Adams County Board Finance Committee met Aug. 14.

Here are the minutes provided by the committee:

1) Roll Call:

a. Committee Chair Mr. Brett Austin (D1) called the meeting to order at 6 PM, Quorum established.

b. Present: Chair Mr. Brett Austin, Mr. Marvin Kerkhoff, Mr. Keith Calloway, Mr. Brad Poulter, Mr. Tim Finlay, Mr. Travis Cooley. Others: Mr. Ryan Niekamp (County Clerk), Mr. Anthony Foster (PROB), SA Gary Farha, Mr. Todd Eyler (2SA), Mr. Dave Bellis, Mr. Paul Havermale, Mrs. Barabara Fletcher, Various VSO Representatives, Mr. Bryden Cory (ACT), Mr. John Simon (AC EMS)

2) Review of County Bills: Complete.

3) Previous Meeting Minutes: Motion to approve 10 July 2023 minutes made by Mr. Travis Cooley and seconded by Mr. Tim Finlay. 10 July 2023 Minutes unanimously approved.

4) Speaker: Veterans Assistance Commission Reports: None

5) Resolutions:

a. Resolution Number 2023-08-111-021 – Renewal of Devnet Software Agreement. 5 Year Contract, to include Devnet Wedge, cost is approximately $50,000 per year. Motion made to send to County Board made by Mr. Keith Calloway and seconded by Mr. Poulter. Motion unanimously approved.

b. Tax Sale Resolution Number 07-23-001 – for Permanent Parcel Number (PIN) 20- 0331 – Located in the Melrose Township

c. Tax Sale Resolution Number 08-23-001 – for Permanent Parcel Number (PIN) 22- 0247 – Located in the Riverside Township

d. Tax Sale Resolution Number 08-23-002 – for Permanent Parcel Number (PIN) 23- 0833 – Located in the Quincy Township

e. Tax Sale Resolution Number 08-23-003 – for Permanent Parcel Number (PIN) 23-5- 0730-000-00 – Located in the Quincy Township

l. Tax Sale Resolution Number 08-23-010 – for Permanent Parcel Number (PIN) 23-2570 – Located in the Quincy Township. Motion made by Mr. Travis Cooley and seconded by Mr. Brad Poulter

6) Finance:

a. Additional Fund Appropriations

i. Additional Fund Appropriation from John Simon – EMA/EMS Director – in the Amount of $30,440 – Expense Account Number 621-621-5827 – Durable Equipment – for a Revised Budget Amount of $64,440 and $30,340 – Revenue Account Number 621-621-4290 – Grants – for a Revised Budget Amount of $30,440. Motion to approve made by Mr. Tim Finlay and seconded by Mr. Keith Callaway. Motion unanimously approved.

ii. Additional Fund Appropriation from John Simon – EMA/EMS Director – in the Amount 44,675 – Expense Account Number 212-211-5645 – Flood Material and Supplies – for a Revised Budget Amount of $44,675. Used for acquisition of Sandbagging Machine for County. Motion made to approve made by Mr. Tim Finlay and seconded by Mr. Brad Poulter.

iii. Additional Fund Appropriation from Anthony Grootens – Sheriff – in the Amount of $25,040 – Expense Account Number 002-001-5830 – Capital Project – Jail – for a Revised Budget Amount of $25,040. Plexiglass, maintenance issue, should have been part of jail construction project. Amount also includes funds for dedication plaque. Motion made to approve made by Mr. Tim Finlay and seconded by Mr. Keith Callaway

iv. Additional Fund Appropriation from Anthony Grootens – Sheriff – in the Amount of $480 – Expense Account Number 231-231-5715 – K9 Grant Expense – for a Revised Budget Amount of $480 Motion to approve made by Mr. Brsad Poulter and seconded by Mr. Tim Finlay

b. Transfer of Budget Appropriations

i. Transfer of Fund Appropriation from Anthony Foster – Court Services Director – in the Amount of $19,305 from Account Line Number 001-321-5105 – Salary Detention Officers – for a Revised Budget Amount of $1,031,452 and $19,305 to Account Line Number 001-321-5506 – Maintenance JDC Building – for a Revised Budget Amount of $49,305 and $20,000 from Account Line Number 001- 321-5155 – Salary Part Time Staff – for a Revised Budget Amount of $45,000 and $20,000 to Account Line Number 001-321-5150 – Salary Overtime – for a Revised Budget Amount of $70,000 and $15,000 from Account Line Number 001- 321-5110 – Salary Full Time Staff – for a Revised Budget Amount of $104,767 and $15,000 to Account Line Number 001-321-5150 – Salary Overtime – for a Revised Budget Amount of $85,000 Motion to approve made by Mr. Travis Cooley and seconded by Mr. Keith Callaway . Motion unanimously approved.

ii. Transfer of Fund Appropriation from Anthony Grootens – Sheriff – in the Amount of $63,201 from Account Number 001-001-5999 – Contingency – for a Revised Budget Amount of $88,299 and $63,201 to Account Number 001-103- 5875 – Capital Expenses – for a Revised Budget Amount of $168,201. Board Room Updates. Keith/Brad

6) Budget/Levy:

I. FY23-24 Budget Discussion. Clear Gov August 18th 30 Days, 95% Complete, (18 SEP-SEP 15) (SEP15-01 OCT) Resend-Finance Memorandum with proposed Letter and list out b, 15th Deadline, realistic budget numbers….Sept 11th, EMS.

7) Old Business:

i. None

8) New Business:

a. Veterans’ Assistance Commission. Mr. Paul Havermale invited Committee to review VAC Packet and provided overview of program and statutory requirements. Discussion included statute requirements and potential way ahead for funding and implementation.

b. Sherriff’s E-Citation Discussion will be taken up in Public Health and Safety Committee. Needs to change account classification.

c. CIRMA – Risk Management Renewal. Packet due Friday 18 August. Adams County EMS input still required. Environmental Policy quote to be received, CIRMA best practices, BOD minutes, Specific Policy, Environmental Policy, Due outs for Fuller
