Adams County Board Transportation, Building & Technology Committee met March 14.

Here are the minutes provided by the committee:

Dave Bellis called the meeting to order at 5:30 P.M. in the Law Library.

Present: Committee Members: Les Post, Ryan Hinkamper, Dave McCleary and Joe Zanger

Absent: None

Also present: Jim Frankenhoff, Dave Bockhold, Kent Snider, David Hochgraber, Holly Henze, Gary Farha, Judge Wooleyhan, Todd Eyler, Tim Finlay and Jake Reed.

Ryan Hinkamper made a motion to approve the minutes of the February 14, 2023 committee meeting as printed and distributed. Les Post seconded the motion and it passed unanimously. The committee reviewed, approved and signed off on the bills.

Jim Frankenhoff reported to the committee about various projects that are on upcoming lettings. The committee discussed limited access to portions of the courthouse for safety purposes, Ryan Hinkamper made a motion to approve a revision of order for the cameras to refurbish 30 day storage cameras to be 90 day storage cameras for an additional $204,480.15. Dave McCleary seconded the motion and discussion ensued. The motion passed unanimously and will be forwarded to the full County Board for final approval.

David Hochgraber reported on IT projects and camera installation progress.

The committee discussed the Assist Home Ownership Program.

Ryan Hinkamper made a motion to approve a $1,465.00 change order on Phase 1 of the HVAC project at the ACJDC. Joe Zanger seconded the motion and it passed unanimously.

Ryan Hinkamper made a motion to approve payment of BRIC Invoice #32672 for $2,617.88 on HVAC Project #2356-02 at the ACJDC. Dave McCleary seconded and it passed unanimously. Ryan Hinkamper made a motion to approve payment of Peters Heating & A/C pay application number 3 in the amount of $399,676.20 for HVAC work done at the Adams County Juvenile Detention Center. Joe Zanger seconded the motion and it passed unanimously. Ryan Hinkamper made a motion to approve payment of Peters Heating & A/C pay application number 7 in the amount of $17,403.30 for HVAC work done at the Adams County Health Department. Les Post seconded the motion and it passed unanimously.

Joe Zanger made a motion to approve payment of Peters Heating & A/C pay application number 8 & Final in the amount of $163,846.86 for HVAC work done at the Adams County Health Department. Dave McCleary seconded the motion and it passed unanimously.

Ryan Hinkamper made a motion to approve payment of Classique Signs & Engraving invoice #91005 in the amount of $1,195.60 for a cast aluminum Courthouse Dedication Plaque. Joe Zanger seconded the motion and it passed unanimously.

The committee discussed a proposal from Glass One for plexiglass installation in the jail. Since Glass One was the only vendor contacted by the maintenance department, the committee decided to throw out the proposal and request new proposals from multiple vendors. The committee discussed the alleged mold issue. A contract is signed and Safestart Environmental is scheduled to start the inspections in April.

The committee discussed landscaping outside the courthouse. It will be taken care of in house. The committee discussed meeting dates and times. No changes will be made at this time. Ryan Hinkamper made a motion to adjourn. Dave McCleary seconded the motion. The motion passed unanimously and the meeting adjourned at 6:20 P.M.
