Call to Order

The Regular Business meeting of the Board of Education of Community Consolidated School District 181, DuPage and Cook Counties, Illinois, was called to order by Board President Michael Martin at 6:00 pm on December 18, 2023, at Hinsdale Middle School, 100 S. Garfield Ave., Hinsdale, IL.

Roll Call

Jean Duggan, Recording Secretary, took roll call. Board members present were William Cotter, Grace Shin, Asim Aleem, Margaret Kleber, Michael Martin, and Meg Cooper. Absent: Sinead Duffy. Also present is Dr. Hector Garcia, Superintendent.

Pledge of Allegiance

Michael Martin led the Pledge of Allegiance.

Board of Education Celebrations

Mr. Tom Norton and Mr. Mark Wanless from the Hinsdale Rotary Club presented a generous check to Ms. Bridget DeMartino, President of the D181 Foundation. The Board of Education accepted and thanked the Rotarians and the D181 Foundation for supporting the students and teachers in District 181.

The Board of Education congratulated Prospect School for implementing the powerful Professional Learning Communities (PLC) framework. Prospect School was officially recognized as a Model PLC at Work School.

Executive Session

Michael Martin made a motion to adjourn into Executive Session at 6:06 p.m. to discuss personnel, safety, and negotiations. Meg Cooper seconded the motion. Michael Martin opened the public hearing on the 2023 Tax Levy at 7:00 p.m.

Ms. Bradford provided the following information:

In accordance with Public Act SB1975, the following information needs to be stated at the public hearing the amount of cash in each fund as of November 30, 2023:

● Fund 10: $34,998,299 (including the health plan account of $664,122)

● Fund 20: $3,896,784

● Fund 30: $9,269,148

Dr. Gina Herrmann, Assistant Superintendent of Human Resources, presented the 2024-2025 amended draft calendar and the 2025-2026 proposed draft calendar for approval. The highlights are as follows:

Tax Levy Adoption

Ms. Mindy Bradford, Assistant Superintendent of Business and Operations, presented the 2023 Ta Levy for approval. No public comments were made during the public hearing on the 2023 tax levy.

Ms. Bradford shared that the District is able to project the limiting rate and the extension limit based on the following factors:

● 2022 extension w/out Debt Service = $72,186,266

● The district will request and is entitled to receive a 5.0% (CPI) increase over the 2022 extension (per PTELL)

● EAV is projected to increase by 4.93%

● Estimated EAV = $3,074,060,962

● Estimated New Construction = $24,860,151

● Estimated Limiting Rate = 2.47%

● Estimated Total Tax Rate = 2.57%

● Projected Extension Limit (without debt service) = $76,408,544

She said the numbers are based on Preliminary Estimated Equalized Assessed Values (EAV). The county does not have all exemptions and appeals determined by the time taxing bodies’ levies are filed on the last Tuesday in December (December 26th). Therefore, she said it is good practice to ask for more than your extension limit. This practice allows the school district to capture the amount they should receive. However, being a PTELL (tax-capped) district, the district will only receive the extension limit. The district will also have time to make decrease Levy adjustments or Abatement amounts in February after projected numbers are given before the extension is signed off in March.

Ms. Bradford shared that the total amount requested in the 2023 Levy for Operating Funds is $76,723,704.

Asim Aleem made a motion to approve the 2023 Tax Levy as presented. Margaret Kleber seconded the motion. On roll call, the following members voted “Aye:” Grace Shin, Michael Martin, Asim Aleem, William Cotter, Margaret Kleber, and Margaret Cooper. ”Nay:” None. Absent: Sinead Duffy. The motion carried.

Resolution of CCSD 181 Providing for Tax Levy for Year 2023

Ms. Bradford said that the total requested 2023 Levy for Operating Funds will be $76,723,704. She asked the Board to approve the 2023 Resolution to Levy for Certain Purposes.

Asim Aleem made a motion to approve the Resolution of CCSD 181 Providing for Tax Levy for the Year 2023 as presented. Meg Cooper seconded the motion. On roll call, the following members voted “Aye:” Grace Shin, Michael Martin, Asim Aleem, William Cotter, Margaret Kleber, and Margaret Cooper. ”Nay:” None. Absent: Sinead Duffy. The motion carried.

