Quincy Public School District 172 Board of Education met April 26.

Here are the minutes provided by the board:

REGULAR MEETING

The Board of Education of School District No. 172, Adams County, Illinois, met in regular session on April 26, 2023, at 6:00 p.m. in the Board of Education Office, Room 214, 1416 Maine Street, Quincy, Illinois, in said school district.

Roll Call

The meeting was called to order by President Arns, who directed the secretary to call the roll. On the call of the roll, the following members were present and answered to their names: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following member was absent: None. Whereupon the President declared a quorum was present.

Moment of Silence

President Arns declared a moment of silence and reflection in memory of Joyce Moore, a former secretary at Quincy Junior High.

Pledge of Allegiance

The Pledge of Allegiance was led by Carol Nichols.

Questions and Comments

President Arns opened the meeting to questions and comments to members of the Board, by members of the public.

Arianna Downard-Salih, a paraeducator at Rooney, requested that each cafeteria implement share tables during meals. This would allow students to place any unopened food on a table for others that would like seconds.

Consent Agenda

It was moved by Member Whitfield and seconded by Member McNay to approve the following items on the Consent Agenda:

a) Treasurer’s Report March 2023

b) Minutes – March 22, 2023

c) Check Register and JH/SH Activity Fund reports

d) Acknowledge receipt of the Freedom of Information Log: March 18 – April 21, 2023 (Information Only)

On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Reports of the Superintendent

District Highlights

• The FFA Livestock judging team competed at WIU. They placed 6th out of 129 teams as well as placing 1st overall in the Beef division.

• QHS Beta Club presented a $550 check to 2x4’s for Hope.

• Delaney Ringenberg was Rotary Student of the Month for March. She was nominated by her Culinary Arts instructor, Andrea Nicholson.

• Congratulations to Saya Geisendorfer on being named one of the youth volunteers of the year from the Optimist Club of Quincy.

• The Mr. QHS event raised over $8,000.00 for local charities.

• On April 6th, the National Honor Society donated over 160 port pillows they made for cancer patients to the QMG Cancer Center.

• The tenth annual Dream Big in Color 5K Fun Run was on Saturday, April 22 and a record-breaking $41,119 was raised.

• The QHS Rifle Team qualified this past weekend for an invite to the Civilian Marksmanship National Championships in July. Athletes at this Regional match were: Skyler Wilhoit, Teriss Farran, Noelani Hipsley, Cierra Breckenkamp, and Amelia Chbeir. The July Match will be at Camp Perry, Ohio.

• The Tracy Family Foundation funded training for elementary school core teams and administrators to attend Ron Clark Academy training summer ‘23 & ‘24.

• The Tracy Family Foundation awarded a grant that will allow us to update our HR recruitment video and to create a new mentor and volunteer video.

Board Member Recognition. Outgoing Board member Carol Nichols was recognized and thanked for her service and contributions to the school district and the community. Member Nichols served for sixteen years (April 2001-April 2009 and April 2015-April 2023). She was recognized by fellow board members for being an advocate for children throughout our community. Dr. Pettit presented her with the Spirit and Pride pin.

District Improvement Plan Presentation. Dr. Pettit shared the District Improvement Plan draft which will focus on five goals: 1)Student Success, 2)Effective Instruction, 3)Learning Environment, 4)Partnerships, and 5)Fiscal Responsibility. These support and guide our school improvement plans at each school.

District Improvement Committee

Chairperson Arns shared that the District Improvement Committee recommended a new course, AP Pre-Calculus at QHS. This course is aligned to prepare students for the AP Calculus course and will replace the current Pre-Calculus honors course. The committee also recommended a new course at QJHS Life Skills COMET course that will reconfigure the elective and add a Life

Skills Class for 6th graders. The nine-week course will touch on mindfulness and self-care, safety, financial literacy, social media and community service.

It was recommended by the District Improvement Committee and moved by Member Arns to approve the following new courses: QHS AP Pre-Calculus and QJHS 6th Grade Life Skills COMET (Doc. Reg. No. 3799). On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Finance Committee

The Finance Committee did not meet in April.

2022-2023 Amended Calendar/Set Last Day

It was moved by Member McNay and seconded by Member Ali to approve the 2022-2023 Amended Calendar and Set Last Day for students as May 30, 2022 and teachers for May 31, 2023. (Doc. Reg. No. 3800) On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Resolution Acknowledging Receipt of Canvass/Certificates of Election

It was moved by Member McNay and seconded by Member Petty to approve the Resolution Acknowledging Receipt of Canvass Reports and Certificates of Election from the Canvassing Board of Adams County, Illinois (Doc. Reg. No. 3801). On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following member voted Nay: None. Whereupon the President declared the motion carried.

Bid for QHS Restroom Renovation

It was moved by Member McNay and seconded by Member Whitfield to approve the Bid for QHS Restroom Renovation from Fischer Builders in the amount $164,011.00. (Doc. Reg. No. 3802) On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Executive Session

At 6:36 p.m., it was moved by Member Petty and seconded by Member Ali that the Board suspend the rules and go into executive session to discuss: a) the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the School District; g) student disciplinary cases; j) attorney/client privilege; and k) approval of certain closed session minutes for distribution to the public; or other matters appropriate for a closed meeting pursuant to the Open Meetings Act. On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following member voted Nay: None. Whereupon the President declared the motion carried.

Resumption of Rules

It was moved by Member McNay and seconded by Member Whitfield to resume the conduct of the regular meeting under rules. On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following member voted Nay: None. Whereupon the President declared the motion carried.

Executive Session Minutes

It was moved by Member Ali and seconded by Member McNay to approve the Resolution Authorizing Executive Session Minutes for Public Release from October 26, 2022 through March 22, 2023 and Authorizing Destruction of Records Closed Session more than Eighteen Months Prior to March 22, 2023 (Doc. Reg. 3803). On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following member voted Nay: None. Whereupon the President declared the motion carried.

Student Discipline

It was moved by Member McNay and seconded by Member Brock to adopt the recommendation made in executive session regarding the expulsion for one student from QJHS and pre-expulsion agreements for two students from Lincoln-Douglas Elementary, one student from QJHS, and one student from QHS. On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Personnel Addendum

It was moved by Member Arns and seconded by Member Ali to approve the Personnel Addendum. On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following member voted Nay: None. Whereupon the President declared the motion carried.
