Adams County Board Executive Committee met July 5.

Here are the minutes provided by the committee:

PRESENT:, Mark Peter, Dave Bellis, Barbara Fletcher, Bret Austin

ABSENT: R. Kent Snider

OTHER: Todd Eyler, Gary Farha, Anthony Foster, Caitlin Waterman, Travis Cooley, David McCleery, Jim Frankenhoff, Travis Cooley, Drew Zimmerman.

5:36 pm meeting was convened.

The committee reviewed the minutes from the previous meeting. Barb Fletcher moved to approve them as written, seconded by Dave Bellis. The minutes were approved.

Reports

A.) Joe Heberlein – Clayton/Camp Point Water District

Mr. Heberlein spoke to the Clearwell out on the boy scout road potentially being a higher priority than the water tower project. This project is being presented as a request for ARPA funds. The total project cost would be $780,000. This is the west treatment plant that pumps water. There is not enough storage. The life expectancy on these are 15-20 years and this plant is sitting on 25 years.

New Business

A. Union Negotiations

a. PBPA Deputies contract has been ratified. Dave Bellis makes a motion to recommend to the Full County Board. Mark Peter seconded the motion. Motion carried.

B. Two Rivers Regional Land Bank

a. Just an update. They are currently formulating a process. Al the officers have been elected. The goal is to find properties in Adams County and have people develop them. The price of this project is still ongoing.

C. Vermont Street Parking

a. The City of Quincy is gifting the Alleyway. We commissioned a survey with Klingners. There is roughly $310,000 in the account. This would expand the parking lot for employees. Looking at Summer next year, fall or early winter.

D. County Board Office Budget Software

a. Still in the middle of this process. Getting answers to questions regarding the capital budgetary piece. They must be able to transfer into FE.

E. State’s Attorney and Public Defender COLA

a. 90% of the State’s Attorney Salary is reimbursed from the State. The salary lines are coming out of ending in 1669 to 1887. Motion made by Dave Bellis to recommend to the Full County Board. Seconded by Mark Peter.

F. ARPA Projects

a. Replacement of COVID19 Funds – 03/20 – 07/22

i. The Committee would like to shut this account down as soon as possible. We are still applying for FEMA reimbursement but could take up to a couple years to get reimbursed. This will be $700,000.

b. Payson Water System Upgrades

i. Payson supplies and distributes water. They are using their own ARPA and Reserves to fund this. They are asking for matching funds from the County ARPA. This would be around $200,000.

c. Village of Clayton

i. They have agreed to use 100% their ARPA towrads their project as well. They have a 25-30% waterloss everyday.

d. Clayton, Camp Point Water District

i. Two projects. Painting of the tower and Clear Well. The painting of the tower would roughly cost $780,000. Asking for $225,000. The Clearwell project was state above.

e. Judicial Upgrade Computers in the Courtrooms

i. This will give them the ability to have cloud-based services. Checking in to see if there is alternative funding available.

f. 52nd Street Watermain Extension

i. Watermain was installed when youth home was installed. Highway, JDC and 911 all use the same water meter. Would install separate meters for each business. Estimated cost would benefit for budgeting purposes.

g. Bicentennial

i. This has been deferred to the chairman. All committee members have been chosen.

h. Adams County Fairgrounds

i. Architect is coming after the fair. The fair board went ahead and committed to the second restrooms. It was $250,000 for the first round of restrooms. $210,000 for the south bathrooms. The Committee asked if we could phase the restrooms out. Dave Bellis made a motion to take this to the Full County Board.

A.) Resolution 2022-07-431-029 – (ARPA) Adams County Judicial Computer Upgrades

B.) Resolution 2022-07-001-030 – (ARPA) Clayton, Camp Point Water District Upgrades

C.) Resolution 2022-07-001-031– (ARPA) Payson Water System Upgrades

Dave Bellis made a motion to approve the above ARPA requests and send to the full County Board per the numbers on the provided sheet. Mark Peter seconded the motion. Motion carried.

D.) Resolution 2022-07-001-032 – Annual Salary Increase for States Attorney and Public Defender

Dave Bellis makes a motion to take to the full County Board. Mark Peter seconded the motion. Motion passed.

Executive Session

a. A motion to go into executive session was made by Dave Bellis. Seconded by Bret Austin. Motion passed. Executive Session started at 07:11. A motion to resume regular session was made at 07:25p.m. by Dave Bellis. Mark Peter seconded the motion. Motion carried to resume regular session.

A motion to adjourn the meeting was made by Bret Austin. Dave Bellis seconded the motion. Meeting adjourned at 07:25p.m.
