Adams County Transportation, Building & Technology Committee met March 15.

Dave Bellis called the meeting to order at 6:00 PM. in the Law Library.
Present were: Committee Members: Les Post, John Brady, Joe Zanger and Ryan Hinkamper
Absent were: None

• Les Post made a motion to approve the minutes of the February 15, 2022 committee meeting as printed and distributed. John Brady seconded the motion. Motion to approve the minutes passed unanimously.
• The committee reviewed, approved and signed off on the bills.
• Jim Frankenhoff spoke to the Committee about three resolutions dealing with the Meyer property, one for the dedication for roadway purposes, one authorizing a temporary easement for levee maintenance and one authorizing the sale of the property to be forwarded to the full County Board for final approval. Les Post made a motion to approve all three resolutions. Ryan Hinkamper seconded the motion. The motion was approved unanimously.
• Jim Frankenhoff spoke to the Committee about water line work to be done on the County Highway Department campus. New water mains and separate meters for Highway, JDC and 911 are to be installed.
• The Committee reviewed a resolution appropriating the sum of $1,700,000.00, which includes $458,907.93 in Rebuild Illinois monies from the County MFT Fund and $60,000.00 from the County's Matching Tax Fund to pay for the County's share of the reconstruction of the intersection of South 48TH Street and State Street and authorizing the County Board Chairman to sign any agreements with the City of Quincy that shall be designated as section 20-00079-05-PV, to be forwarded to the full County Board for final approval. Ryan Hinkamper made a motion to approve the resolution. Joe Zanger seconded the motion. The motion was approved unanimously.
• The Committee reviewed a Resolution Reappointing James R. Frankenhoff as County Engineer, to be forwarded to the full County Board for final approval. Joe Zanger made a motion to approve the resolution, Ryan Himkamper seconded the motion. The motion was approved unanimously.
• David Hochgraber spoke to the Committee about a resolution for information technology upgrades in the courtrooms to be forwarded to the full County Board for final approval. Joe Zanger made a motion to approve the resolution. Ryan Hinkamper seconded the motion. The motion passed unanimously.
• The Committee discussed ongoing exterior renovations at the courthouse and reviewed a resolution for services and installation of E.L.F.S. to be forwarded to the full County Board for final approval. John Brady made a motion to approve the resolution. Les Post seconded the motion. The motion passed unanimously.
• John Simon spoke to the Committee about an intergovernmental agreement between Adams County and Hancock County allowing Adams County to provide management expertise for the Hancock County Ambulance Service. Les Post made a motion to approve the agreement and forward to the full County Board for final approval. John Brady seconded the motion. The motion passed unanimously.
• Terry Bower spoke to the Committee about needed HVAC work at the Juvenile Detention Center
• John Brady made a motion to adjourn. Joe Zanger seconded the motion. The motion passed unanimously and the meeting adjourned at 6:50 P.M.
