Adams County Board Transportation, Building & Technology Committee met Jan. 10.

Here are the minutes provided by the committee:

Dave Bellis called the meeting to order at 5:30 P.M. in the Law Library.

Present: Committee Members: Les Post, Ryan Hinkamper, Dave McCleary and Joe Zanger

Absent: None

Also present: Jim Frankenhoff, Dave Bockhold, Kent Snider, Terry Bower, David Hochgraber, Holly Henze, Gary Farha, Pat Frazier, Tony Grootens, Bret Austin and Jake Reed.

• Les Post made a motion to approve the minutes of the December 13, 2022 committee meeting as printed and distributed. Dave McCleary seconded the motion and it passed unanimously.

• The committee reviewed, approved and signed off on the bills.

• Dave McCleary made a motion to approve a resolution appropriating $2,500,000.00 in County Motor Fuel Tax Funds for the maintenance of various county highways in Adams County for the year 2023. Joe Zanger seconded the motion; it passed unanimously and will be forwarded to the full County Board for final approval.

• Dave McCleary made a motion to approve a resolution to use Surface Transportation Funds to pay one half of the County Engineer's salary from December 1, 2022 through November 30, 2023 and appropriating $69,992.00 from the County Motor Fuel Tax Fund for one half of the County Engineer's salary from January 1, 2023 through December 31, 2023. Les Post seconded the motion; it passed unanimously and will be forwarded to the full County Board for final approval.

• Les Post made a motion to approve a resolution reporting bids from the December 22, 2022 bid letting for the water main extension and water main conversion along North 52ND Street serving Adams County facilities, awarding a contract to Rees Consruction on their low bid and authorizing the Adams County Board Chairman to sign the contract. Dave McCleary seconded the motion; it passed unanimously and will be forwarded to the full County Board for final approval.

• Ryan Hinkamper made a motion to approve payment of A. Fischer Builders invoice #7853 and final on the project at the Adams County Health Department. Dave McCleary seconded the motion and it passed unanimously.

• Joe Zanger made a motion to approve payment of the Serv Pro invoice for cleaning in the old jail. Ryan Hinkamper seconded the motion and it passed unanimously.

• Dave McCleary made a motion to approve payment of the Getz Fire Equipment invoice. Les Post seconded the motion and it passed unanimously.

• Joe Zanger made a motion to approve payment of BRIC invoices #32478 and #32554 for HVAC engineering services at the Adams County Juvenile Detention Center. Dave McCleary seconded the motion and it passed unanimously.

• Dave McCleary made a motion to approve of the county's building maintenance crew to buy and install carpet at the Juvenile Detention Center. Joe Zanger seconded the motion and it passed unanimously.

• Joe Zanger made a motion to approve of the county's building maintenance crew reconstructing some of the office space in the Sheriff's office to provide a combination office/conference room. Ryan Hinkamper seconded the motion and it passed unanimously.

• Ryan Hinkamper made a motion to approve payment of the MAC Electric invoice in the amount of $4,556.00 for judicial tech upgrades. Dave McCleary seconded the motion and it passed unanimously.

• The committee discussed the Adams County Board Room A/V System Updates Project, which the committee already approved and the County Board tabled last month.

• The Committee discussed the Camera and Door Access Project, which the County Board will consider again tonight.

• Jim Frankenhoff reported to the committee on various road and bridge projects and paving options.

• David Hochgraber reported to the committee on various IT projects.

• The Committee discussed the alleged mold issue. Les Post made a motion to give the Committee Chairman permission to proceed with testing after a second bid is received. Ryan Hinkamper seconded the motion and it passed unanimously.

• Ryan Hinkamper made a motion to adjourn. Joe Zanger seconded the motion. The motion passed unanimously and the meeting adjourned at 6:55 P.M.
