Adams County Board Finance Committee met Aug. 8.

Travis Cooley makes a motion to approve the above resolutions. Bob Reich seconded the motion. Motion carried.

o. 2022-08-001-034 – Resolution to Increase Circuit Clerk’s Salary effective December 1, 2022

This would be an 8% increase as proposed. The County Clerk, Circuit Clerk, and Treasurer were significantly lower than the 50% percentile. Matt Obert makes a motion to push to the full County Board. Dave Hoskins seconded the motion. Motion passed.

a) Budget Discussion

a. County Offices are starting budgets. Meetings will start shortly.

New Business

a.) ARPA Summary

a. Village of Ursa – Under EPA Mandates. They are using their own ARPA funds. b. Village of Lima – Being forced to get off of Well water. They are also using their own ARPA funds.

c. Mill Creek Water - $270,000 approved but did not have the resolution. d. Watermain Extension at 52nd. Replacing the meters to split. Getting rid of redundancy.

b.) Opioid Discussion

a. State of IL is subject to a % of the settlement. This money could be used for housing. Would like to see the clarity of it before we delegate any money to it.

c.) Health Insurance

a. Dave is expecting an itemized list to turn in to the health insurance trust. Trust is currently 15% savings. This would be a fully insured plan. The County can only shop every 3 years. This year is the year to shop.

d.) Global Life

a. Rates are somewhat high. No further discussion.
