City of Quincy & Adams County 9-1-1 Joint Emergency Telephone System Board met April 6.

Here are the minutes provided by the board:

5 members present: Joint ETSB Chairman Mike Farha, Adams County Board Member Barb Fletcher, Quincy Alderman Ben Uzelac, Quincy Police Chief Rob Copley, Adams County Rural Fire Association Representative Tom Bentley

4 members absent: Quincy Alderman Jeff Bergman, Adams County EMS Chief John Simon, Adams County Public Member Duane Venvertloh, PSAP Representative Brian Vonderhaar

Also present: 911 Director Jessica Douglas

Quorum Call. Chairman Mike Farha called the meeting to order and indicated a quorum was present.

Ben Uzelac made a motion to approve the minutes of the February 2, 2022, special meeting. Tom Bentley seconded the motion. The motion carried and the minutes were approved as presented.

9-1-1 Joint ETSB and IAM 822 Union Contract 2022-2026. Director Douglas provided a copy of the proposed Collective Bargaining Agreement between the 9-1-1 Joint ETSB and IAM 822 on behalf of the 9-1-1 telecommunicators to each board member.

It was discussed that the proposed 4-year agreement includes a salary increase in the amount of $0.80 each year, shift differentials for employees assigned to work the evening and midnights shifts, and a one-time compensation in the amount of $1000.00 for employees hired prior to May 1, 2022, once they have completed their first year of service.

Barb Fletcher asked at what percent salaries would increase each year. Director Douglas stated that the first year is a 4.5% salary increase. Salary increases in years subsequent years are 4.25%, 4.1% and 4.0%, respectively.

Barb Fletcher recommended that language in Article 9, Section 4 be amended to clarify that overtime shall be earned on all hours exceeding the forty-hour work week due to the proposed change allowing employees to be scheduled to work either eight or ten hours shifts.

Tom Bentley recommended that language in Article 19, Section 3 be amended so as not to restrict telecommunicators from wearing uniform polo shirts while on duty. The language will be amended to state that telecommunicators are required to wear uniform shirts per policy.

With no further discussion, Tom Bentley motioned to adopt the agreement as amended. Ben Uzelac seconded the motion. The motion passed unanimously, and the proposed agreement was approved as amended.

Chairman Farha thanked the members of the negotiating team for their work and stated that IAM Business Representative Kevin Broemmer and Steward Judy Vahlkamp were terrific to work with.

Meeting Adjournment. Ben Uzelac made a motion to adjourn the meeting. Rob Copley seconded the motion. The motion carried and the meeting was adjourned.
