ITEM: Executive Committee Report

The Executive Committee met on June 08, 2023, at 1:30 p.m. in room C252 Student Administrative Center, president’s area. Attendees were Mr. Bob Rhea, (via Zoom) Mr. Andy Sprague (via Zoom), Ms. Paula Hawley, (in-person), trustees; Dr. Bryan Renfro, president, and Ms. Leah Benz, executive assistant, note taker.

Consent Agenda

o Regular & Board retreat minutes, bills, travel expenditures

o Financials May

Grant

o Four grant submissions were noted to be presented at the June Board of Trustees meeting.

o Acceptance of funds for Adult Education/GED Testing Fees from Dollar General Literacy Foundation

o Acceptance of RSVP support grant from United Way of Adams County

o Acceptance of Illinois Department on Aging RSVP grant from Illinois Department on Aging

o Acceptance of Trades School Grant Program from ICCB

Personnel

Business Agenda

o Request approval of the 2024 tentative budget resolution – discussion was held on the operating revenue and expenditures projections for FY24. The proposed budget is balanced at $18,013,268. This is an increase from FY23 budget of $1,600,433

o Request approval of the bonding level at $6,300,000 - based upon Illinois Statue 110 ILCS 805/3-19, the treasurer of the community college district is required to be bonded. Bonding is contracted with The Hartford to provide coverage. Bonding level is $6,300,000.

o Request approval of the United Way annual partner agreement for FY2024 – This is an annual agreement with no changes.

Items within the budget will be review for prioritization.

Several new initiatives and new programs were discussed.

Discussion items

Decennial Committee on Local Government Efficiency Act Resolution - All Board members will be part of this committee along with 2 community members from the Foundation Board. A letter will be sent to all county clerks by the June 12 deadline.

Hannibal Innovation – Dr. Renfro shared the progress up to date on this initiative. The proposal is to do HVAC and Industrial Maintenance training in the old building. In their new building welding, graphic arts are being explored. Consideration of cosmetology and culinary arts as evening programs are being discussed. Culinary would be through the hospitality program.

Pathways – A consultant will be on campus July 17 and 18. Workshops are planned for different service areas to attend and learn about pathways. Jo-Carol Fabianke is the consultant. Board members were extended the invitation to attend if they desired. Exact time will be confirmed closer to the dates.

Inauguration – The office of the president is considering an August inauguration ceremony. No confirmation of exact date has been set.

Board Training – Required training sessions have been set for September and October. There will be two sessions held with earlier start times.

Compensation Plan for Staff – The compensation plan was discussed. This will be implemented within the budget recommendation and approved with the July budget

Presidential evaluation tool – The last evaluation tool of the presidential position was shared with the Executive committee. Other tools are welcomed to be submitted for consideration in the development of a tool to be used this year.

Other: The vacant vice president of Instruction and Student Services position has been advertised as well as the Chief of Police. A committee has been formed to review applicants for the chief of police.
