Monday, October 10, 2022, being a legal holiday, the regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Michael A. Troup presiding.
The following members were physically present:
Ald. Fletcher, Entrup, Bergman, Bauer, Mays, Freiburg, Farha, Mast, Reis, Maples, Uzelac, Holtschlag. 12. Absent: Ald. Sassen, Rein. 2.
Ald. Farha moved that absent Aldermen be allowed the usual compensation for this meeting. Motion carried.
Alderman Bergman moved to amend the Roll Call Vote following the Finance Committee Report at the October 3rd 2022 meeting of the City Council. Ald. Bergman voted Nay and Ald. Freiburg voted Abstain.
The minutes of the regular meeting of the City Council held October 3, 2022, as amended, and the Quincy Township Meeting held September 12, 2022, were approved on a motion of Ald. Bergman. Motion carried.

PETITIONS
By NLA Quincy requesting approval for a subdivision (dividing one lot into two) of property located at 3601-3701 Broadway Street under the “small tracts” provision of the Subdivision Ordinance (zoned C2).
Ald. Freiburg moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.
By Good Samaritan Home requesting approval for a Special Permit for a Planned Development to install additional parking stalls to serve the existing senior living facility at 2130 Harrison Street (zoned R1A & R1C).
Ald. Reis moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.
By Tri State Investors Group, LLC, requesting approval to amend a Special Permit for a Planned Development to obtain a liquor license as a means to operate multiple video gaming terminals at 2600 N. 12th Street (zoned C1B).

By Bryce Rupp requesting approval to amend a Special Permit for a Planned Development to allow for the 3,000 square foot cafeteria at 2435 Maine Street to be used for storage by Quincy Community Theater (zoned R3).

Special Event Application from the Quincy Family YMCA, requesting permission to hold the annual Turkey Run on Thursday, November 24, 2022. The run/walk event will start at 8:00 a.m. and conclude at 10:30 a.m. and consists of one mile 5K, and 10K routes that begin and end at the YMCA at 3101 Maine St. The applicant requests the following street closures from 7:30 a.m. until 10:30 a.m. on the day of the event: Maine St., 16th to 33rd; Jersey St., 16th to 20th; East Ave.; West Ave.; Aldo Boulevard, 22nd to 23rd; Washington St., 16th to 22nd; Jackson St., 14th to 22nd; 16th St., Maine to Jersey; 16th St., Washington to Jackson; 22nd St., Grove Ave. to Jackson St. and 23rd St., Maine to Aldo Boulevard. The applicant requests that Auxiliary Police be present at the requested intersections and that the City provide barricades for the street closures. The applicant will have signage in place directing traffic on where to enter for St. Peter’s Church services. The applicant has submitted all required documentation and approval is recommended by the Department of Utilities & Engineering.
Ald. Reis moved the prayer of the petition be granted and the proper authorities notified. Motion carried
By ABWA Quincy Charter Chapter requesting permission to conduct a raffle and have the bond requirement waived from November 10, 2022, through February 25, 2023. The City Clerk recommends approval of the permit.
Ald. Farha moved the prayer of the petitions be granted. Motion carried.
MAYOR’S APPOINTMENT
By Mayor Michael A. Troup making the appointment of Rhonda Autry to the Quincy Housing Authority Board of Directors for a five- year term starting October 25, 2022.

PROCLAMATION
By Michael A. Troup proclaiming the Month of October as “German-American Month.”

CITY OF QUINCY COUNCIL RESOLUTION AUTHORIZING DEMOLITION EXPENDITURES FOR 914 CHERRY, 410 COLLEGE AND 217 ELM STREETS
WHEREAS, the City of Quincy is committed to the improvement of the quality of life of its residents and reducing blight; and
WHEREAS, the City of Quincy has established a program to address unsafe and dangerous buildings; and
WHEREAS, the City received a Court Order to demolish the structures located at 914 Cherry, 410 College and 217 Elm Street as a dangerous and unsafe building; and
WHEREAS, bids were sought to demolish the structure and as a result of the bidding process, Zanger Excavation LLC was found to be the low bidder in the amount of $39,500 to demolish the structures; and
NOW, THEREFORE BE IT RESOLVED that the Mayor and City Council accept the bid from Zanger Excavation LLC in the amount of $39,500 for the demolition of the structures located at 914 Cherry, 410 College and 217 Elm Streets and that the Mayor be authorized to execute the appropriate contract documents.
This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 12th day of October, 2022.

RESOLUTION
WHEREAS, the Human Resources Department is responsible for the negotiation of labor agreements between the City of Quincy and the six (6) union labor bargaining units that represent its employees; and,
WHEREAS, the City required the services of a law firm that specializes in collective bargaining negotiations to assist with the labor agreement between the City of Quincy and the Illinois Police Benevolent and Protective Association (PBPA) that represents employees of the Quincy Police Department; and,
WHEREAS, the law firm of Ancel Glink, P.C. of Chicago, Illinois, was qualified and available to provide the legal services in a satisfactory and timely manner; and,
WHEREAS, the City has received an invoice from Ancel Glink in the amount of $8,270.00 for legal services rendered for the labor agreement; and,
WHEREAS, funding for these services is available in the 2022/2023 General Fund fiscal year budget.
NOW, THEREFORE IT BE RESOLVED, that the Human Resources Director recommends to the Mayor and Quincy City Council that the invoice for collective bargaining negotiations from Ancel Glink, P.C. of Chicago, Illinois, in the amount of $8,270.00 be approved for payment.
