West Central Community Unit School District #235 Board of Education met Jan. 12.

Here are the minutes provided by the board:

CALL TO ORDER

The meeting was called to order by President Schaley at 5:00 p.m. in the West Central Elementary Cafeteria. The following board members answered roll call: Arnold, absent; Bigger, aye; Clark, aye; Lenahan, aye; Lumbeck, absent; Schaley, aye; Vancil, aye President Schaley declared a quorum present. Also present were Superintendent Markey, J. Kirby, J. Zaiser, K. Lafary, S. Ryner and N. Clark.

HEARING OFFICER Motion by Bigger, seconded by Clark to appoint President Schaley as hearing officer to preside over a student discipline hearing. Roll call: Arnold, absent; Bigger, aye; Clark, aye; Lenahan, aye; Lumbeck, absent; Schaley, abstained; Vancil, aye. Motion carried.

CLOSED SESSION

Motion by Clark, seconded by Lenahan to enter closed session pursuant to the Open Meetings Act - 5 ILCS 120/1 et seq. to hear a student discipline case at 5:01 p.m. Roll call: Bigger, aye; Clark, aye; Lenahan, aye; Lumbeck, absent; Schaley, aye; Vancil, aye; Arnold, absent. Motion carried.

The Board took a short break and reconvened in the Unit Office Conference Room at 5:04 p.m. Roll call: Arnold, absent; Bigger, aye; Clark, aye; Lenahan, aye; Lumbeck, absent; Schaley, aye; Vancil, aye.

Motion by Clark, seconded by Lenahan, to return to open session at 5:20 p.m. Roll call: Clark, aye; Lenahan, aye; Lumbeck, absent; Schaley, aye; Vancil, aye; Arnold, absent; Bigger, aye. Motion carried.

ACTION ITEM

STUDENT VIOLATED RULES

Motion by Bigger, seconded by Clark that Student #23027 be found to have violated school rules of harassment of students and threats of violence to school personnel and/or students which constitutes gross disobedience and misconduct under circumstances so related to the school program so as to warrant discipline. Roll call: Lumbeck, absent; Schaley, aye; Vancil, aye; Arnold, absent; Bigger, aye; Clark, aye; Lenahan, aye. Motion carried.

CLOSED SESSION

Motion by Bigger, seconded by Lenahan to return to closed session to continue student discipline hearing at 5:23 p.m. Roll call: Schaley, aye; Vancil, aye; Arnold, absent; Bigger, aye; Clark, aye; Lenahan, aye, Lumbeck, absent. Motion carried.

Motion by Bigger, seconded by Clark to return to open session at 5:25 p.m. Roll call: Vancil, aye; Arnold, absent; Bigger, aye; Clark, aye; Lenahan, aye; Lumbeck, absent; Schaley, aye. Motion carried.

ACTION ITEMS

STUDENT EXPELLED

Motion by Bigger, seconded by Clark that a ten (10) day out of school suspension for Student #23027 be upheld and that Student #23027 be expelled from West Central C.U.S.D. #235 for harassment of students and threats of violence to school personnel and/or students for the remainder of the 2021-2022 school year and the 2022-2023 school year. Student #23027 may return to West Central C.U.D.S. #235 beginning with the 2023-2024 school year. Roll call: Arnold, absent; Bigger, aye; Clark, aye; Lenahan, aye; Lumbeck, absent; Schaley, aye; Vancil, aye. Motion carried.

EXPULSION HELD IN ABEYANCE

Motion by Bigger, seconded by Clark that the expulsion of Student #23027 be held in abeyance in order to allow said student to attend the Regional Alternative Education Services School. Student #23027 may apply for reinstatement to West Central C.U.S.D. #235 beginning of 2023-2024 school year. Roll call: Bigger, aye; Clark, aye; Lenahan, aye; Lumbeck, absent; Schaley, aye; Vancil, aye; Arnold, absent. Motion carried.

ADJOURNMENT

Motion by Clark, seconded by Bigger to adjourn at 5:28 p.m. The vote was unanimous. Motion carried
