City of Quincy City Council met April 17.

Here are the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Michael A. Troup presiding. The following members were physically present:

Ald. Fletcher, Entrup, Bergman, Bauer, Mays, Farha, Sassen, Mast, Reis, Maples, Holtschlag. 11. Absent: Ald. Rivera, Rein, Uzelac. 3.

Ald. Mast moved the absent Aldermen be allowed the usual compensation for this meeting. Motion carried. The minutes of the regular meeting of the City Council held April 10, 2023, were approved on a motion of Ald. Entrup. Motion carried.

The City Clerk presented and read the following:

PUBLIC FORUM

Stacie Sparks stated that her son’s memorial, that was placed at 30th & Maine St., was removed. She asks that it be allowed to be placed back and suggests that an ordinance be passed to allow memorials on City right-of-ways. Ald. Farha, seconded by Ald. Sassen, moved to encumber the right of way to allow the memorial at 30th & Maine. Ald. Farha, seconded by Ald. Sassen, moved to table this until next weeks city council meeting. Motion carried. Trenton Murfin, chairman of Adams County CEO program, explained the CEO program.

Kannon Dickerson, member of Adams County CEO program, explained the successes and opportunities the program gives Adams County High School Seniors.

Anne Forbes, member of Friends of Lorenzo Bull House, 1550 Maine, invited everyone to their festival, May 6th from 8:30 a.m. to 3:00 p.m.

PETITIONS

The Special Event Application from Adam Fenton, owner of Threshold of Pain, 701 Maine St., requesting permission to hold the “American Downtown Classic Car and Art Show” on Saturday, May 20th from 8:00 a.m. to 11:00 p.m. He requests the closure of 7th Street, Maine to Hampshire Street and Maine Street, 6th to 8th Street from 8:00 a.m. through 11:00 p.m. and the City provide barricades. The Quincy Police Department recommends approval of a Live Entertainment Public Gathering License for live music. He requests permission to assemble a stage at the intersection of 7th and Maine Streets and approval is recommended pending an inspection of the structure by the Quincy Fire Department once it is in place and prior to the start of the event. All required documentation has been submitted and approval is recommended by the Department of Utilities & Engineering, was tabled for one week by Ald. Uzelac.

Ald. Holtschlag moved to amend the street closure to Maine Street, 7th to 8th Street and 7th Street from Jersey to Hampshire, seconded by Ald. Reis. Motion carried.

Ald. Holtschlag moved the prayer of the petition be granted as amended and the proper authorities notified. Motion carried.

Application for a Revocable Permit for Encroachment of City Right-of-Way from Dick Wellman, Friends of the Lorenzo Bull House, requesting permission to place signs on City right-of-way promoting the Dogwood Parade Festival at Lorenzo Bull Park, 1550 Maine St. Signs will be placed at various locations throughout the city between April 22nd and May 6th. The Director of Public Works presents this request subject to the petitioner being responsible for the placement and removal of the signs. Signs must be placed so as to not restrict sight visibility, sidewalk usage, or create a safety hazard. Signs placed along the parade route must be removed from City right-of-way prior to the start of the parade. The City of Quincy is not responsible for damage to the signs and the petitioner will assume full responsibility for any damage to City infrastructure caused by the placement of the signs.

Ald. Farha moved the prayer of the petition be granted and the proper authorities notified. Motion carried. A Special Event Application from Bret Austin, Quincy Brewing and Arts District, requesting permission to hold “May Fest” on Saturday, May 13, 2023, 12:00 p.m. (noon) to 10:00 p.m. on York Street between 9th and 10th Streets. He requests the closure of York Street, 9th to 10th Street and 10th Street, York Street north to the alley from 8:00 a.m. to 10:30 p.m. on the day of the event and the City provide barricades. The Quincy Police Department has approved the request to allow

liquor ordinances for the consumption and possession of liquor on a public street or lot, permitting open liquor to leave the licensed premises, and selling of liquor outside the licensed premises. The Quincy Police Department recommends approval of a Live Entertainment/Public Gathering License for live music. Permission to assemble a stage for the live entertainment at the intersection of 10th and York Streets and approval for the assembly of the stage is recommended pending an inspection of the structure by the Quincy Fire Department once the stage is in place and prior to the start of the event. All required documentation has been submitted and approval is recommended by the Department of Utilities & Engineering.

Ald. Holtschlag moved the prayer of the petition be granted and the proper authorities notified. Motion carried. A Special Event Application from the Optimist Club of Quincy requesting permission to hold the “Soap Box Derby” on Friday, June 16th and Saturday, June 17th. They request the closure of North 18th Street, Seminary Road to Kochs Lane and Hollister-Whitney Parkway, North 18th Street to North 24th Street beginning at 12:00 p.m. (noon) on Thursday, June 15th through 7:00 p.m. on Saturday, June 17th and the City provide barricades. They also request that “No Parking” signs be placed on North 18th Street, Kochs Lane to Seminary Road the morning of Thursday, June 15th. They request approval of a Live Entertainment/Public Gathering Permit for the use of loudspeakers. All required documentation has been submitted and approval is recommended by the Department of Utilities & Engineering pending approval of the Live Entertainment/Public Gathering License by the Quincy Police Department.

