Meeting Convened
The Board of Education of School District No. 172, Adams County, Illinois, met in regular session on August 17, 2022, at 6:00 p.m. in the Board of Education Office, Room 214, 1416 Maine Street, Quincy, Illinois, in said school district.
Roll Call
The meeting was called to order by President Arns, who directed the secretary to call the roll. On the call of the roll, the following members were present and answered to their names: Members Ali, Arns, Nichols, Petty, and Whitfield; and the following member was absent: Member McNay. Member Brock was present telephonically. Whereupon the President declared a quorum was present.
Moment of Silence
President Arns declared a moment of silence and reflection.
Pledge of Allegiance
The Pledge of Allegiance was led by President Arns.
Open Public Hearing
President Arns opened the public hearing on the 2022-2023 West Central Region Joint Agreement Budget, 2022-2023 QAVTC Budget, and the 2022-2023 Special Education Association Budget. There were no comments at the time, but the hearing remained open for comments until closed later in the meeting.
Questions and Comments
President Arns opened the meeting to questions and comments to members of the Board, by members of the public.
Dr. Todd Porter, a pediatrician from Quincy Medical Group, spoke regarding his concerns with COVID 19 health restrictions and schools endorsing CDC guidance.
Consent Agenda
It was moved by Member Petty and seconded by Member Whitfield to approve the following items on the Consent Agenda:

Reports of the Superintendent
First Day. We kicked off the 2022-2023 school year with the first in-person gathering since 2019 with an electric atmosphere and a positive start to a great year! First day transportation routes went very well with limited issues, and we are grateful for the patience of parents as we work out the bumps in the road.
Construction Update. Work on the new board office roof is underway with delays in getting materials pushing the project completion to mid-September. The final phase of renovation work at Quincy Junior High School wrapped up over the summer and the QHS stage curtain and rigging is on schedule to be completed prior to the fall musical.
Building Committee
The Building Committee meeting was a goal setting and information gathering session for the new transportation building renovation. The committee set a goal of summer 2023 for transportation to move into the building and maintenance a goal of summer 2024. The committee also plans to look into the feasibility of technology moving into the space at some point in time.
It was moved by Member Ali and seconded by Member Whitfield to approve Rick Ehrhart as a new member of the Building Committee. District Improvement Committee
The District Improvement Committee did not meet in August.
Finance Committee
The Finance Committee reviewed the tentative budget for 2022-2023. Chief of Business Operations, Ryan Whicker said the tentative budget was prepared with a conservative approach regarding revenues and expenditures. He said the assumptions for the tentative budget include that the district receives an additional $426k in local property taxes, an additional $393k in EBF, Corporate Property Replacement Tax decrease of $3M, and that district receives the equivalent of a full year’s worth of state mandated categorical payments. Member Ali pointed out that the current tax rate is at 3.98 and was previously at 4.13. The increase in local property taxes is due to home values appreciating. The large increase in Federal funding is due to the ESSER II/II grants. The district anticipates receiving an additional $9M in federal funding in FY 2022-23. The budget also includes a 4% increase in salary for most staff, with increases for paraeducators, transportation, food service and security workers to make those positions more competitive under the latest collective bargaining agreement, and a 23% increase in health insurance benefits, which is significantly higher than in recent years. The Board will adopt the budget at
the September 21 meeting.
It was moved by Member Nichols and seconded by Member Arns to approve Board Member Ali as a member of the Finance Committee. Policy Committee

School Resource Officer MOU with City of Quincy Department of Police

Executive Session
At 6:24 p.m., it was moved by Member Whitfield and seconded by Member Nichols that the Board suspend the rules and go into executive session to discuss: a) the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the School District; b) collective negotiating matters between the School District and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees; i) pending, probable, or imminent litigation; j) attorney/client privilege or other matters appropriate for a closed meeting pursuant to the Open Meetings Act.
