.
NOW THEREFORE BE IT RESOLVED that the Quincy City Council authorizes the cancellation of the contract with Kinnucan for 2024 treatment of ash trees; and
NOW THEREFORE BE IT FURTHER RESOLVED that the Quincy City Council authorizes the money saved from the cancellation of the contract be used to remove dead/dying ash trees resulting from the halting of treatment. This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 23rd day of January, 2024.

Ald. Bergman moved to amend the paragraph of the resolution stating “The Quincy Tree Commission further recommends the city use the funding saved from the treatment contract to expand the city’s fall tree planting program.” and change it to have the excess revenue put toward the removal of Ash trees that are dying, due to the fact that this treatment will lead to the process of these trees dying faster than they are now, seconded by Ald. Rein. Motion carried.
Ald. Bergman moved for the adoption of the resolution, as amended, seconded by Ald. Holtschlag, and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.
RESOLUTION ESTABLISHING A TIME AND PLACE FOR A PUBLIC HEARING TO CONSIDER THE REDEVELOPMENT PLAN AND PROJECT FOR THE SOUTH TIF REDEVELOPMENT PROJECT AREA
WHEREAS, the City of Quincy hired PGAV Planners, LLC (PGAV) in July 2023 to complete a feasibility study for the proposed South TIF District; and
WHEREAS, PGAV has completed the TIF Redevelopment Plan & Project for TIF South; and
WHEREAS, the TIF Redevelopment Plan & Project for TIF South has been filed with the City Clerk’s Office for public review; and
WHEREAS, the City of Quincy is required to hold a Public Hearing prior to the potential adoption of the proposed TIF South Redevelopment Project Area.
NOW, THEREFORE BE IT RESOLVED, that the City of Quincy hereby establishes Thursday, March 14, 2024, at 7:00 p.m. at Quincy City Hall (730 Maine Street) as the time and place for the Public Hearing to consider the adoption of the South TIF Redevelopment Project Area.
This Resolution shall be in full force and effect from and after its passage, as provided by law.

RESOLUTION
WHEREAS, the Quincy Police Department hired two recruit police officers in August of 2023; and
WHEREAS, basic law enforcement training is vital to ensure recruit police officers get the fundamental training needed to prepare them for a career in law enforcement; and
WHEREAS, the two new officers, Jayden Rice and Dylan Young, successfully completed their basic law enforcement training at the Police Training Institute in December 2023; and
WHEREAS, until recently, the cost of tuition for recruit police officers to attend the basic training academy was paid for via direct bill by the Illinois Law Enforcement Training and Standards Board; and
WHEREAS, the Illinois Law Enforcement Training and Standards Board has recently experienced a significant decrease in funding from the state of Illinois; and
WHEREAS, the Illinois Law Enforcement Training and Standards Board now requires all departments pay tuition up front for recruit police officers attending the basic law enforcement training class; and
WHEREAS, the department can then apply for reimbursement from the Illinois Law Enforcement Training and Standards Board to recoup the money used to pay for the tuition for the recruit officer to attend the basic law enforcement training academy; and
WHEREAS, departments understand that reimbursements will be subject to the Illinois Law Enforcement Training and Standards Board availability of funds; now
THEREFORE, BE IT RESOLVED, the Chief of Police recommends to the City Council that the Quincy Police Department be granted authority to pay $14,868.00 for tuition for Officers Rice and Young who attended the basic law enforcement training academy at the Police Training Institute, Champaign, IL.

RESOLUTION

RESOLUTION
WHEREAS, the Quincy Police Department needs to purchase one patrol vehicle to replace a vehicle that was a total loss as the result of a traffic accident; and
WHEREAS, the department, based on experience, analysis and feedback, has determined the Ford Police Interceptor Utility Vehicle to be the best patrol vehicle to suit its needs; and
WHEREAS, these vehicles are in high demand and difficult to locate because Ford is not producing any Police Interceptor Vehicles until fall 2024; and
WHEREAS, Carson Motors, Carthage, IL, has one 2023 Ford Police Interceptor Utility Vehicle at a cost of $44,992.03, of which $42,403.18 will be paid with the insurance settlement funds from the damaged police vehicle; and
WHEREAS, Sutton Ford, Mattison, IL, who has the state bid for PIUVs, Gem City Ford and Marrow Brothers, Greenfield, IL all report having no Ford Police Interceptor vehicles in stock; and
WHEREAS, Carson Ford, Carthage IL, has this vehicle in stock for immediate delivery;
now THEREFORE BE IT RESOLVED, the Chief of Police recommends to the Mayor and City Council that the normal bid requirements be waived and the Quincy Police Department be granted authority to purchase one 2023 Ford Police Interceptor Utility Vehicle from Carson Motors, Carthage, IL, in the amount of $44,992.03.

RESOLUTION
WHEREAS, the Department of Utilities and Engineering is responsible for the repair and maintenance of all traffic signals within the city of Quincy; and,
WHEREAS, on December 23, 2023, the traffic signal controller at the intersection of 24th and Maine Streets sustained damage as the result of a traffic accident; and,
WHEREAS, the City depleted its supply of equipment to replace the traffic signal controller at this intersection and requires the purchase of parts and equipment to replenish its supply; and,
WHEREAS, the City has received a quote from Traffic Control Corporation of Ankeny, Iowa, in the amount of $29,400.00 for the purchase of traffic signal equipment; and,
WHEREAS, the Engineering Manager has reviewed the quote and finds it to be acceptable; and,
WHEREAS, funding for this purchase is available in the 2023/2024 Traffic Signal Fund fiscal year budget; and
WHEREAS, the City is seeking reimbursement from the responsible party’s insurance company for all costs associated with the repair of the traffic signal.
NOW, THEREFORE BE IT RESOLVED, that the Engineering Manager, the Director of Public Works, and the Central Services Committee recommend to the Mayor and Quincy City Council that normal bidding requirements be waived and the quote from Traffic Control Corporation of Ankeny, Iowa, in the amount of $29,400.00 be accepted.

