Adams County Board Legislative & Judicial Committee met July 11.

Here are the minutes provided by the committee:

PRESENT: Bob Reich, Theresa Bockhold, Marvin Kerkhoff, Todd Duesterhaus, Jon McCoy

OTHER: Ryan Niekamp, Gary Farha, Lori Geschwandner, Anthony Foster

5:30 pm meeting was convened.

Bills

Bills were reviewed by all present committee members, and they appeared to be in order.

Review of Prior Meeting’s Minutes

Approval of Prior Meeting Minutes

Motion to approve made by Marvin Kerkhoff and seconded by Jon McCoy. Motion passed.

New Business

The Committee heard from the owners of the Liquid Pony which is a mobile liquor booth inside the County of Adams. The owners are wanting to pursue their business at the retail level. The committee asked questions. The current County Code does not allow for mobile retail liquor permits. Dr. Reich stated that the best the committee/ County could do at this moment was to issue a temporary liquor permit. A motion was made by Dr. Reich, seconded by Mr. McCoy to approve, and grant a special permit for the Liquid Pony and to move to the full Board. The motion was approved unanimously.

The Committee discussed needed changes to the visitor policy within the Adams County Code Book. The ordinance should be updated to eliminate the need of prior notifications for speakers to speak at the Board meeting and Committee meetings. The Committee has asked legal and the clerk’s office to come up with language that allows for the elimination of the 24-hour period to sign up to speak.

The Committee approved the one-day liquor permit for “Party Until the Cows Come Home” for August 19th from 5PM until 10PM. The motion to approve was made by Mr. McCoy and seconded by Mrs. Bockhold. The one-day liquor permit was unanimously approved and moved to the full board.

The Committee reviewed a request for a pyrotechnic display for the Village of Clayton for August 12, 2023 on Old Settlers Road in Clayton, IL. Mr. Reich moved to approve the request, seconded by Mrs. Bockhold. The Committee unanimously approved the request and moved to the full board.

Mr. Dusterhaus asked if the committee meeting time could be changed to later. The Committee discussed the idea, Dr. Reich asked if 5:45pm would work for everyone and it did. Dr. Reich states the new regular time for the committee would be at 5:45pm if Chairman Snider agrees.

Executive Session

There was no executive session.

Motion to adjourn the meeting was made by Marvin Kerkhoff and Theresa Bockhold seconded the motion. Motion passed.

Meeting was adjourned at 6:18pm.
