Adams County Board Legislative & Judicial Committee met June 13.

Here are the minutes provided by the committee:

1) Roll Call:

a. Committee Chair Mr. Robert Reich called the meeting to order at 5:30 PM

b. Present: Mr. Marvin Kerkhoff, Mrs. Theresa Bockhold, Mr. Jon McCoy, Mr. Todd Dusterhaus, Others: Mr. Anthony Foster (PROB), Mr. Gary Farha (SA), Mr. Todd Nelson (PD), and Mr. Kevin Dicks (GIS)

2) Bills Review: Review of Bills Complete and Review of monthly reports completed.

3) Approval of Previous Minutes: Motion made to approve 09 May 2023 Minutes made by Mr. Todd Dusterhaus and seconded by Mr. Jon McCoy. Minutes unanimously approved.

b. County Code

1. Update on County Code Updating, planning meetings discussed, current work completed discussed, updates tentatively completed for 01 November 2023.

c. Resolution / Action Items:

1. Resolution Number 2023-06-001-017 – Resolution Granting a Variance in the Adams County Flood Plain Ordinance. Motion to approve Mr. Marvin Kerkhoff and seconded by Mr. Jon McCoy. Minutes unanimously approved.

b. Appointments:

1. Appointment of Scott A. Wray as a Trustee of the Ursa Street Light District to Expire on the First Monday in May 2026 Motion to approve made by Mrs. Theresa Bockhold and seconded by Mr. Jon McCoy. Minutes unanimously approved.

c. Event Liquor Licenses: Motion to approve all event liquor licenses made by Mr. Todd Dusterhaus and seconded by Mr. Jon McCoy. All licenses unanimously approved.

One-Day Liquor Permit for the Adams County Fair from 6PM on July 26, 2023 until 11:59PM on August 1, 2023 located at 2010 E. 1250th ST., Mendon, IL. 62351 IL.

Pyrotechnic Display for Oakwood Acres (C/O Andy Frazier) located at E. 1300th Place, Mendon, IL. 62351 for June 30, 2023 at 9:30PM with an Alternative Date of July 1, 2023 at 9:30PM. Motion to approve amade by Mr. Todd Dusterhaus and seconded by Mr. Jon McCoy. All licenses unanimously approved.

Pyrotechnic Display for Sheridan Swim Club located at 3915 S. 24th, Quincy, IL. 62301 for July 4th, 2023 at 9:30PM with an Alternative Date of July 8, 2023 at 9:30PM. Motion to approve amade by Mr. Todd Dusterhaus and seconded by Mr. Jon McCoy. All licenses unanimously approved.

Pyrotechnic Display for Spring Lake Association located at 5215 Clubhouse Dr., Quincy, IL. 62301 for July 1, 2023 at 9:30PM with and Alternative Date of July 2, 2023 at 9:30PM. Motion to approve amade by Mr. Todd Dusterhaus and seconded by Mr. Jon McCoy. All licenses unanimously approved.

Pyrotechnic Display for the Village of Camp Point located at 208 E. State, Camp Point, IL. for July 4, 2023 at 9:30PM with an Alternative Date of July 8, 2023 at 9:30PM.

Motion to approve amade by Mr. Todd Dusterhaus and seconded by Mr. Jon McCoy. All licenses unanimously approved.

7) Other:

County Courthouse Electronic Device Policy, passed through Executive Committee, potentially need policy to cover West Side of Courthouse, Motion to table until July 2023 Committee Meeting made by Mr. Todd Dusterhaus and seconded by Mr. Jon McCoy.

Mr. Anthony Foster (PROB) gave an update on the state of the JDC. Brief consisted of a general overview and construction project update followed by pertinent questions from Committee Members. No major issues to report.
