City of Quincy City Council met Dec. 5.

Here are the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Michael A. Troup presiding. The following members were physically present:

Ald. Fletcher, Entrup, Bergman, Bauer, Mays, Farha, Sassen, Rein, Mast, Reis, Maples, Uzelac, Holtschlag. 13. Vacancy: 1.

The minutes of the regular meeting of the City Council held November 28, 2022, were approved on a motion of Ald. Entrup. Motion carried.

Corporation Council: Lonnie Dunn

PUBLIC FORUM

Cathy Tate stated that the developer of the adjoining property at 5100 Chestnut has no definite plans. There will be increased traffic, water pressure issues and concerns about underground water retention.

Naomi Austin states that with the development at 5100 Chestnut, there will be increased traffic and requests the Council come to Lake Ridge subdivision and talk to the residents.

Steve Parker suggests having “no parking” on one side of the streets in the Chestnut Street area of the Lake Ridge subdivision. He is also concerned with drainage problems with the new development at 5100 Chestnut. Kevin Ballard stated that he is a small business owner in The District and requests the Council support the SSA Ordinance.

Brennan Hills asked the Council to please pass the Proactive Rental Inspection Ordinance. A Tenant complaint driven system rarely works.

Janet Conover gave an update on the Tenant Workshop that was held starting October 4th and asks the council to support the DollarWise grant resolution.

The City Clerk presented and read the following:

PETITION

By Quincy Boat Club requesting permission to conduct two separate raffles and have the bond requirements waived from December 15, 2022, through May 7, 2023. The City Clerk recommends approval of the permits. Ald. Uzelac moved the prayer of the petitions be granted. Motion carried.

REPORT OF THE QUINCY PLAN COMMISSION

The recommendation to approve of the subdivision (dividing one lot into eight) of property located at 5100 Chestnut Street under the “small tracts” provision of the Subdivision Ordinance, zoned NR, with various conditions and compliance with various city codes. Also, the Department of Engineering & Utilities approves the drainage plan for the subdivision and the subject lot at 5100 Chestnut Street must be annexed into the city prior to the extension of the city’s water/sewer system, was tabled for one week by Ald. Freiburg. Motion carried.

Ald. Mays, seconded by Ald. Uzelac, moved the prayer of the petition be granted and on a roll call the following vote resulted. Yeas: Ald. Fletcher, Entrup, Bergman, Mays, Sassen, Rein, Mast, Reis, Maples, Uzelac, Holtschlag. 11. Nay: Ald. Farha. 1. Present: Ald. Bauer. 1. Vacant: 1. Motion carried.

SMALL RENTAL REHAB PROJECT FUNDING RESOLUTION

WHEREAS, per the Small Rental Rehab Program (SRRP) Guidelines, the City advertised for small rental rehab pro posals in August and received 5 funding proposals; and

WHEREAS, the SRRP Committee evaluated the number of units to be renovated, the total project cost, the amount of SRRP funding requested, the private financing committed, the equity ratio, the current and projected increase in property values and property tax, the estimated rate of return on SRRP investment, and the overall benefits the five projects would have on the City; and

WHEREAS, the SRRP Committee recommended 5 projects (9 apartment units and 2 single family rental residential homes) receive SRRP funding for a total rehabilitation cost of $664,388.26 including $178,300 in City SRRP assistance and $486,088.26 in owner private equity.

THEREFORE BE IT RESOLVED pursuant to unanimous agreement, made at an open public meeting on November 22, 2022, the Small Rental Rehab Program Committee reviewed and recommended SRRP funding for 5 projects which include: 1224 Broadway St., 513-515 Washington St., 1139 #2 Hutmacher Rd., 1139 #3 Hutmacher Rd. and 1732 State St.

FURTHER BE IT RESOLVED by the Mayor and City Council that 1224 Broadway receive $40,000.00 in SRRP funding, 513-515 Washington Street receive $18,300.00 in SRRP funding, 1732 State Street receive $80,000.00 in SRRP funding, 1139 #2 Hutmacher Road receive $20,000.00 in SRRP funding and 1139 #3 Hutmacher Road receive $20,000.00 in SRRP funding, for the renovations/new construction for a total of 9 apartment rental units and 2 rental single-family homes.

The approval is subject to the terms and conditions of the Small Rental Rehab Program and to the Mayor being autho rized to execute the appropriate documents and contracts in connection with this action.

This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 6th day of December, 2022.