Ald. Entrup moved the prayer of the petition be granted and the proper authorities notified. Motion carried. By WC Holzgrafe Construction/QHS Class of 1988 requesting permission to conduct a raffle and have the bond requirement waived from April 19, 2023, through May 19, 2023. The City Clerk recommends approval of the permit. Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.

SALES TAX REPORT

The report of the Illinois Department of Revenue showing sales tax collected for the month of January, 2023, in the amount of $970,694.92 was ordered received and filed on a motion of Ald. Farha. Motion carried.

HOME RULE SALES TAX REPORT

The report of the city’s 1-1/2% home rule sales tax collected for the month of January, 2023, in the amount of $864,716.46 was ordered received and filed on a motion of Ald. Farha. Motion carried.

MAYOR’S APPOINTMENT

By Mayor Michael A. Troup making the reappointment of Alderman Jeff Bergman to the Quincy & Adams County Joint Emergency Telephone Systems Board for a three-year term from May 1, 2023, through April 30, 2026. Ald. Farha moved the appointment be confirmed. Motion carried.

RESOLUTION

Resolution to amend an Intergovernmental Agreement with the Quincy Metropolitan Exposition, Auditorium and Office Building Authority and to establish an Intergovernmental Agreement with the Quincy Convention and Visitors Bureau.

Ald. Entrup moved for the adoption of the resolution, seconded by Ald. Mast, and on the roll call the following vote resulted: Yeas: Ald. Mays, Mast, Holtschlag, Entrup. 4. Nays: Ald. Bauer, Farha, Sassen, Reis, Maples, Fletcher, Bergman. 7. Absent: Ald. Rivera, Rein, Uzelac. 3. Motion failed.

RESOLUTION

WHEREAS, The City of Quincy Quincy Transit Lines owns and operates a fleet of 16 buses; and WHEREAS, the City of Quincy Quincy Transit Lines receives buses from the State of Illinois at no cost to the City; and WHEREAS, the Quincy Transit Lines is mandated to maintain and repair these buses by the Illinois Department of Transportation; and

WHEREAS, Bus 1610 is a front line bus and has experienced engine failure; and

WHEREAS, this is a sole source repair from Gem City Ford and the cost of a replacement engine is $14,964.27; and

THEREFORE BE IT RESOLVED, the Transportation Director, the Transportation Committee, the Director of Administration and the Purchasing Director recommend to the Mayor and City Council that Gem City Ford be paid for the replacement of this engine.

Ald. Reis moved for the adoption of the resolution, seconded by Ald. Sassen, and on the roll call each of the 11 Aldermen voted yea, with 3 absent. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy contracts for janitorial supplies for all city departments; and

WHEREAS, the City of Quincy Purchasing Department did advertise for sealed bids for sixty two (62) items; and WHEREAS, the following sealed bid was received:

Area Distributors, Inc. Quincy, IL

$21,827.50 62 core items 30% discount

WHEREAS, the bid has been reviewed and the bid from Area Distributors Inc., for all specified categories, is complete and has been found to be acceptable; and

WHEREAS, Area Distributors Inc. has agreed to guaranteed pricing for a one-year contract;

WHEREAS, the Purchasing Agent recommends that the bid from Area Distributors Inc. of Quincy, Illinois, be accepted for a one-year contract.

NOW, THEREFORE, BE IT RESOLVED by City Council that the bid for a one-year contract to sup ply the City’s janitorial supplies for all categories thereof submitted by Area Distributors Inc. of Quincy, Illinois, be accepted.

ORDINANCE

Second presentation of Ordinance entitled: An Ordinance Adopting the Annual Operating Budget for the City of Quincy for the Fiscal Year ending April 30, 2024.

ORDINANCE

Second presentation of Ordinance entitled: An Ordinance Amending the District Map which is made a part of the Section 162.002 of the Municipal Code of the City of Quincy of 2015. To change the present D5 (Downtown Industrial)/ M1 (Light Industrial)/R3 (Multi-Family Residential) to D5 (Downtown Industrial) Zoning District, commonly known as 301 Spring Street.

Ald. Bergman moved to remove invoice #10523, Quincy Area Convention Visitors Bureau for the hotel market study in the amount of $4,000 from the Finance Report, seconded by Ald. Bauer, and on a roll call the following vote resulted: Yeas: Ald. Fletcher, Bergman, Bauer, Mays, Farha, Sassen, Reis, Maples. 8. Nays: Ald. Entrup, Mast, Holtschlag. 3. Absent: Ald. Rivera, Rein, Uzelac. 3. Motion carried.

Ald. Farha, seconded by Ald. Rein, moved the reports be received and vouchers be issued, with the exception for the various amounts, and on the roll call each of the 11 Aldermen voted yea, with 3 absent. Motion carried.

The City Council adjourned at 7:51 p.m. on a motion of Ald. Holtschlag. Motion carried.
