Adams County Legislative & Judicial Committee met May 10.

Here are the minutes provided by the committee:

PRESENT: Theresa Bockhold, Marvin Kerkhoff, Todd Duesterhaus, Mark Peter, ABSENT: Raquel Piazza

OTHER: Gary Farha, R. Kent Snider, Anthony Foster, Caitlin Waterman, Todd Nelson, Ryan Niekamp

Review of Monthly Reports

Approval of Prior Meeting Minutes

Motion to approve minutes with additional corrections was made by Marvin Kerkhoff and seconded by Thersea Bockhold. Motion passed.

• Elections/Possible Actions

1. Early Voting for the General Election Primary Starts May 19th.

• Appointments

1. Appointment of Steve Adair as a Trustee to the Lima-Tioga Fire Protection District for a three-year term to expire on April 1, 2025. ▪

2. Reappointment of Scott Dedert as a Trustee to the Ursa Street Light District to expire on the First Monday in May of 2025. ▪

3. Appointment of Mike Benjamin as a Trustee to the Payson-Fall Creek Fire Protection District set to Expire the First Monday in May, 2025.

Theresa Bockhold made a motion to recommend the above individual to the full County Board. Marvin Kerkhoff seconded the motion. Motion passed.

• Firework Permit

• Liquor License

1. Special Liquor License for the Adams County Fairgrounds for the Adams County Fair for July 27, 2022, through August 2, 2022

2. One-Day Liquor License for the Adams County Fairgrounds for the Adams County Tractor Pull for July 3, 2022, from 10AM until 11:59PM

3. One-Day Liquor License for the Camp Point Wrestling Club’s Summer Fest on July 9, 2022, from 1PM until 11:59PM

4. One-Day Liquor License for Friends of Unit 4’s Fall Festival on August 27, 2022, at the Adams County Fairgrounds

5. One-Day Liquor License for the Camp Point 4th of July for July 3, 2022, and July 4, 2022, in Camp Point

Tod Duesterhaus made a motion to approve the above firework permits. Theresa Bockhold seconded the motion. Motion carried.

o Resolution 2022-05-121-027 – Temporary Change in Polling Location for Quincy PRCTS 1, 2, 3, 4, 5, 8 & 9 to Grandview Church at 10th and Spruce and Quincy PRCT 30 to Trinity Church.

Theresa Bockhold made a motion to approve the above changes. Todd Duesterhaus seconded the motion. Motion carried.

o Intergovernmental Agreement for Schools Against Fearful Environments (S.A.F.E.)

Theresa Bockhold made a motion to approve the above. Todd Duesterhaus seconded the motion. Motion carried.

o Resolution 2022-05-411-026 – Adams County Public Defender Case Management Software

▪ Asking $55,000.00 of ARPA funds to purchase this software to help out the Public Defenders Office with retaining records and easily accessible via the Cloud.

Todd Duesterhaus made a motion to approve the project and recommend to the County Board. Marvin Kerkhoff seconded the motion. Motion carried.

Executive Session

A motion was made by Todd Duesterhaus to go into Executive Session at 06:13 PM. Theresa Bockhold seconded the motion.

A motion to adjourn the meeting was made by Todd Duesterhaus. Theresa Bockhold seconded the motion. Motion passed.
