Adams County Board Legislative & Judicial Committee met Sept. 12.

Here are the minutes provided by the committee:

PRESENT: Bob Reich, Theresa Bockhold, Marvin Kerkhoff, Todd Duesterhaus, Jon McCoy

OTHER: Ryan Niekamp, Gary Farha, Lori Geschwandner, Todd Nelson

5:45 pm meeting was convened.

Bills

Bills were reviewed by all present committee members, and they appeared to be in order.

Review of Prior Meeting’s Minutes

a. Approval of Prior Meeting Minutes- August 15th, 2023

Motion to approve made by Jon McCoy and seconded by Todd Duesterhaus. Motion passed unanimously.

New Business

The committee reviewed the following appointments:

a. Reappointment of Gary L. Hillebrenner to the South Quincy Drainage and Levee District for a term of (3) years commencing on the first Tuesday of September 2026. A motion to move to the full board was made by Mrs. Bockhold and seconded by Mr. Kerkhoff. The appointment was approved by committee.

b. Appointment of Curtis L. Shaffer of the Indian Grave Drainage District for a (3) year term commencing on the First Tuesday of September 2023.

A motion to move to the full board was made by Mr. Duesterhaus and seconded by Mr. Mccoy. The appointment was approved by the committee.

The committee reviewed the following event liquor license:

a. One-Day Liquor Permit for the Coatsburg Lions Club Honey Creek Deer Classic on October 21, 2023 from 12PM to 12AM at Paloma Park, Paloma, IL.

A motion to approve and move to the full board was made by Mrs. Bockhold and seconded by Mr. Duesterhaus The committee approved to move the license to the full board.

The committee reviewed the following firework permit:

a. Pyrotechnic Display for Knapheide Manufacturing Company located at 1848 Westphalia Strasse, Quincy, IL 62305 for September 23rd, 2023 at 7:45 PM with no alternative date.

A motion to approve and move to the full board was made by Mr. McCoy and seconded by Mr. Kerkhoff. The committee approved to move the permit to the full board.

The committee reviewed 2024 Holiday Schedule and the 2023-2024 County Board Schedule. Mr. Niekamp explained this is the draft and there are two holidays that court side differs from the rest of the courthouse. Mr. Reich stated he doesn’t see anything that stands out at this time and encouraged the committee to notify the clerk if they find something. Mr. Reich stated they would bring it to the full board next month.

Mr. Niekamp informed the committee of the work being done for a new HVAC in the County Clerk’s Office being paid for by a grant. He also informed them of a voting accessibility grant that can be used because the County Clerk’s Office is a polling place. He explained they are doing handicap doors, new sidewalks, new stair railings, a heroes reserved parking spot and additional handicap parking.

Executive Session

There was no executive session.

The meeting was adjourned at 6:07pm.