COUNCIL RESOLUTION AUTHORIZING SUBMISSION AND SUPPORT FOR DOLLARWISE INNOVATION GRANT APPLICATION

WHEREAS, the DollarWise Innovation Grant Program is designed to provide funding to develop and/or scale innova tive efforts that help working people and families prosper economically – particularly within underserved communities; and

WHEREAS, only members of the U.S. Conference of Mayors can apply for DollarWise Innovation Grants; and WHEREAS, the City of Quincy is an active member of the U.S. Conference of Mayors; and

WHEREAS, a total of eight DollarWise Innovation Grants of $10,000 each will be awarded during the U.S. Conference of Mayors’ winter meeting in mid-January, 2023; and

WHEREAS, the City of Quincy is applying for a grant on behalf of the Safe & Livable Housing Committee to help the organization pay for the Tenant Workshops it plans to hold during the 2023 calendar year; and WHEREAS, there is no financial commitment or match required from the City should it receive a grant; and WHEREAS, it is necessary that an application be made.

NOW, THEREFORE, BE IT RESOLVED as follows:

1) That the City of Quincy applies for a $10,000 DollarWise Innovation Grant through the U.S. Conference of Mayors on behalf of the Safe & Livable Housing Committee to help the organization pay for the Tenant Workshops it plans to hold during the 2023 calendar year.

2) That there is no further financial commitment from the City of Quincy regarding this grant. 3) That the City of Quincy does hereby commit to provide the grant to the Safe & Livable Housing Committee upon receipt, should the city’s application be approved.

4) That the Mayor and City Clerk on behalf of the City Council execute such documents and all other documents nec essary for the carrying out of said application.

5) That the Mayor and City Clerk are authorized to provide such additional information as may be required to accom plish the obtaining of such grant.

This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 6th day of December 2022.

RESOLUTION

WHEREAS, the Department of Central Services is responsible for the maintenance and repair of City-owned vehicles and equipment; and,

WHEREAS, the City recently requested sealed, competitive bids for the purchase of automotive, truck, and off-road tires for a two-year contract term beginning on January 1, 2023, and ending on December 31, 2024; and, WHEREAS, the following bids were received:

Pomp Tire Service

Quincy, Illinois $9,973.78

Summy Tire

Quincy, Illinois $8,405.24

Pomp Tire Service

Quincy, Illinois $7,677.69

WHEREAS, the bids have been reviewed and the bid from Summy Tire of Quincy, Illinois, is the only bid that meets all the requirements of the bid specifications; and,

WHEREAS, funding for the purchase of tires is available in the 2022/2023 Central Garage Fund fiscal year budget. NOW, THEREFORE BE IT RESOLVED, the Director of Public Works, the Central Services Director, and the Cen tral Services Committee recommend to the Mayor and Quincy City Council that the bid from Summy Tire of Quin cy, Illinois, in the amount of $8,405.24 be accepted and that the City enter into a two-year contract for the purchase of automotive, truck, and off-road tires.

RESOLUTION

BE IT RESOLVED, by the Council of the City of Quincy Illinois that there is hereby appropriated the sum of two hun dred fifty one thousand Dollars ($251,000.00) of Motor Fuel Tax funds for the purpose of maintaining streets and highways under the applicable provisions of Illinois Highway Code from 05/01/23 to 04/30/24.

BE IT FURTHER RESOLVED, that only those operations as listed and described on the approval Estimate of Main tenance Costs, including supplemental or revised estimates approved in connection with this resolution, are eligible for maintenance with Motor Fuel Tax funds during the period as specified above.

BE IT FURTHER RESOLVED, that City of Quincy shall submit within three months after the end of the maintenance period as stated above, to the Department of Transportation, on forms available from the Department, a certified statement showing expenditures and the balances remaining in the funds authorized for expenditure by the Department under this appropriation, and,

BE IT FURTHER RESOLVED, that the Clerk is hereby directed to transmit four (4) certified originals of this resolution to the district office of the Department of Transportation.

Ald. Reis moved for the adoption of the resolution, seconded by Ald. Entrup, and on the roll call each of the 13 Aldermen voted yea with 1 vacancy. Motion carried.

RESOLUTION

BE IT RESOLVED, by the Council of the City of Quincy Illinois that there is hereby appropriated the sum of one mil lion one hundred eight thousand Dollars ($1,108,000.00) of Motor Fuel Tax funds for the purpose of maintaining streets and highways under the applicable provisions of Illinois Highway Code from 05/01/23 to 04/30/24.

MOTIONS

Ald. Bergman moved to allow a street closure of the south lane of Vermont St. from 9th St. to mid-block east, just past Central Fire Station, on December 9th from 5:00 p.m. to 9:00 p.m. for a Christmas open house. Motion carried. Ald. Mays moved to refer to Street Lights/Right-of-Way Committee to add a streetlight at the alley entrance just north of Chestnut and 28th Street. Motion carried.

The City Council adjourned at 8:21 p.m. on a motion of Ald. Holtschlag. Motion carried.
