Adams County Board Executive Committee met Oct. 4.

Here are the minutes provided by the committee:

PRESENT:, R. Kent Snider, Dave Bellis, Barbara Fletcher, Bret Austin, Mark Peter

ABSENT:

OTHER: Todd Eyler, Gary Farha, Todd Nelson, Travis Cooley, Mike Elbe, Caitlin Waterman, Anthony Foster

06:00 pm meeting was convened.

The committee reviewed the minutes from the previous meeting. Barbara Fletcer moved to approve them as written, seconded by Bret Austin. The minutes were approved.

A.) Speaker – John Wood Workforce Development Center

a. Mike Elbe came from John Wood to speak about their Workforce Development Center. Requesting monies from the Opioid fund to help with this project, when available. They have already received a 3 million dollar grant. They would expand the welding stations, CDL classes. This would also add scholarships specifically to the workforce development.

A. Juvenile Detention Center

a. Quotes came back to 2.1million dollars. Specs changed in 2005 and the building was built in 1999. School is on the premises for our Adams County Youth. We currently have 25 Full Time employees and 4 Part Time Employees at the JDC. The 4 year daily average of residents held at the JDC are 13. The Total expense for 2021 was $1,464,000. We receive reimbursement for $1,000,050. We serve 8 IL counties and contract with 3 Missouri Counties. If we did not have a detention center then the kids would have to be transported to other counties and Adams County would have to pay for that. The code to fix the building is specific to a Detention Center. The time frame to fix the JDC, it would need to be completed by April 2023. B. ARPA:

a. Housing Program

i. The county is getting $4 million in Opioid funds from the state. The County is wanting to have a joint partnership with the City on this matter. This would help with the housing shortage in Adams County. This process would be similar to what we did with the Non For Profits and utilized United Way. Will not cost the County anything.

C. Adams County Health Insurance Discussion

i. 36% increase in health insurance this year. Resorts back to the Egyptian trust.

D. Sound System Bids

a. Did not receive any additional bids. $95,000. This will include all new microphones, recording devices etc. This will come out of the maintenance line.

E. Appointment of Ted Niemann and Holly Cain to the Bicentennial Commission a. Dave Bellis made a motion to appoint Ted Niemann and Holly Cain to the bicentennial commission. Bret Austin seconded the motion. Motion carried. F. Resolutions

A motion to adjourn the meeting was made by Bret Austin. Barb Fletcher seconded the motion. Meeting adjourned at 07:31p.m.
