CITY PUBLIC FORUM 

PETITIONS

Ward 7 Paul Rees requesting to rezone 330 South 5th and 332 South 5th from R3 (Multi-family residential)  to D2 (Downtown General Business) to allow for the construction of an office building. 

Ward  7Norm Ellerbrock, on behalf of HW Ventures, LLC, requesting to subdivide (two lots into 35 lots)  property located at 203 South 8th Street and 218-224 South 9th Street under the “small tracts”  provision of the Subdivision Ordinance (Zoned D2). 

Ward 2 Kasey Schuster requesting to rezone 301 Spring Street from D5 (Downtown Industrial), M1 (Light  Industrial), and R3 (Multi-Family Residential) to D5 (Downtown Industrial) to allow for the  construction of an indoor recreational facility. 

Ward 2 Todd Aschemann requesting a Special Permit for Planned Development to construct a duplex on a  lot zoned for single-family residential use at 1303 Elm (R1C).

RESOLUTIONS 

The resolution from the Public Works Director and City Hall Committee recommending approval  of the proposal from Klingner & Associates P.C. in the amount of $225,600.00 for engineering and  architectural design services to the City Hall building, was tabled for one week by Ald. Rein. 

Director of Public Works recommending approval of a lease agreement with The Home Depot,  Incorporated of Atlanta, GA for the purpose of a recycling drop-off site at 5432 Broadway Street. 

Utilities and Engineering Director and Utilities Committee recommending the quote from Progress  Environmental of Ballwin, MO in the amount of $23,000.00 for replacement parts for service  pump #3 at the Water Treatment Plant. 

Resolution authorizing $320,000 of TIF funds supporting the 8th & Jersey Townhome development  by rebuilding the streetscape along Jersey Street, South 8th Street and South 9th Street surrounding  the townhome development. 

Resolution authorizing $606,850 of ARPA reimbursement funds to support the 8th & Jersey  Townhome development. 

Resolution authorizing the ceding of a 2023 private activity bond to reallocate to the Western  Illinois Economic Development Authority (WEIDA) in the amount of $4,695,720 to be used to  support projects that will provide job opportunities and new investments. 

Chief of Police recommending approval to enter into a two-year contract with Flock Safety ™ for  the lease-purchase of 20 fixed location license plate reader cameras to be installed within the city  of Quincy for an estimated two-year contract cost of $117,600. 

Transit Director recommending approval to execute a Section 5311-Downstate Operating  Assistance Grant Agreement with Illinois Department of Transportation to obtain grant assistance  for fiscal year 2024.  

Transit Director recommending acceptance of the 5311 Special Warranty projects with Illinois  Department of Transportation to obtain grant assistance. 

Fire Chief and the Fire Aldermanic Committee recommending approval to make a payment to  FirstDue in the amount of $24,885.00 to enter into a recurring annual program license agreement. 

Fire Aldermanic Committee and the Fire Chief recommending approval to contract with Wood  Mart Building Center in the amount of $8,888.00 for the purchase of kitchen cabinets, countertop  and sink in Fire Station #3, 334 S. 36th. 

Fire Aldermanic Committee and the Fire Chief recommending to contract with Wood Mart  Building Center in the amount of $12,492.00 for the purchase of kitchen cabinets, countertop and  sink in Fire Station #4, 12th & Locust. 

ORDINANCES 

First presentation of Ordinances entitled: 

An Ordinance Amending The 2022-2023 Fiscal Year Budget. (Increase the budget for Tourism  Tax Fund (Hotel/Motel Taxes) $170,000 and allow the corresponding additional revenues to be  disbursed per the Intergovernmental Agreements.) 

An Ordinance Amending Chapter 52 (Water) Of The Municipal Code Of The City Of Quincy.  (Providing electronic payment options.)
