Adams County Transportation, Building & Technology Committee met May 10.

Here are the minutes provided by the committee:

Les Post called the meeting to order at 6:00 P.M. in the Law Library. 

Present were: Committee Members: Joe Zanger and Ryan Hinkamper 

Absent were: Committee Members: Dave Bellis and John Brady 

Also present were: Jim Frankenhoff, Dave Bockhold, Kent Snider, David Hochgraber, Todd Eyler, Ferd Niemann III; Isaac Miller and Paul Koscielski 

• Ryan Hinkamper made a motion to approve the minutes of the April 13, 2022 committee meeting as printed and distributed. Joe Zanger seconded the motion. Motion to approve the minutes passed unanimously.

• The Committee reviewed, approved and signed off on the bills.

• David Hochgraber informed the Committee that the battery backup system has been replaced. He also reported that the Sny Island Drainage & Levee District and Pike County, Illinois are both inquiring about contracting for IT services.

• Jim Frankenhoff reported on various projects and bridges in need of repair.

• The Committee reviewed and signed off on a resolution reporting bids and awarding a contract from the April 26, 2022 County Motor Fuel Tax Maintenance Materials Letting to be forwarded to the full County Board for final approval. 

• The Committee reviewed and signed off on a resolution reporting bids and awarding contracts from the April 26, 2022 Road District Motor Fuel Tax Maintenance Materials Letting to be forwarded to the full County Board for final approval.

• The Committee reviewed and signed off on a resolution reporting bids and awarding a contract to Diamond Construction Company, in the amount of $521,860.00 for oil and chip sealing various county highways, from the May 3, 2022 County Motor Fuel Tax Maintenance Letting; to be forwarded to the full County Board for final approval. 

• The Committee reviewed and signed off on a resolution authorizing the County Board Chairman to sign an agreement with Ameren Illinois for the relocation of a high pressure natural gas system in and around the intersection of South 48th and State Streets.

• Paul Koscielski of QFB Energy spoke to the Committee about natural gas prices and contracts. Ryan Hinkamper made a motion to accept a four year contract with Constelation Energy for natural gas service. Joe Zanger seconded the motion. The motion passed unanimously.

• Isaac Miller of Architechnics spoke to the Committee about Paradise Lane Subdivision. They would like a variance to the road setbacks. At this time, there are no provisions for granting variances to the subdivision ordinance. The Committee discussed this at length and asked the developers to draw up new plans with the exact setback lines and possibly adjusting locations of the homes and come back to the Committee.

• Ryan Hinkamper made a motion to adjourn. Joe Zanger seconded the motion. The motion passed unanimously and the meeting adjourned at 6:55 PM,
