Adams County Board met Dec. 5.

Here are the minutes provided by the board:

The County Board of Adams County, Illinois held a special meeting at the Courthouse, Quincy, Illinois at 6:00 P.M., pursuant to recess.

PRESENT: Ryan Niekamp, County Clerk

Mr. Mark Sorensen gave the invocation which was followed by the Pledge of Allegiance to the flag of the United States of America.

The clerk called the meeting to order.

The County Clerk called the roll and the following members were present: Todd Duesterhaus, Bret Austin, Keith Callaway, Mark Sorensen, Barbara Fletcher, Ryan Hinkamper, Dave Bellis, Marvin Kerkhoff, Mark Dietrich, Steve McQueen, Travis Cooley, Kent Snider, John Mccoy, Tim Finlay, Robert Reich, Brad Poulter, David Mccleary, Les Post, Theresa Bockhold, Joe Zanger and Brent Fischer.

Total Present: 21 Absent: 0

The County Clerk called declared a quorum present.

Officeholders, department heads, and/or their representatives also present were: Anthony Foster- Director of Court Services, Jim Frankenhoff- County Engineer, Bryden Cory- Treasurer and Sheriff Anthony Grootens.

The County Clerk entertained a motion to file and receive the Certificates of Election for the twenty-one County Board members elected at the November 8th, 2022 General Election.

Mr. Reich made a motion to file and receive the Certificates of Election for the twenty-one county board members elected at the November 8th, 2022 General Election. Mr. Duesterhaus seconded the motion.

The motion was approved.

ELECTION OF ADAMS COUNTY CHAIRMAN OF THE BOARD

December 2022 thru November 2024

The County Clerk opened the floor for nominations for a temporary Chairman of the Board.

Mr. Snider nominated Mr. Post as temporary Chairman of the Board. Mr. Duesterhaus seconded the motion.

Nomination of Mr. Post as temporary Chairman of the Board adopted. Mr. Post opened the floor for nominations to the office of the County Board Chairman.

Mr. Reich nominated Kent Snider to the office of the County Board Chairman. Mr. Sorensen seconded the motion.

After calling the question three (3) times, and with no further nominations, Chairman Post entertained a motion that the nominations be closed and a unanimous ballot be cast on behalf of Mr. Snider.

Mr. Bellis moved that the nominations be closed and a unanimous ballot be cast on behalf of Mr. Snider.

Mr. Sorensen seconded the motion.

Motion to close the nominations and cast a unanimous ballot on behalf of Mr. Snider adopted.

Chairman Snider opened the floor for nominations to the office of Vice-Chairman of the Board.

Mr. Duesterhaus nominated Bret Austin to the office of Vice-Chairman of the Board. Mr. Bellis seconded the motion.

Mr. Kerkhoff nominated Joe Zanger to the office of Vice-Chairman of the Board. Mr. McQueen seconded the motion.

A roll call was taken to nominate the Vice-Chairman. The votes were cast as follows: Mccoy/Zanger, Finlay/Austin, Reich/Austin, Poulter/Austin, Mccleary/Zanger, Post/Austin, Bockhold/Austin, Zanger/Zanger, Fischer/Zanger, Duesterhaus/Austin, Austin/Austin, Callaway/Zanger, Sorensen/Austin, Fletcher/Zanger, Hinkamper/Zanger, Bellis/Austin, Kerkhoff/Zanger, Dietrich/Zanger, Mcqueen/Zanger, Cooley/Austin, Snider/Austin. There were 11 votes for Bret Austin and 10 votes for Joe Zanger.

Mr. Bret Austin was elected Vice-Chairman.

Chairman Snider entertained a motion to hold the ten-year lottery for terms.

Mrs. Fletcher moved to hold the ten-year lottery for terms.

Mr. Duesterhaus seconded the motion.

Motion to hold the ten-year lottery for terms adopted.

Mr. Duesterhaus made a motion to not look at their terms until all three from the district have drawn their ball.

Mr. Austin seconded the motion.

The motion passed.

Lottery

Lottery balls, all marked with a corresponding term for the ten-year term breakdown, were drawn by county board members. The lottery balls were drawn by district with the individual with the most votes cast at the November 8, 2022 General Election drawing first. The following terms were drawn:

District One:

Bret Austin 4-4-2

Keith Callaway 4-2-4

Todd Duesterhaus 2-4-4

District Two:

Ryan Hinkamper 4-2-4

Barbara Fletcher 4-4-2

Mark Sorensen 2-4-4

District Three:

Mark Dietrich 4-2-4

David Bellis 2-4-4

Marvin Kerkhoff 4-4-2

District Four:

Kent Snider 2-4-4

Steve McQueen 4-4-2

Travis Cooley 4-2-4

District Five:

Jon Mccoy 4-4-2

Tim Finlay 4-2-4

Robert Reich 2-4-4

District Six:

David McCleary 2-4-4

Bradley Poulter 4-4-2

Les Post 4-2-4

District Seven:

Theresa Bockhold 4-4-2

Joe Zanger 4-2-4

Brent Fischer 2-4-4

Chairman Snider entertained a motion to concur with the lottery as read by the County Clerk.

Mr. Hinkamper moved to concur with the lottery as read by the County Clerk. Mrs. Fletcher seconded the motion.

Motion to concur with the lottery as read by the County Clerk adopted.

Committee Assignments- Chairman Snider appointed county board members to the following committee.

At this time, Sheriff Grootens introduced Pat Frazier and Blue Richards as his Chief Deputies.

After congratulating the newly elected county board members, Chairman Snider adjourned the meeting until Tuesday, December 13th at 7:00 PM in the county board room.

The December 5th, 2022 Special Board Meeting was adjourned at 6:24 PM.
