Adams County Board Executive Committee met Aug. 1.

Here are the minutes provided by the committee:

PRESENT:, R. Kent Snider, Dave Bellis, Barbara Fletcher, Bret Austin

ABSENT: Mark Peter

OTHER: Todd Eyler, Gary Farha, Mike McCaughey, Caitlin Waterman

5:32 pm meeting was convened.

The committee reviewed the minutes from the previous meeting. Bret Austin moved to approve them as written, seconded by Dave Bellis. The minutes were approved.

A.) Speaker – Mike McCaughey – Property and Casualty Insurance a. Mike spoke to the committee regarding bidding out the Property and Casualty Insurance for the County. The committee reviewed and will look into it.

New Business

A. Juvenile Detention Center – HVAC Project

a. Dave Bellis is taking this subject to Building and Ground Committee next week. Bids should be back by next Friday. There were 12 at pre-bid. They were all broken up by trade. Average of 10 residents per day. There are no grants to be found yet.

B. PBPA Sheriff Deputies Union Contract

a. Bret Austin makes a motion to approve the Union Contract. Barb Fletcher seconds the motion. Motion carried.

C. ARPA:

a. Adams County Park Restrooms

i. This project has been added to the ARPA funding list. Discussion entailed how water mains were and where the water lines ran to. How much the parks were used were also discussed. This will be on the September Board Meeting.

b. Village of Ursa – Wastewater Treatment Lagoon Improvements i. This has been vetted and approved by the consultant. EPA guidelines are failing. Mark Peter makes a motion to take this project to the full County Board. Barb Fletcher seconded the motion. Motion carried.

c. Village of Lima – Wastewater Treatment Lagoon Improvements i. EPA is forcing them to stop being a water producer. This means to go to ABS Clayton/Camp Point. The bid is 1.25million. They are using their own ARPA Funds. The village will have to purchase ABS engineering and meters. Lima Received $24,000 of their own ARPA Funds. Mark Peter makes a motion to approve $200,000 to the Full County Board for this project. Dave Bellis seconded this motion. Motion carried.

d. Adams County Supportive Housing Program

i. The State may get a second round of money. This is from the OPIOD Settlement, “ARPA” like funds. Rehab will fall within housing requirements.

e. Bicentennial Commission and Appointments

i. Appointing Joi Austin, Kathy Dooley, and Ralph Oakley. August 10th is the first meeting.

f. Off-Road Vehicle Ordinance

i. This would entail in buying a sticker to put on your machine. Mercer County just passed this ordinance. This will only effect County roads, not state roads or city limits. Bret Austin makes a motion to move to the full County Board. Barb Fletcher seconded the motion. Motion carried.

Executive Session

a. A motion to go into executive session was made by Bret Austin. Seconded by Barb Fletcher. Motion passed. Executive Session started at 07:09. A motion to resume regular session was made at 07:18p.m. by Dave Bellis. Mark Peter seconded the motion. Motion carried to resume the regular session.

b. Bret Austin makes a motion to have the State’s Attorney’s office settle the OPA Violation with Kent Voth not to exceed the settlement amount. Barb Fletcher seconded the motion. Motion carried.

Adjournment

A motion to adjourn the meeting was made by Bret Austin. Dave Bellis seconded the motion. Meeting adjourned at 07:20p.m.
