PUBLIC FORUM

PETITION

By Quincy University/Mart Heinen Booster Club requesting permission to conduct a raffle and have the bond requirement waived from 11/2/22 through 2/5/23. The City Clerk recommends approval of the permit.

REPORTS OF THE QUINCY PLAN COMMISSION

Ward 1 Recommending DENIAL of the amendment to a Special Permit for Planned Development at 2600 North 12th Street to obtain a liquor license as a means to operate multiple video gaming terminals at 2600 North 12th Street, as requested (Zoned C1B).

Ward 5 Recommending APPROVAL of a Special Permit for Planned Development for 2130 Harrison Street to allow for the installation of additional parking stalls to serve the existing senior living facility, as requested (zoned R1A/R1C).

Ward 4 Recommending APPROVAL of an amendment to a Special Permit for Planned Development at 2435 Maine Street to allow the 3,000 square foot cafeteria to be used for storage by Quincy Community Theater, as requested (zoned R3).

Ward 3 Recommending APPROVAL of the subdivision (dividing one lot into two) of property located at 3601-3701 Broadway Street under the “small tracts” provision of the Subdivision Ordinance, as requested (zoned C2).

OPEB Actuarial Valuation as of May 1, 2022

RESOLUTIONS

Public Works Director and Central Services Director recommending approval of the purchase of 2,720 tons of road maintenance salt from Compass Minerals America, Inc. in the amount of $257,529.60.

Resolution Authorizing Execution Of An Other Post-Employment Benefits (“OPEB”) Trust.

Comptroller and Finance Committee recommending the City be authorized to disburse the IRS private letter ruling plus any legal fees owed to law firm of Brown, Hay, and Stephens of Springfield, Illinois upon invoiced amount.

Chief of Police and Police Aldermanic Committee recommending a new agreement be entered into for a Quincy Police Department Housing Officer and to continue the successful partnership between the Quincy Police Department and the Quincy Housing Authority.

Chief of Police and Police Aldermanic Committee recommending a new agreement for service for an elder service officer be entered into to continue the successful partnership between the Quincy Police Department and the West Central Illinois Case Coordination Unit.

Chief of Police and Police Aldermanic Committee recommending a new agreement for service for three Quincy Police Department School Resource Officers be entered into to continue the successful partnership between the Quincy Police Department and the Quincy Public Schools.

Chief of Police recommending approval to pay $19,428.60 for tuition for Officers Macy Carmean, Parker Shelton and Todd Kelly, who attended the basic law enforcement training class at the Macon County Law Enforcement Training Center.

A resolution to enter into a contractual agreement with Anders Technology for the purpose of providing IT management/consulting services to the City for a sum not to exceed a total cost of $50,000.

Adoption presentation of an ordinance entitled:

An Ordinance Amending Chapter 51 (Plumbing And Sewers) And Chapter 52 (Water) Of The Municipal Code Of The City Of Quincy of 2015. (Water and Sewer funds).

Second presentation of an ordinance entitled:

An Ordinance Amending The 2022 – 2023 Fiscal Year. (Increased expenditures for professional fees and IT budget for the purpose of purchasing dual-factor authentication equipment and consulting services. Lincoln Bicentennial Commission Fund receiving a donation for the purpose of increasing the building expenditures for the Looking for Lincoln Interpretive Center.)
