Quincy Public School District No. 172 Board of Education met Sept. 21.

Here are the minutes provided by the board:

Meeting Convened

The Board of Education of School District No. 172, Adams County, Illinois, met in regular session at 6:00 p.m. in the Board of Education Office, Room 214, 1416 Maine Street, Quincy, Illinois, in said school district.

Roll Call

The meeting was called to order by President Arns, who directed the secretary to call the roll. On the call of the roll, the following members were present and answered to their names: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following member was absent: None. Whereupon the President declared a quorum was present.

Moment of Silence

President Arns declared a moment of silence and reflection in memory of Sherry Zaerr, a PE teacher at Dewey School for 29 years.

Pledge of Allegiance

The Pledge of Allegiance was led by Member McNay.

Open Public Hearing

President Arns opened the public hearing on the 2022-2023 Quincy School District Budget. There were no comments on the budget at this time, but the hearing remained open for comments until closed later in the meeting.

Questions and Comments

President Arns opened the meeting to questions and comments to members of the Board, by members of the public. There were none.

Consent Agenda

It was moved by Member McNay and seconded by Member Ali to approve the following items on the Consent Agenda:

a. Treasurer’s Report August 2022

b. Minutes – August 17, 2022 and September 1, 2022

c. Check Register and JH/SH Activity Fund Reports

d. Acknowledge receipt of the Freedom of Information Log: August 20, 2022 – September 16, 2022 (Information Only)

On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Reports of the Superintendent

School Update. Fall athletics and extracurricular activities are in full swing and things are going very well around the district as I go in and out of schools and events. Arts Quincy is offering a free after school art program for all K-3 students through the support of National Endowment for the Arts, Illinois Arts Council, and generous members of Arts Quincy. The homecoming parade was well attended by students from elementary through high school. Many community members came out to support the parade and rally with a nearly standing room only football game win. Special thanks to the high school administrative staff along with Greg Wellman and Stacie Niffen for their hard work in making this event so successful.

Staff Recognition. Cyndi Ott, school nurse at Early Childhood and Family Center, was presented with a certificate for being one of three finalists for Illinois School Nurse of the Year. The Illinois Association of School Nurses presents the award each year to an exemplary member to recognize work to help students be healthy, safe, and ready to learn. Mrs. Ott was also presented with the Spirit and Pride award to honor her 25 years of selfless service to our district.

Building Committee

Chairperson McNay shared the Committee met with Klingner Associates to give an update on layout of the K&L Building.

District Improvement Committee

The District Improvement Committee will meet on September 29, 2022.

Finance Committee

The Committee discussed the budget. The district was 17% through the fiscal year, and the Education Fund expenditures to date were 13.57% of the tentative budgeted amount thru August 2022. Transportation Fund expenditures were at 37.75% of the tentative budgeted amount, due to the annual bus lease payments being paid in July 2022. The Tort Fund expenditures were at 45.96% of the budgeted amount, due to the annual premiums for the General Liability Insurance and Workman’s Compensation Insurance being paid in July 2022.

Approve Resolution Authorizing Sale of Surplus Equipment

It was moved by Member Ali and seconded by Member McNay to approve the Resolution Authorizing Sale of Personal Property to dispose of equipment no longer needed that was left at the newly purchased building at 1600 N. 43rd Street (Doc. Reg. No.3774). On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Approve Dell Lease for Apex Backup Services

It was recommended by the Finance Committee and moved by Member Arns to approve the Dell Lease for Apex Backup Services for a 60-months with an annual payment of $37,626.29 and a total lease of $178,078.89 (Doc. Reg. No. 3775). On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Policy Committee

It was recommended by the Policy Committee and moved by Member Whitfield to remove from the table and adopt the following May 2022 PRESS Policy revisions:

Close Public Hearing

President Arns asked if there were any questions regarding the 2022-2023 Quincy District Budget prior to closing the hearing. President Arns closed the public hearing at 6:13 p.m.

Approve 2022-2023 Quincy School District Budget

It was moved by Member Ali and seconded by Member McNay to approve the 2022-2023 Quincy School District Budget (Doc. Reg. No. 3776). On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Approve Discipline Improvement Plan

It was moved by Member Ali and seconded by Member McNay to approve the Discipline Improvement Plan (Doc. Reg. No. 3777). On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Approve Asthma Action Plan Protocol

It was moved by Member Petty and seconded by Member McNay to approve the Asthma Action Plan Protocol (Doc. Reg. No. 3778). On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

FY 2023 Round 1 School Maintenance Project Grant

It was moved by Member McNay and seconded by Member Brock to approve submitting and participating in FY 2023 Round 1 School Maintenance Project Grant. the 2022-2023 Quincy School District Budget. On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock,

McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Executive Session

At 6:17 p.m., it was moved by Member McNay and seconded by Member Arns that the Board suspend the rules and go into executive session to discuss: a) the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the School District; b) collective negotiating matters between the School District and its employees or their representatives, or

deliberations concerning salary schedules for one or more classes of employees; c) the sale or lease of property owned by the District; d) the sale or lease of property owned by the District; g) student disciplinary cases; i) pending, probable, or imminent litigation; and j) attorney/client privilege. On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Resumption of Rules

At 7:05 p.m., it was moved by Member Whitfield and seconded by Member Brock to resume the conduct of the regular meeting under rules. On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Student Discipline

It was moved by Member Petty and seconded by Member Ali to adopt the recommendation made in executive session for pre-expulsion agreements for four QJHS students, and two Academy students. On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following member voted Nay: None. Whereupon the President declared the motion carried.

Revised Personnel Addendum

It was moved by Member McNay and seconded by Member Ali to approve the Revised Personnel Addendum. On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried.

Adjournment

At 7:08 p.m., it was moved by Member Ali and seconded by Member Arns that the regular meeting adjourn. On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, McNay, Nichols, Petty, and Whitfield; and the following members voted Nay: None. Whereupon the President declared the motion carried and the regular meeting was duly adjourned.
