Adams County Board met March 9

The County Board of Adams County, Illinois met at the Courthouse, Quincy, Illinois at 7:00 P.M., pursuant to recess.
PRESENT: Kent Snider, Chairman
Ryan Niekamp, County Clerk
Mr. Taylor Rakers gave the invocation which was followed by the Pledge of Allegiance to the flag of the United States of America.
Chairman Snider called the meeting to order.
The County Clerk called the role and the following members were present: Mark Peter, Matt Obert, Robert Reich, John Brady, Seldon Totsch, Les Post, Theresa Bockhold, David Hoskins, Todd Duesterhaus, Bret Austin, Rebecca Weed, Barbara Fletcher, Ryan Hinkamper, Dave Bellis, Marvin Kerkhoff, Raquel Piazza, Taylor Rakers, Barney Bier and Kent Snider.
Total Present: 19 Absent: 2
Absent were: Joe Zanger and Steven Demoss
Chairman Snider declared a quorum present.
Officeholders, department heads, and/or their representatives also present were: Lori Geschwandner-Circuit Clerk, Anthony Foster- Director of Court Services Jim Frankenhoff- County Engineer and Jessica Douglas- Director of 9-1-1, and Sue Hester – Director of Administrative Services.
Mr. Rakers moved to approve the minutes of the February 9, 2021 county board meeting as printed and distributed.
Mr. Austin seconded the motion.
Motion to approve the minutes of the February 9, 2021 meeting as printed was adopted.
Transportation, Building & Technology
Committee Report (Mr. Bellis)
Bills – The committee met on Tuesday, October 13th to review the bills for the Highway Department, the Maintenance Department, and the Technology Department. All of the bills were in order.
Resolutions
a. 2021-03-501-001 - Resolution reporting bids from the February 23, 2021 County Motor Fuel Tax Maintenance Materials Letting. (Attachment A-1). Mr. Brady made a motion to approve the resolution.
Mr. Post seconded the motion.

b. 2021-03-501-002 – Resolution reporting bids from the February 23, 2021 Road District Motor Fuel Tax Maintenance Materials Letting. (Attachment A-2).
Mr. Post made a motion to approve the resolution.

Resolution 2021-03-501-002 was approved.
c. 2021-03-501-003 – Resolution appropriating $458,907.93 in Rebuild Illinois monies from the County Motor Fuel Tax Fund and $150,000.00 from the County Matching Tax Fund to pay for the County’s share of the resurfacing of a segment of County Highway 48 (N 1200TH Avenue) (FAS Route 1588), from E 1900TH Street , easterly, to E 2200TH Street, that is approximately 2.89 miles in length and authorizing the County Board Chairman to sign any agreements and contracts and shall be designated as Section 19-00062-05-FP. (Attachment A-3).
Mr. Bellis made a motion to approve the resolution.
Mr. Brady seconded the motion.
Resolution 2021-03-501-003 was approved.
d. 2021-03-501-004 – Resolution appropriating $40,000.00 from the County Matching Tax Fund to pay for the County’s share of the resurfacing of a segment of County Highway 7 (North Bottom Road) (FAS Route 1600), from N 1850TH Avenue to West Point Pleasant Road, that is approximately 2.24 miles in length and authorizing the County Board Chairman to sign any agreements and contracts and shall be known as Section 16-00164-01-PP. (Attachment A-4).
Mr. Bellis made a motion to approve the resolution.
Mr. Post seconded the motion.
Resolution 2021-03-501-004 was approved.
e. 2021-03-501-005 - Resolution reporting bids and awarding a contract to Varsity Striping & Construction Co., Champaign, IL, in the amount of $49,830.19, for pavement marking on various County Highways known as Section #21-00000-98-GM, from the March 9, 2021 Maintenance Letting (Attachment A-5).
Made a motion to approve the resolution.
Seconded the motion.
Resolution 2021-03-501-005 was approved.

