City of Quincy Central Services Committee met Oct. 16.

Here are the minutes provided by the committee:

Minutes of Central Services Committee Meeting held on Monday, October 16th , 2023, in the Engineering Conference Room at City Hall at 6:15pm.

The Meeting was called to order by Alderperson Sassen at 6:20pm.

Members present: Alderperson Tony Sassen, Alderperson Jack Holtschlag, Alderperson Kelly Mays, Alderperson Eric Entrup, and Kevin McClean (representing Central Services)

Guests present: Mayor Michael Troup, Steve Bange, Jeffrey Conte, Alderperson Glen Ebbing, Alderperson Dave Bauer, Alderperson Jeff Bergman, Bruce Alford, Jason Parrott, and Chuck Bevelheimer.

• The minutes from the last meeting were discussed

• It was moved by Alderperson Mays and seconded by Alderperson Holtschlag that the minutes from the last meeting be approved.

• The motion carried

Public Comment

• There were no public comments.

Old Business

Central Services

• The Riverfront Electrical project was discussed.

• It was moved by Alderperson Mays and seconded by Alderperson Holtschlag to table the issue for 1 month awaiting consideration of the County Board and Park District Board.

• The motion carried

New Business

Central Services

• No new Business

Engineering

• Steve Bange presented bids for the Bayview Bridge light replacement.

• It was moved by Alderperson Mays and seconded by Alderperson Entrup to reject all bids due to the bids being well over the engineers estimate.

• The motion carried.

• Steve Bange presented bids for the 2023 MFT asphalt resurfacing project.

• It was moved by Alderperson Entrup and seconded by Alderperson Holtschlag to accept the sole bid by Diamond Construction and send to council with committee approval.

• The motion carried.

• Steve Bange presented bids for the 2023 alley and capital improvements project.

• It was moved by Alderperson Mays and seconded by Alderperson Holtschlag to accept the sole bid by Diamond Construction and send to council with committee approval.

• The motion carried.

• Steve Bange presented bids for the purchase of light duty trucks for the engineering department.

• It was moved by Alderperson Entrup and seconded by Alderperson Mays to accept the low bid by Gem City Ford for the purchase of (2) 2024 Ford Mavrick pickups and send to council with committee approval.

• The motion carried.

• Steve Bange presented bids for the municipal landfill #4 gas header improvement.

• It was moved by Alderperson Entrup and seconded by Alderperson Mays to reject the sole bid due to it being over the engineers estimate.

• The motion carried.

• Steve Bange presented the north 18th street bridge improvement engineer reviews.

• It was moved by Alderperson Entrup and seconded by Alderperson Holtschlag to hire Klingner Engineering to provide design services for the rehabilitation/maintenance of the bridge.

• The motion carried.

Planning and Development

• Jason Parrott presented bids for the 2023 fall tree planting program.

• It was moved by Alderperson Entrup and seconded by Alderperson Holtschlag to purchase 37 trees from Leffers Landscaping and send to council with committee approval 

• The motion carried.

• With no other business to be presented, it was moved by Alderperson Mays and seconded by Alderperson Holtschlag that the meeting be adjourned at 6:47pm.

• The motion carried.