RESOLUTION FOR MAINTENANCE UNDER THE ILLINOIS HIGHWAY CODE
BE IT RESOLVED, by the Council of the City of Quincy Illinois that there is hereby appropriated the sum of five hundred twenty-eight thousand four hundred fifty Dollars ($528,450.00) of Motor Fuel Tax funds for the purpose of maintaining streets and highways under the applicable provisions of Illinois Highway Code from 05/01/24 to 04/30/25.
BE IT FURTHER RESOLVED, that only those operations as listed and described on the approved Estimate of Maintenance Costs, including supplemental or revised estimates approved in connection with this resolution, are eligible for maintenance with Motor Fuel Tax funds during the period as specified above.
BE IT FURTHER RESOLVED, that City of Quincy shall submit within three months after the end of the maintenance period as stated above, to Department of Transportation, on forms available from the Department, a certified statement showing expenditures and the balances remaining in the funds authorized for expenditure by the Department under the appropriation, and
BE IT FURTHER RESOLVED, that the Clerk is hereby directed to transmit four (4) certified originals of this resolution to the district office of the Department of Transportation.

RESOLUTION
WHEREAS, the Department of Central Services is responsible for the collection of garbage throughout the city of Quincy; and,
WHEREAS, garbage truck #54, 2016 Mack, needs repairs on the walking beams for continued safe use for garbage collection; and,
WHEREAS, Mack Trucks, Inc. provided an estimate of repair costs to the city of Quincy garage/fleet supervisor in the amount of $17,107.21 (including a trunnion stand and installation costs); and,
WHEREAS, funding for the purchase of these repairs is available in the 2023/2024 fiscal year budget. NOW, THEREFORE BE IT RESOLVED, that the Director of Public Works, the Director of Central Services, and the Central Services Committee recommend to the Mayor and Quincy City Council that the estimate from Mack Trucks, Inc. be accepted.

RESOLUTION
WHEREAS, the Department of Central Services is responsible for the hauling of debris and salt, and plowing snow throughout the city of Quincy; and,
WHEREAS, dump/front-line plow truck #63, 2017 International 7400 Tandem, needs the engine replaced for continued use for said hauling and plowing; and,
WHEREAS, the Central Services garage/fleet supervisor has obtained three estimates for engine replacement from two companies, Rush Enterprises and Midway Freightliner. Rush Enterprises provided an estimate of repair costs to the city of Quincy in the amount of $31,375.68 (including one trimmed, renewed engine, 2-year warranty, and labor costs); and,
WHEREAS, funding for the purchase of these repairs is available in the 2023/2024 fiscal year budget.
NOW, THEREFORE BE IT RESOLVED, that the Director of Public Works, the Director of Central Services, and the Central Services Committee recommend to the Mayor and Quincy City Council that the estimate from Rush Enterprises be accepted.

RESOLUTION
WHEREAS, the City of Quincy recently advertised for sealed, competitive bids for the relocation of the backwash line at the Water Treatment Plant; and,
WHEREAS, two (2) bids were received:
D&L Excavating
Liberty, Illinois $282,368.00
Rees Construction Company
Quincy, Illinois $240,075.00
Engineer’s Estimate $200,000.00
WHEREAS, the bids have been reviewed by the Director of Public Works and found to be acceptable; and,
WHEREAS, funding for this project is available in the 2023/2024 Water Fund fiscal year budget; and,
WHEREAS, to allow for the uninterrupted progression of these projects in the event that changes or modifications are
required, an additional 10% over the amount of the bid shall be included in the encumbrance for this project.
NOW, THEREFORE BE IT RESOLVED, that the Director of Public Works recommends to the Mayor and Quincy City Council that the low bid from Rees Construction Company of Quincy in the amount of $240,075.00 for the Backwash Line Relocation Project be accepted, and the Mayor be authorized to sign contract documents.

ORDINANCE
Adoption of an Ordinance entitled: An Ordinance Amending The District Map Which Is Made A Part Of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015. (Rezoning a 6.52-acre parcel without an address that is located immediately east of Lake Ridge Drive and immediately north of North 52nd Street from multi-family residential (R3) to neighborhood residential (NR1) to allow for the construction of cluster homes.)
Ald. Mays moved for the adoption of the ordinance, seconded by Ald. Hultz, and on a roll call each of the 12 Aldermen voted yea, with 2 absent.
The Chair, Mayor Michael A. Troup, declared the motion carried and the ordinance adopted.

MOTIONS
Ald. Entrup referred to the Legal Department to look into the code on Taxi Cabs to redraw or rewrite it as it is outdated. Motion carried.
Ald. Sassen moved to change his vote on Resolution #2 concerning the south TIP Redevelopment Project Area to nay. The City Council adjourned at 7:25 p.m. on a motion of Ald. Holtschlag. Motion carried.
