Adams County Board met Jan. 11.
Here are the minutes provided by the board:
The County Board of Adams County, Illinois met at the Courthouse, Quincy, Illinois, at 7:00 P.M., pursuant to recess.
PRESENT: Kent Snider, Chairman
Christa Holtman, Chief Deputy County Clerk
Mr. Taylor Rakers gave the invocation which was followed by the Pledge of Allegiance to the flag of the United States of America.
Chairman Snider called the meeting to order.
The County Clerk called the roll and the following members were present: Robert Reich, John Brady, David McCleary, Les Post, Theresa Bockhold, Joe Zanger, David Hoskins, Todd Duesterhaus, Bret Austin, Steven Demoss, Megan Howell, Barbara Fletcher, Ryan Hinkamper, Dave Bellis, Marvin Kerkhoff, Taylor Rakers, Travis Cooley and Kent Snider.
Total Present: 18 Absent: 3
Absent were: Raquel Sparrow, Matt Obert and Mark Peter
Chairman Snider declared a quorum present.
Officeholders, department heads, and/or their representatives also present were: Lori Geschwandner-Circuit Clerk, Todd Nelson- Public Defender, Anthony Foster- Director of Court Services, John Simon-EMA & Ambulance Director, Jim Frankenhoff- County Engineer, Dave Bockhold- Highway Department and Sheriff Rich Wagner.
At this time, Mr. John Simon recognized Tom Landeher and Bill Ballard for their years of service to the County. Mr. Landeher has been with the department for 37 years, including his years of volunteering before becoming an employee. Mr. Simon presented Mr. Landher with a plaque for 35 years of dedication and service to Adams County.
Mr. Ballard has 33 years dedication to the county, including his years of volunteering before becoming an employee. Mr. Simon presented Mr. Ballard with a plaque for 30 years of dedication and service to Adams County.
Mr. Simon stated that he got to learn under both of these employees and is honored to be able to present the awards to them tonight.
Mr. Obert entered the meeting at 7:06 PM.
Mr. Duesterhaus moved to approve the minutes of the December 14th, 2021 County Board meeting as printed and distributed.
Mrs. Fletcher seconded the motion.

Transportation, Building & Technology
Committee Report (Mr. Bellis)
Bills – The committee met on Tuesday, January 11th to review the bills for the Highway Department, the Maintenance Department, and the Technology Department. All the bills were in order.
Resolutions
a. 2022-01-501-001- Resolution for approval of a Revised Plat of Paradise Lane Subdivision (Revised), located in Section 13 of Riverside Township, subject to approval of the County Engineer’s subdivision checklist. The clerk read the resolution by title only.
Mr. Zanger made a motion to approve the resolution.
Mr. Brady seconded the motion.
Mr. Bellis stated that they voted on this a couple months ago, but they found another entrance to the property and are approving the revision. Resolution 2022-01-501-001 was approved.
The committee’s next meeting is scheduled for February 15th, 2022 at 6:00 PM in the Law Library.
Legislative & Judicial
Committee Report (Mrs. Bockhold)
Bills – The committee met on January 11th, 2022 to review the bills from the circuit Clerk, Juvenile Detention Center, Probation Department, Public Defender, State’s Attorney, and the Supervisor of Assessments. All the bills were in order.
Reports
The committee reviewed county code 1-11-5. The IRS has changed the daily per diem to $59.00. The committee will present the county code change to the full board at next month’s meeting.
The committee’s next meeting is scheduled for February 15th, 2022 at 6:00 PM in the County Board Room.
Public Health & Safety
Committee Report (Mrs. Fletcher)
Bills – The committee met on January 11th, 2022 and reviewed the bills for the Sheriff’s Office, Coroner’s Office, Emergency Management Agency and Animal Control. All of the bills were in order.
The committee’s next meeting is scheduled for February 15th, 2022 at 6:30 PM in the ROE Conference Room.
Finance
Committee Report (Mr. Austin)
Bills – The committee met on January 10th, 2022 to review the bills. All of the bills were in order.
Budget
a. FY21-22 Levy
Mr. Austin stated that there are no changes to this, that this action is because one amount wasn’t on the sheet last month when the board approved it. He stated this is budget neutral, but the clerk needs the correct sheet to be approved. Mr. Austin made a motion to approve the levy correction.
Mr. Obert seconded the motion.
The levy correction was approved.
The committee’s next meeting will be February 14th, 2022 at 6:00 PM in the ROE Conference Room.
Executive Committee
Committee Report (Mr. Austin)
The committee met on January 3rd, 2022.
Report
The Probation Department reported that, to date, the ACE Program has prompted 29 referrals. Of those 29, 19 of those have initiated the program. 8 people have been placed with employers. He stated this program has had a good start and is a good thing and they will have another report in 3 months. He explained that at that time, the board will revisit the program and discuss if they will continue it.
Discussion and Possible Action
a. ARPA Project: Mill Creek Water
Mr. Austin explained that the district serves about 6,000 people. He stated that it was a large ask to do the water tower, but the ARPA funds are dedicated toward water-line replacements. The district came back with a 54th street water main improvement at $270,000. He stated it would eliminate a pinch-point in their water lines and replacing water main and allow for expansion in the future. He stated this is an ongoing discussion and will have no action tonight.
b. Resolution 2022-01-121-001- Resolution to Aid in Voter Accessibility by the Purchase of Election Tabulation Equipment.
Mr. Austin made a motion to approve the resolution.
Mr. Rakers seconded the motion.
Mr. Austin stated that both the Finance and Executive committee voted unanimously to approve this purchase. He stated this would purchase 45 tabulators which collect ballots in the polling locations. These DS200 machines are vetted by the state and will increase the speed of voting. He reported the estimate is for $258,750 and approved by Bellweather.
Mr. Zanger asked if voters would still receive a paper ballot.
Mr. Austin stated the ballots are still printed out before-hand. In the future, there is an option to add on equipment that prints your ballot out before you put it into the tabulator.
Resolution 2022-01-121-001 was approved.
The committee will meet on February 7th, 2022 at 5:30PM in the ROE Conference Room.
Unfinished Business
New Business
1) Approval of Board Member Travel Vouchers
There were no board member travel vouchers to approve.
2) Monthly Reports – Supervisor of Assessments/Board of Review, the Probation Department, Juvenile Detention Center, the County Clerk & Recorder’s office, Sheriff’s Department, Information Technology, the Public Defender, the Circuit Clerk, and the Treasurer’s office, Monthly check register for December 2021, and Funds Summary report for December 2021 including revenue and expenses. Mr. Duesterhaus made a motion to receive and file the monthly reports with the appropriate committee.
Mr. Zanger seconded the motion.

3) Committee Reassignments
Chairman Snider announced that Mr. Cooley and Mr. Rakers would be trading chairs. Mr. Cooley will now serve on the Finance Committee and Mr. Rakers will now serve the Public, Health and Safety Committee.
Correspondence
1) Ameren IL= Upcoming Vegetation Activities
Mr. Duesterhaus moved to receive and file the correspondence with the appropriate committee.
Mr. Zanger seconded the motion.

The January 11th, 2022 County Board meeting was recessed until Tuesday, February 15th, 2022.
