John Wood Community College Executive Committee met Nov. 8.

Here are the minutes provided by the committee:

The Executive Committee met on November 8, 2023, at 1:00 p.m. in room C252 Student Administrative Center, president’s area. Mr. Bob Rhea absent, Mr. Andy Sprague, Ms. Paula Hawley, trustees; Dr. Bryan Renfro, president, and Ms. Leah Benz, executive assistant, note taker in attendance.

November Board of Trustees Agenda items reviewed:

Consent Agenda

Regular Board minutes, bills, travel expenditures, financials, and curriculum item

Grant

Highlighted were the four grants being presented:

o Application to apply for the FY24 Adult Ed Bridge & Integrated Career & Academic Preparation System Requested Amount: $207,484

o Acceptance of $5,000 in funding from Illinois Green Economy Network for FY24 membership project

o Acceptance of $82,439 in funding from Illinois Green Economy Network for parking lot lightening upgrade

o Application to apply for the FY2025 United Way of Adams County Funding for RSVP

o Application to apply for AmericCorps Senior Corporation for National & Community Service

Personnel

o Evaluation of the President - The evaluation of the president is completed and compiled. Trustees will follow-up on next steps in this process.

Closed Session Minutes and Destruction of Recordings

o The Board will review closed session minutes and authorize the destruction of closed recordings at the November meeting.

Business Agenda

Business items on the November agenda were reviewed:

o Request the audit report and file as presented – The firm of WIPFLi, LLP has completed its audit of the financial records of John Wood Community College for fiscal year 2023. A presentation will be done at the November meeting.

o Resolution and Certificate regarding the Truth in Taxation Law (Hearing not Required) - John Wood Community College does not intend to increase the tax levy more than 105% of last year’s levy, so a hearing is not required as part of the Truth in Taxation Act requirement.

o Approval of the regular meeting dates of the John Wood Community College Board of Trustees 2024 – The proposed dates for 2024 Board of Trustees meetings was presented.

o Resolution and Certificate to levy a tax for Protection, Health, and Safety projects totaling $125,000 – These projects have been certified by a licensed professional Architecture and Engineering firm and if approved would be completed in FY2025. The projects to be funded through the PHS levy include the following: Agricultural Education Center Heat Pump Replacement, Main Campus Vestibule Stairs and Handrail Replacement

o Enter into a one-year lease agreement with Two Rivers Regional Council of Public Officials for space at the Mt. Sterling Education Center. Two Rivers Regional Council of Public Officers (TRRCOPO) has requested a lease agreement at the Mt. Sterling Education Center.

o Acceptance of a bid in the amount of $27,989.28 to Advanced Technologies Consultants vendor to provide piping trainer for the industrial maintenance program.

o Acceptance of a bid in the amount of $11,509.68 to Advanced Technologies Consultants vendor to provide pneumatics trainer for the industrial maintenance program.

o Acceptance of a bid in the amount of $21,580.64 to Advanced Technologies Consultants vendor to provide single pump systematic trainer for the industrial maintenance program.

o Acceptance of a bid in the amount of $37,128.39 to Advanced Technologies Consultants vendor to provide hydraulics trainer for the industrial maintenance program.

o Acceptance of a bid in the amount of $3,803.94 and award Watts Copy System a 60-month lease to provide copier service.

Discussion items

Professional Development Event – The survey results from the staff in-service professional development event were shared with the Executive Committee. Positive feedback was given.

President’s List/Dean’s List – The College currently has a dean’s list. Dr. Renfro proposed start a president’s List. To be named to the president’s List, a full-time student must earn a grade point average of 4.0 (straight A’s).

50th Anniversary - Martha Rapp with assistance from Jim Rapp completed the 50th anniversary book and asked for review of the document. Both Tracy Orne and Dr. Renfro made notes. The next phase is to insert photos. John Gebhardt and Tracy Orne are working on this project.

WDC Update - The committee heard minor items are still in need of completion at the WDC. With items still be checked off and waiting on furniture arrival, Administration decided to schedule an Open House/Ribbon cutting ceremony in February. This month is also recognized as Career Technical Education achievements and accomplishments acknowledgements.

Hospitality Management – Administration is exploring to offer hospitality management. A meeting with interested parties has been scheduled. A possible instructor and curriculum have been identified.

TIF District – A meeting was held with Dr. Renfro, Mayor Troup, Chuck Bevelheimer, Dr. Renfro, and Mr. Rhea on a proposed TIF South district. The proposed boundaries are North-Jersey Street, East-South 11th Street, South – Ohio Street, and West – South 6th Street. The lifespan of a TIF District is 23 years with an opportunity for two additional 12-year extensions.

Aspen – The College was notified we are eligible to apply for the 2025 Aspen Prize for Community College Excellence. We are one of 150 community colleges nationally that has been invited to apply for the 2025 Aspen Prize. This $1 million Aspen Prize for Community College Excellence is awarded every two years.

Christmas Events - The committee was informed of the holiday events for December. The all-College Christmas event is scheduled for December 7, time and location to be announced; The Foundation Board Christmas event is at Revelry beginning at 5:30 p.m. on December 11 and the Board Christmas event is at Tiramisu beginning at 7:00 p.m. on December 11.

University Transfer Center - A location has been identified in the library to design as a University Transfer Center. This will be a more uniform location for students to explore options to transfer. A schedule of institutions who will be on campus is being developed. A ribbon cutting and press announcement will be made upon completion of the center.