Legislative & Judicial
Committee Report (Mr. Bier)
Bills – The committee met on March 1st, 2021 to review the bills from the circuit Clerk, Juvenile Detention Center, Probation Department, Public Defender, State’s Attorney, and the Supervisor of Assessments. All of the bills were in order.
Reports
The committee discussed getting reports by the 2nd of the month to give them enough time to renew them. The committee anticipates meeting with the Juvenile Detention Center Superintendent to get an update on the facility.
Appointments
The following appointments were approved together:
a. Tri-Township Fire Protection District Reappointment of Ronald Marks to expire the first Monday of May 2024. (Attachment B-1).
b. Central Adams County Fire Protection District Reappointment of Melvin M. Moellring to expire the first Monday of May 2024.
Mr. Bier made a motion to approve the reappointments.
Mr. Kerkhoff seconded the motion.
The reappointments were approved.
The committee’s next meeting is scheduled for April 14th, 2021.
Public Health & Safety
Committee Report (Mr. Peter)
Bills – The committee met on February 16, 2021 and reviewed the bills for the Sheriff’s Office, Coroner’s Office, Emergency Management Agency and Animal Control. All of the bills were in order.
Reports
Sheriff Wagner gave the following report to the committee: There were no new hires. The jail population was 130. They transferred 12 inmates to the DOC in February. There were no inmates or employees that had COVID during the time reporting. All inmates were offered COVID vaccines during the second week of February. There were several inmates that voluntarily received this vaccine. This was administered by Health Department. The office is concerned that the upcoming gas bills may be increased due to a natural gas shortage.
The Coroner’s office reported 149 deaths, 9 autopsies, 2 unclaimed indigent cremations, 1 cremation, 1 burial and 76 cremation permits issued in December. There were 134 deaths, 6 autopsies, 0 unclaimed/ indigent cremations and 65 cremations permits issued in January.
The committee’s next meeting is scheduled for March 16th, 2021.
Finance
Committee Report (Mr. Austin)
Bills – The committee met on March 8th, 2021 to review the bills. All of the bills were in order.
Resolution –
a. Resolution Number 2021-03-141-008 – A Resolution to Waive the First Installment Late Fee of the 2020 (payable 2021) Adams County Real Property Tax Installment. (Attachment C-1).
Mr. Austin made motion to approve the resolution.
Mr. Rakers seconded the motion.
Discussion: Mr. Austin stated the county will not charge late fees on the first installment, however, the late fees do apply to the second installment. Resolution 2021-03-141-008 was approved.
Finance
a. Additional Fund Appropriation from Sue Hester, Director of Administrative Services, in the amount of $21,000.00 to Revenue Account Line Item 001-104-4650 – Reimbursement – Computers – for a Revised Budget Amount of $86,000.00 and $21,000.00 to Expense Account Line Item 001-104-5825 – Equipment – Hardware and Upgrades – for a Revised Budget Amount of $26,000.00. (Attachment C-2). Mr. Austin made a motion to approve the additional fund appropriation. Mr. Reich seconded the motion.
A roll call vote was taken to approve the additional fund appropriation. Those in favor were: Mark Peter, Matt Obert, Robert Reich, John Brady, Seldon Totsch, Les Post, Theresa Bockhold, David Hoskins, Todd Duesterhaus, Bret Austin, Rebecca Weed, Barbara Fletcher, Ryan Hinkamper, Dave Bellis, Marvin Kerkhoff, Raquel Piazza, Taylor Rakers, Barney Bier and Kent Snider.
Total in favor was 19.

b. Additional Fund Appropriations from Anthony Foster, Director of Probation & Court Services, in the amount of $29,900.00 to Revenue Account Line Item 001-311-4991 – Transfer from Probation Service Fund – for a Revised Budget Amount of $89,900.00, and $29,900.00 to Expense Line Item 311-311-5995 – Transfer to County General – for a Revised Budget Amount of $89,900.00. (Attachment C-3). Mr. Austin made a motion to approve the additional fund appropriation. Mr. Hoskins seconded the motion.
Discussion: Mr. Austin explained that this is a year-by-year item. He thanked Mr. Foster for staying on this. This would increase the reimbursement that goes into the county general.
A roll call vote was taken to approve the additional fund appropriation. Executive Committee
Committee Report (Mr. Austin)
Resolution/Action
a. Land Bank Program of Adams County
Mr. Austin explained that we need to adopt a resolution to allow us to accept the money from the Strong Communities Program. We are not obligating ourselves to anything yet. That amount is $200,000. (Attachment D-1).
Mr. Austin made a motion to accept the money from the Strong Communities Program in the amount of $200,000.
Mr. Bellis seconded the motion.
The resolution was approved.
Mr. Peter asked what the timeline is on this.
Mr. Austin stated he thinks it will be a couple months. He stated that we need to capture the money and over the next few months, the intergovernmental agreement will be done.
b. Mortgage Credit Certificate Program
Mr. Austin explained that this program has been around for a little white and is starting to come back to being a priority. No action is needed tonight. He explained the program allows up to a deduction on your taxes for your primary residence. There are 50 other counties in Illinois that already do this program. We will get more information and bring it back for resolution.
Mr. Bellis stated it’s only for first-time homeowners and Military families. It may take some time before a resolution will come to the board.
The committee’s next meeting will be on April 1st, 2021.

1) Approval of Board Member Travel Vouchers
There were no new travel vouchers to approve.
Monthly Reports – Supervisor of Assessments/Board of Review, the Probation Department, Juvenile Detention Center, the County Clerk & Recorder’s office, Sheriff’s Department, Information Technology, the Public Defender, and the Treasurer’s office, Monthly check register for February 2021, and Funds Summary report for February 2021 including revenue and expenses. (Attachment E-1).
Mr. Rakers made a motion to receive and file the monthly reports with the appropriate committee.
Mr. Bellis seconded the motion.