Kindergarten Construction - Resolution Expressing Official Intent Regarding Certain Capital Expenditures to be Reimbursed from Proceeds of an Obligation to be Issued by the District Ms. Bradford shared that the District is anticipating the issuance of Debt Certificates to fund the Full-Day Kindergarten construction project. The current timeline projects that the Debt Certificates will be issued in June 2024, with proceeds being received in July 2024. The timing is designed to maximize the spend-down time required to allow the district to retain arbitrage profits (details of which were discussed at the November 7th Finance Committee meeting).

The District currently anticipates incurring both soft and hard costs for this project. Soft costs include architecture/engineering fees, planning permits, legal fees, project administration costs, etc. These costs may be incurred at any time and may be reimbursed from future obligation proceeds with no additional action required. Hard costs refer to direct construction-related costs, including material and labor costs.

Ms. Bradford said that spending on hard costs requires the Board of Education to adopt a formal resolution to express the intent for these capital expenditures to be reimbursed from proceeds of an obligation to be issued in the future. The resolution can be applied to expenditures that have been paid within the 60 days prior to the resolution as well as those that will be paid after the passage of the resolution but before the obligation proceeds are received.

The District reasonably expects to reimburse Full-Day Kindergarten-related expenditures with proceeds of a future obligation. The maximum principal amount of the obligation expected to be issued to reimburse the expenditures is $26,438,000.

Informational Items

Full-day Kindergarten Bid Update

Mike Duggan, Director of Facilities, presented the full-day kindergarten bid update. He shared that full-day kindergarten will begin in August 2025. The tentative timeline is as follows:

● TBD: Bid documents are finalized and sent out to potential contractors.

● January 18: Bids are opened and reviewed.

● February 6 and 12: Recommendations for winning bids are presented to the Finance and Facilities Committee and the Board of Education.

Mr. Duggan shared that after the bid opening, the District Architect will make recommendations to the Finance and Facilities Committee and the Board of Education for the award of all full-day kindergarten construction contracts.

He also shared that a recommendation will also be made with respect to the hiring of an Owner’s representative to represent the district in the full-day kindergarten project.

Summer Project Bid Update

Annual Comprehensive Financial Report (ACFR)

Ms. Catie Norton, Director of Finance, presented the Annual Comprehensive Financial Report (ACFR). The Annual Comprehensive Financial Report (ACFR) is a detailed report of the district’s governmental funds and provides historical details related to property taxes, demographics, and the District’s post-employment liability, in order to provide additional transparency to the community.

This is the 20th year that the District has completed the ACFR. Below are some financial highlights from the ACFR:

● Unmodified opinion.

● Revenues exceed expenditures overall by $4.9 million in the governmental funds

● Long-term debt decreased by $24.3 million between 2022 and 2023.

● Total capital assets increased by $2.6 million between 2022 and 2023.

● The end-of-year net position was $23.2 million.

● Total revenues for 2023 were $98.7 million. Program-specific revenues in the form of charges for services, grants, and contributions accounted for $19.4 million or 19.6% of total revenues.

● General revenues accounted for $79.3 million or 80.4% of total revenue. General revenues consisted of tax revenues of $73.7 million, other local revenues of $3.1 million, and state aid not restricted to specific purposes of $2.5 million.

● The District had $85.5 million in expenses related to governmental activities of which $19.4 million were offset by program-specific charges, grants, and contributions.

Annual Financial Report

Ms. Norton shared that The Annual Financial Report (AFR) was completed and submitted to the state and DuPage ROE prior to the extended December 15th deadline. She said the AFR is a Microsoft Excel workbook that details the District’s financial information from the audited fiscal year. A school audit is not just a compliance exercise but a

valuable tool for ensuring effective resource utilization, improving educational outcomes, and strengthening stakeholder trust.

The District finances remain strong. The highlights of the audit are as follows:

● Unmodified Opinion: This is the highest possible rating, confirming that the financial statements are accurate and reliable.

