City of Quincy City Council met Feb. 20.

PUBLIC COMMENT

PETITIONS

By St. Francis Solanus Church requesting permission to conduct a raffle and have the bond requirement waived from April 12, 2024, through June 8, 2024. The City Clerk recommends approval of the permit.

By the VFW Post 5129/Rotary requesting permission to have a “Poppies” drive at various locations on March 2nd, 3rd and May 25th.

Ward 7 Special Event Application from Scott Moore of the Early Childhood and Family Center, 401 South 8th Street, requesting permission to hold its annual student parade in recognition of the “Week of the Young Child” at 10:00 a.m. and 1:15 p.m. on Monday, April 8, 2024. He requests the closure of 8th Street, Kentucky to State Streets; 9th Street, Kentucky to State Streets; Kentucky Street, 8th to 9th Streets and State Street, 8th to 9th Streets for approximately twenty-five (25) minutes for each parade and the City provide barricades and assist with closing the intersections. The applicant has submitted all required documentation and approval is recommended by the Department of Utilities & Engineering.

REPORTS OF THE TRAFFIC COMMISSION

Wards 4, 7 Presenting the request for the implementation of a “4-way” stop at the intersection of 20th and Ohio Streets.

Ward 1 Recommending the referral to install a streetlight on an existing power pole on North 17th Street approximately one-hundred fifty (150) feet north of Wells Avenue be granted, and that Ameren Illinois be notified of the lighting request.

Ward 3 Recommending a “Yield” signs be placed at the intersection of Ridgecrest Drive and Drake Drive, with eastbound and westbound traffic on Ridgecrest Drive yielding to traffic on Drake Drive.

RESOLUTIONS

Resolution authorizing the sale of non-essential properties located at 824 Cherry for $1,500, 535 Lind for $1,000 and 326 Lind for $250 and 328 Lind for $250 to Todd Eyler.

Director of Public Works recommending approval of the low bid from Thatcher Company, Inc. of Salt Lake City, UT for one (1) truckload, approximately twenty-five (25) tons, of anhydrous ammonium sulfate at the cost of $1,060.00 per ton.

ORDINANCES

Adoption of an Ordinance entitled:

Ward 3 An Ordinance Granting a Special Use Permit for a Planned Development. (To obtain a liquor license as a means to operate video gaming terminals at 1002 North 24th Street and 1006 North 24th Street.)

Second presentation of an Ordinance entitled:

An Ordinance Amending The 2023-2024 Fiscal Year Budget. (Uses unallocated garbage fund revenues of $93,000 to increase the garbage fund for landfill fees and salaries.)
