Village of Payson Village Board met Sept. 13

Village of Payson Village Board met Sept. 13.

Here are the minutes provided by the board:

Meeting called to order- Mayor Dever asks for roll call. Those present were: Chris Dever, Amanda Window, Kristi Shelton, Roger Sunde, Kyle Beckman, Robert Stock, Gary Epperson, Don Benjamin.

Guests- Heather Ford, Freda Brown, Barney, and Jason.

Secretary’s Report:

Roger motioned to accept the Secretary’s report from August, Gary seconded and all were in favor.

Guests/Communication/Recognition:

Heather Ford with OSA was in attendance to update the board on the town Halloween party, which will be Oct. 29th at the Grade school MPR- OSA and PTO are hosting it and asking the board for their annual donation. They will have trunk or treating and this will include golf carts, UTVs, etc as well. There will be the costume contest as well and games and snacks. Don motions to donate $200 for community development, Roger seconded and all were in favor.

Maintenance Report:

General report- EPA has inspected our wells and we get a back bacteria reading every so often- sample taps will be put in- this will be $1,000 each and we’ll need 2. It will be $11,000 to pull and camera the well to see what the problem is- the taps will tell us which well to pull.

Water Tower update- Jason and Jeff met and talked about location options- we can put the new tower where the town ball field is now or between the parsonage and Masonic Lodge if we can get the land purchased- we’ll need a 100X100 foot section, which they think will be about $15,000 for the lot. The fire department is also talking to the church about land for a new fire house- the board decided that we should sit down with the church again with Kyle, Don, Jason and Chris to see what they’re willing to sell and what the fire dept needs, etc. The board would like to pursue the lot instead of moving the ball diamond. We’ll get another update next month to see where we are.

Sidewalks- been working on several around town. Also working on a retaining wall and mowing. 410 N. Fulton wants to be on the sidewalk list- Jason will look at it to see if it would be a connecting sidewalk and qualify or not for the program.

Police Report:

Property at 406 N. Main- notice is being served for multiple violations to the residents and to the landlord. The notice will be served personally and if they don’t answer, then on the door and also via certified mail.

There was an issue with young girls illegally riding around on a golf cart- this has been stopped.

207 E. Edwards- has tall grass and needs turned over to the police for the ordinance to be enforced. Other properties as well need to be enforced and issued written warnings. The old store needs a warning about mowing and falling bricks. The lot on Redbud also needs mowed and the lot behind Dollar General. These will be turned over to the police.

Parks:

Park lamps- Jason talked to Steve Epperson and Springfield Electric for an idea on lights- he thought $3000/lamp post plus installation and is checking some other places. This may be put out for bid.

Monthly Bills/Treasurer’s Report and Misc. Financial Reports:

Bills for August- Gary motioned to approve expenses, Robert seconded and all were in favor after roll call vote.

Parking ordinance- Barney looked at subdivision and parking situation there and drafted an ordinance to limit parking to no impede on roadways- he is looking up provisions for towing costs and tickets, fines, etc so it can be enforced. He’ll have something for us for next month’s meeting.

Audit starts at the end of the month.

Dec. 2nd will the Christmas tree lighting event in the park.

Adjournment: Gary made a motion to adjourn. Roger seconded and the meeting was adjourned.