● Revenues exceed expenditures by $4.9 million, demonstrating responsible fiscal management.

● Long-term debt decreased by $24.3 million

● Total capital assets grew by $2.6 million, reflecting continued investment in the schools.

● Strong net position: $23.2 million.

Investment Update

Ms. Bradford provided an Investment Update. She noted that the District partners with PFM Asset Management. They manage the district investments. They reported on the current market themes: The U. S. Economy

○ Stronger than expected growth, supported by a resilient consumer

○ Inflation that remains above the Federal Reserve’s target range

○ Personal savings and consumer debt have returned to pre-pandemic levels

○ GDP remains robust

○ Wages have caught up to inflation in large part

○ The Fed’s projections for growth and employment are more upbeat

Fed pauses again in rate hike campaign

○ The Fed held rates steady at the September FOMC meeting

○ The Fed’s most recent “dot pilot” indicated one more rate hike for 2023 and set the stage for interest rates to remain “higher for longer”

○ Interest rates reached their highest level since 2006-7

Treasury yields across the curve rose during Quarter 3. Sticky inflation, a “higher for longer” market consensus, increased Treasury borrowing, and reduced Treasury holdings by China and Japan weighed especially on the long end of the curve.

Long Term Portfolio

○ Total Market Value as of September 30, 2023 = $10,006,840

○ Duration = 1.73 years

○ Yield at Cost = 3.47%

○ Yield at Market = 5.24%

○ The district’s long-term portfolio has outperformed the related benchmark by 39 basis points since inception (March 31, 2022)

Short Term Portfolio

○ Total Market Value as of September 30, 2023 = $52,455,137

○ Duration = 0.15 years

○ Yield at Cost = 5.29%

○ Yield at Market = 5.35%

○ The district’s short-term portfolio has outperformed the related benchmark by 22 basis points since inception (December 31, 2021)

Due to the fact that the yield curve is still inverted (meaning that shorter-term investments are paying higher returns than longer-term investments, which is not the normal experience), the portfolio continues to be more heavily weighted to short-term investments with an eye toward moving additional funds to longer-term investments as the yield curve is expected to return to more normal levels.

IAR and ISA Results

Kristin Reingruber, Director of Assessment, Instruction, and Evaluation, presented the 2023 Illinois Assessment of Readiness and Illinois Science Assessment results. She noted that this was a follow-up to the release of the 2023 Illinois Report Card, explicitly highlighting how D181 students achieved and grew on the 2023 administrations of Illinois’ state assessment in reading, math, and science.

By the end of October, the Illinois State Board of Education released the Illinois Report Card, which provides information related to how the state is progressing toward goals in the areas of academics, environment, finance, students, staff, and implementation of Every Student Succeeds Act (ESSA). She said the Illinois Report Card is web-based, intuitive, and allows users to view performance comparisons between schools and districts, review trend data, and break data into subcategories. An overview of the report card and associated summative designations was presented in November.

Ms. Reingruber said this presentation focused on the academic achievement and growth of D181 students on state assessments, specifically the Illinois Assessment of Readiness (IAR) and Illinois Science Assessment (ISA).

She said the District continues to see overall growth and is significantly above the state’s performance in ELA. Math's overall performance is significantly above the state average. Over half of the students exceed expectations in science. She also noted that the District is currently working on a science pilot, and it will be exciting to see what happens when a resource is chosen.

Ms. Reingruber said that Illinois uses student growth percentiles (SGP) to calculate growth. Proficiency shows whether or not students have mastered a common, high standard, whereas growth recognizes progress toward and beyond the standard, no matter where each student started. A school’s mean SGP is the average of its individual students’ SGPs, accounting for 50% of the overall summative designation.

K-8 Social Studies Pilot Update

Ms. Reingruber explained the District’s curriculum renewal cycle. The district target for a curriculum renewal cycle is five years. The last social studies resource pilot and purchase was for the 2018-19 school year. COVID 19 impacted the curriculum cycle by delaying it one year. She said the Social Studies Subject Area Committee will research resources and plan during the 2023-24 school year for a 2024-25 pilot.
