Adams County Board Legislative & Judicial Committee met Jan. 9.

Here are the minutes provided by the committee:

Meeting Convened at 5:45pm.

Members Present: Robert Reich, Theresa Bockhold, Jon McCoy, Marvin Kerkhoff Members Absent: Todd Duesterhaus

Others in Attendance: Ryan Niekamp, Anthony Foster

A motion to approve the minutes from December 12, 2023 as written by Mrs. Bockhold and seconded by Mr. McCoy. The minutes were approved unanimously as printed.

The committee reviewed the bills and they all appeared to be in order.

Mr. Niekamp provided information on Early Voting, which will take place on February 8, 2024, for the General Primary Election. Mr. Niekamp stated that his office will be open during normal business hours along with two Saturdays for early voting.

The Committee reviewed two County Code changes in Chapter Eight – Fees and Procedures for Impounding Vehicles for Specified Violations. Mr. Reich advised that this would need to be tabled until a different meeting as the Sheriff was not ready for this to be acted on. Motion to table was made by Mrs. Bockhold, seconded by Mr. Kerkhoff. The action item was tabled.

The meeting next discussed Chapter Five – Solar Farm Ordinance. Mr. Reich stated that Mr. Frankenhoff had been writing this new version that would aim to protect the county and allow the county to have some say. Mr. Frankenhoff provided a brief recap of the ordinance. Mr. Reich stated that there was no action to take, but be prepared to take action on it at February’s rounds of meetings.

Mr. Reich introduced Resolution Number 2024-01-111-005 for or Bellwether cost study of the Clerk’s Office. Motion to approve was made by Mrs. Bockhold, and seconded by Mr. McCoy. Mr. Niekamp provided details on what this resolution pertained to specifically included for his office. There had not been a cost study completed in about five to seven years, and it was time to at least evaluate where his costs are. The committee approved the resolution unanimously.

Mr. Reich introduced Resolution Number 2024-01-121-006 for the closing of certain services in the County Clerk’s Office. Mrs. Bockhold motion to approve, seconded by Mr. McCoy. Mr. Reich stated that this is standard and we have been doing this for quite some time. The motion to approve was passed unanimously.

Mr. Reich introduced Resolution Number 2024-01-121-008 for the Adoption of Polling Place Agreements. Motion to approve was made by Mrs. Bockhold, seconded by Mr. Kerkhoff. The committee approved the resolution through unanimous acceptance.

There be no other business, the committee recessed until February 13, 2024 at 6:15pm.
