City of Quincy City Council met Jan. 17.

Here are the minutes provided by the council:

Monday, January 16, 2023, being a holiday, the regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Michael A. Troup presiding.

The following members were physically present:

Ald. Fletcher, Entrup, Bergman, Bauer, Rivera, Mays, Sassen, Rein, Mast, Reis, Maples, Holtschlag. 12. Absent: Ald. Farha, Uzelac. 2.

Ald. Entrup moved the absent aldermen be allowed the usual compensation for this meeting. Motion carried. The minutes of the regular meeting of the City Council held January 9, 2023, were approved on a motion of Ald. Entrup. Motion carried.

The City Clerk presented and read the following:

PUBLIC FORUM

No one was present to speak.

REPORT OF THE TRAFFIC COMMMISSION

Recommending the referral to implement a “30 Minute Parking Zone” located at North 20th (east side) beginning 80 feet north from the center of Chestnut Street to 130 feet north of the center of Chestnut Street be granted. Ald. Bergman moved the report be received and concurred in and an ordinance drafted. Motion carried.

SALES TAX REPORT

The report of the Illinois Department of Revenue showing sales tax collected for the month of October, 2022, in the amount of $1,022,498.98 was ordered received and filed on a motion of Ald. Rein. Motion carried.

HOME RULE SALES TAX REPORT

The report of the city’s 1-1/2% home rule sales tax collected for the month of October, 2022 in the amount of $983,801.11 was ordered received and filed on a motion of Ald. Rein. Motion carried.

MAYOR’S APPOINTMENT

By Mayor Michael A. Troup making the appointment of Alderwoman Brianna Rivera to the Technology Committee until January 31, 2025.

Ald. Entrup moved the appointment be confirmed. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy has been allocated funding from the Division of Public Transportation, Department of Transportation, State of Illinois, for a financial assistance grant under Section 5311 of the Federal Transit Act of 1991, as amended (49 U.S.C. § 5311), in the amount of $600,253 for the purpose of off-setting a portion of the Public Transportation Program operating deficits of Quincy Transit Lines, and;

WHEREAS, in addition to the above-mentioned grant, the City of Quincy has submitted an application for grant funding from the Illinois Downstate Public Transportation Operating Assistance (DOAP) with the State of Illinois under the provisions of the Illinois Downstate Public Transportation Act (30 IL CS 740/2-1, et. seq.) up to an amount of $3,468,040 and;

WHEREAS, in addition to the above grants and additional grant through the FTA 5311 CARES Act, funding in the amount of $1,171,679 is to be used to cover operating expenses, and;

WHEREAS, the City has funded the Transit Lines for several months of operations while waiting for grant funding to be received, and;

WHEREAS, the grant funds have always been paid to the City and the loan amount has always been repaid to the Cash Reserve Fund, and;

WHEREAS, in order to cover the costs of providing uninterrupted essential transit service for the citizens of the Quincy area, it will be necessary to secure a short-term loan from the Cash Reserve Fund in an estimated amount up to $350,000, said amount to be repaid with grant funds once received; now,

THEREFORE, the Director of Quincy Transit Lines and the Director of Administrative Services respectfully request that the Mayor and City Council approve a short-term loan of up to $350,000, as needed, from the Cash Reserve Fund to the Quincy Transit Lines to pay operating expenses.

Ald. Rein moved for the adoption of the resolution, seconded by Ald. Reis, and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

ORDINANCE

Second presentation of an Ordinance entitled: An Ordinance Vacating An Alley. (Vacation of a public north/south & east/west “T-Alley” bounded by North 18th Street, Maple Street, North 20th Street, & Sycamore Street.)

ORDINANCE

Second presentation of an Ordinance entitled: An Ordinance Authorizing Lease Agreement. (Office space leased to Congresswoman Mary E. Miller in Quincy City Hall, 730 Maine.)

Ald. Rein moved the requirements of Section 32.31 of the City Code of the City of Quincy be waived and the ordinance adopted, seconded by Ald. Entrup, and on the roll call the following vote resulted: Yeas: Ald. Sassen, Rein, Mast, Reis, Maples, Holtschlag, Fletcher, Entrup, Bergman, Rivera, Mays. 11. Nay: Ald. Bauer. 1. Absent: Ald. Farha, Uzelac. 2. The Mayor cast a vote of yea.

The Chair, Mayor Michael A. Troup, declared the motion carried and the ordinance adopted.

ORDINANCE

First presentation of an Ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 82 (No Parking Zones) Of The Municipal Code Of The City of Quincy Of 2015. (“No Parking Zones” at State Street, south side, 60’ west of the center of South 23rd Street and State Street, north side, 60’ east of the center of south 23rd street.)

ORDINANCE

First presentation of an Ordinance entitled: An Ordinance Amending Chapter 72 (Rules Of The Road) Of The Municipal Code Of The City Of Quincy (2015). (Unlawful to operate a vehicle in excess of the weight limit on the alley.)

Ald. Rein, seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

MOTION

Ald. Mays moved to refer to the Street Light/Right-of-Way Committee to place a streetlight at the southwest corner of a new sidewalk being installed at Hollister Whitney Parkway. Motion carried.

The City Council adjourned at 7:22 p.m. on a motion of Ald. Holtschlag. Motion carried.
