Meeting Convened

The Board of Education of School District No. 172, Adams County, Illinois, met in regular session on August 23, 2023, at 6:00 p.m. in the Board of Education Office, Room 214, 1416 Maine Street, Quincy, Illinois, in said school district.

Roll Call

The meeting was called to order by President Arns, who directed the secretary to call the roll. On the call of the roll, the following members were present and answered to their names: Members Arns, Brock, Petty, Sethaler, and Whitfield; and the following members were absent: Member Ali and Member McNay. Whereupon the President declared a quorum was present.

Moment of Silence

President Arns declared a moment of silence and reflection for the Nutt family’s loss and in memory of Carol Halsey, former fringe benefits coordinator for Quincy Public Schools.

Pledge of Allegiance

The Pledge of Allegiance was led by President Arns.

Arrival of Member Ali

Member Ali arrived at 6:01 p.m., which was duly noted by the Board Secretary. Open Public Hearing

President Arns opened the public hearing on the 2023-2024 West Central Region Joint Agreement Budget, 2023-2024 QAVTC Budget, and the 2023-2024 Special Education Association Budget. There were no comments at the time, but the hearing remained open for comments until closed later in the meeting.

Questions and Comments

President Arns opened the meeting to questions and comments to members of the Board, by members of the public. There were none.

Consent Agenda

It was moved by Member Whitfield and seconded by Member Arns to approve the following items on the Consent Agenda:

Reports of the Superintendent

Super’s 8.

1. QAVTC has expanded its EMT course in conjunction with the Adams County Ambulance and Emergency Management Agency to a 2-semester course, doubling the number of students participating.

2. Teachers and Staff were treated to a performance by Justin Tutt, a motivational speaker and performer, to start off the year with renewed energy and commitment.

3. Quincy High School Transition 12+ Students have resumed their Blue Devil Coffee program. Students learn to run a coffee business by selling cups o’ joe to QHS staff.

4. The teachers and staff at the Early Childhood and Family Center have achieved the Gold Circle of Quality from ExceleRate Illinois, the state’s quality recognition and improvement system.

5. Brenda Fleer and the team at QJHS have gotten positive feedback after implementing a stow your-device policy. Students must keep cellphones in their lockers throughout the day to limit distractions in classrooms.

6. The first week of school went very smoothly. There were no major challenges that we would anticipate, especially when transporting. Congratulations to Scott Douglas, Director of Transportation and his team on a smooth start. A shout out to our bus drivers for making personal phone calls to families prior to the first day.

7. The Back-to-School Health Fair at Iles Elementary went very well. Brandy Kirby, Rev. Jones & First Baptist Church once again organized a smooth operation where students could get physicals, immunizations, dental checks, backpacks, clothes and supplies to get them ready for the first day of school.

8. The Quincy Neighborhood Federation hosted an outdoor back to school fair where families could stop by a festive atmosphere for a burger and snacks while stocking up on back-to school essentials including shoes, winter coats and supplies.

Building Committee

The Building Committee did not meet in August.

District Improvement Committee

The District Improvement Committee did not meet in August.

Finance Committee

The Finance Committee reviewed the tentative budget for 2023-2024. Chief of Business Operations, Ryan Whicker explained that the district was 8% through the fiscal year, and that the Education Fund expenditures to date were 6.08% of the tentative budgeted amount thru July 2023. He noted that the Transportation Fund expenditures were at 20.63% of the tentative budgeted amount, due to the annual bus lease payments being paid in July 2023. He also noted that the Tort Fund expenditures were at 47.61% of the budgeted amount, due to the annual premiums for the General Liability Insurance and Workman’s Compensation Insurance being paid in July 2023. Mr. Whicker explained that the tentative budget was prepared with a conservative approach regarding revenues and expenditures. He noted that the budget would be fluid over the next month, as some estimates are still being finalized. He said the assumptions for the tentative budget include that the district receives an additional $900k in Local Property Taxes, an additional $125k in EBF, Corporate Property Replacement Tax increase of $716k, and that the district receives the equivalent of a full year’s worth of state mandated categorical payments. The $2.4M increase in Federal funding is due to the ESSER II/III grants. The budget also incorporates a 4% increase in salaries and 20% in health insurance benefits. Overall, the 2023-24 Tentative District Budget is a $111.3M balanced budget.

Discipline Committee

The Discipline Committee did not meet in August.

Consider/Approve Short-Term Substitute Training Agreement with ROE
