Adams County Board Finance Committee met May 9.

Here are the minutes provided by the committee:

PRESENT: Bret Austin, Travis Cooley, Matt Obert, David Hoskins, Robert Reich 

ABSENT: No One

OTHER: Bryden Cory, Gary Farha, Mark Peter, Caitlin Waterman, Todd Eyler, R. Kent Snider, Anthony Foster, Ryan Niekamp, Drew Zimmerman.

Approval of Prior Meeting Minutes

Motion to approve made by Dave Hoskins and seconded by Travis Cooley. Motion passed.

Resolutions

a) Tax Sale Resolution for Parcel 21-0-0457-000-00 located in the Fall Creek Township A motion made by Dave Hoskins to approve the above Resolution. Seconded by Travis Cooley. All in favor. Motion approved.

b) Resolution 2022-05-001-022 – Elected Officials Salary

Committee members agreed to move this Resolution to the end of the agenda. Finance

1. Additional Fund Appropriation

a. Additional Fund Appropriation from Lori Geschwandner – Circuit Clerk – in the amount of $10,500 from Expense Line 421-421-5195 – Transfer to County General for Salaries – for a Revised Budget Amount of $10,500.

Bob Reich made a motion to approve the above additional fund appropriation. Matt Obert seconded the motion. Motion carried.

2. Transfer of Budget Appropriation

a. Transfer of Fund Appropriation from Richard Wagner – Sheriff – in the amount of $110,000 from Account Line 005-001-5713 – ARPA Expense – for a Revised Budget Amount of $7,108,217.69 and $110,000 to Account Line 001-301-5150 – Sheriff: Salary-Overtime & Warrants – for a Revised Budget Amount of $150,000.

b. Transfer of Funds Appropriation from Richard Wagner – Sheriff – in the amount of $9,000 from Account Line 001-001-5999 – Contingency – for a Revised Budget Amount of $133,500 and $9,000 to Account Line 001-301-5637 – Jail Operating Supplies – for a Revised Budget Amount of $29,000.

Both accounts are internal. Matt Obert makes a motion to transfer the funds. Bob Reich seconded the motion. Motion carried.

A.) ARPA Projects:

a. Resolution 2022-05-231-023 – Adams County Sheriff Filing Cabinets Bob Reich made a motion to approve the above resolution in the amount of $9000.00. Matt Obert seconded the motion. Motion carried.

b. Resolution 2022-05-231-024 – Adams County Sheriff Ballistic Vests

David Hoskins made a motion to approve the resolution above. Travis Cooley seconded the motion. Motion passed.

c. Resolution 2022-05-231-024 – Adams County Sheriff Public Safety Worker Over Time COVID Response

Matt Obert made a motion to approve the above resolution in the amount of $110,000.00. David Hoskins seconded the motion. Motion passed.

d. Resolution 2022-05-411-026 – Adams County Public Defender Case Management Software

Matt Obert made a motion to approve the above resolution for $55,000.00. Travis Cooley seconded the motion. Motion carried.

B.) Credit Card Applications

a. F. Bryden Cory – County Treasurer.

b. Emily Hendrickson – Adams County Health Department

Matt Obert made a motion to approve both the above credit card applications. Bob Reich seconded the motion. Motion carried.

a.) Matt Obert makes a motion to go into Executive Session at 6:20 PM. Travis Cooley seconds the motion. Motion carried. Executive Session has started.

Executive Session ended at 6:51pm.

b.) Action Items (if needed)

a. Matt Obert makes a motion to increase the numbers in salaries. Bob Reich seconded the motion. Motion carried.

Miscellaneous

a.) Insurance

a. The Human Resources Department met with the City of Quincy to discuss the option of a trust for medical insurance. This would mean the county would bypass a broker and go directly to the end carrier. No action was taken as it was an informational meeting.

A motion to adjourn the meeting was made by Matt Obert. Travis Cooley seconded the motion. Meeting adjourned at 7:03pm.
